star this property answer text <p /> <p>Civil legal aid is available to help victims of human trafficking in relation to applications for leave to enter or remain in the UK, and also for claims for damages or under employment law brought by victims of human trafficking arising in connection with their exploitation. These services are set out in paragraph 32 of Schedule 1 to the Legal Aid, Sentencing and Punishment of Offenders Act 2012. Victims of human trafficking are also able to apply for any other civil legal aid service for which they are eligible.</p><p> </p><p>The Legal Aid Agency does not routinely collect information on the circumstances of applicants for legal aid, except where this is directly relevant to the application. This includes whether or not applicants are victims of human trafficking, which was not relevant to any legal aid applications before the introduction of LASPO or for services other than those described under paragraph 32 of Schedule 1 to LASPO since. Data is being collected on services provided under paragraph 32, but due to the length of time it takes for cases to conclude, we do not have a clear picture of funding since implementation of LASPO. As a result, it is not possible accurately to estimate the total cost of enabling victims of human trafficking to access legal aid for the period requested.</p>

star this property answer text <p>According to the Skipton Fund database, as at 30 September 2014, 6,871 people had registered with the Skipton Fund in the United Kingdom since its establishment in 2004. Of those, 6,181 submitted completed application forms for assessment. Of the 6,181 applications received, 5,181 were approved and 701 were declined; the remaining 299 are unresolved applications pending responses to requests for further information.</p><p> </p><p> </p><p> </p><p>When MFET Ltd was established in 2010, all 393 living Macfarlane Trust and Eileen Trust primary beneficiaries automatically became MFET Ltd beneficiaries. It is not possible to be rejected by MFET Ltd since registration is automatic for everyone who is successfully registered as a primary beneficiary with the Eileen Trust or Macfarlane Trust. Since MFET Ltd was established, two new applications to be beneficiaries of either the Macfarlane Trust and Eileen Trust have been accepted, and one has been rejected.</p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p>

star this property answer text <p>Anti-money laundering regimes of EU Member States will be updated by the Fourth EU Money Laundering Directive. This Directive is yet to be finalised, but expert level discussions are ongoing and have reached the final stage of the negotiating process. The Government is engaged with other EU Member States, MEPs, the European Commission, business and civil society groups to secure an effective and proportionate outcome. The Directive duly reflects the global standards on anti-money laundering and counter-terrorism financing revised by the Financial Action Task Force in 2012. The UK is fully supportive of these standards.</p><p> </p> more like this

star this property answer text <p>Childbase was a system to hold illegal images of children for the purposes of victim identification within the former Child Exploitation and Online <br>Protection (CEOP) Centre. The Childbase database ceased to be active in 2011 and is no longer live. The images held on Childbase were transferred to a standalone system in CEOP and no images or data was lost as a result of the decommissioning of Childbase.<br><br>The interim National Hash Set Database (iNHSD) holds hashes of images seized by UK forces. In 2012, at the inception of the iNHSD in Cheshire Police, all of CEOP’s images were transferred to it. The National Crime Agency’s CEOP Command has also contributed all of its images to the iNHSD. It is not possibleto say categorically whether any of these hash sets would have originated from Interpol partners or the Internet Watch Foundation.</p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>Each year, the Department receives the Annual Report and Accounts from the Caxton Foundation, Macfarlane Trust and Eileen Trust. The Department also holds an annual review meeting with each charity each year, usually including representatives from the Board of Trustees and executive. Through the Annual Report and the annual review meetings, the charities highlight and discuss the needs of their beneficiaries, the support available or provided to their beneficiaries and the take-up of the discretionary support that they provide.</p><p> </p><p> </p><p> </p><p>During this Parliament, the Department received proposals from the Caxton Foundation and Macfarlane Trust for increased funding for 2014-15, and also received a proposal from the Macfarlane Trust in November 2012 concerning the use of their reserve. In addition, from time to time, the Department receives correspondence and telephone calls from the charities about the needs of their beneficiaries, the support available to them and the take-up of the discretionary support the charities provide.</p><p> </p><p> </p><p> </p><p>The Caxton Foundation, Macfarlane Trust and Eileen Trust do not provide any non-discretionary support.</p><p> </p><p><strong> </strong></p><p> </p>

star this property answer text <p>Evidence on the availability of flood insurance has been provided and considered by Defra at various stages, including during the passage of the Water Act 2014 through Parliament and following the Downing Street Floods summit on 18 February.</p><p>I met representatives of small businesses in June to listen to their concerns and to provide an outline of our plans for market monitoring. Findings of the Defra research contract will be published next year. I intend to have another meeting when this work is completed.</p> more like this

star this property answer text <p>For 2014-15, the Department’s allocation for the Macfarlane Trust is £2,200,000 and the Eileen Trust is £100,000. The United Kingdom Health Departments have collectively allocated £2,380,000 to the Caxton Foundation for 2014-15, of which £2,000,000 is from the Department.</p><p> </p><p> </p><p> </p><p>Payments from the Skipton Fund and MFET Ltd are set by the UK Health Departments and the Departments provide sufficient funds to pay all approved claims.</p><p> </p><p><strong> </strong></p><p> </p> more like this
