unstar this property answer text <p>Zimbabwe is not a party to the Rome Statute so the International Criminal Court (ICC) has no jurisdiction over events which have taken place in that country.</p><p>For the ICC's Prosecutor to be able to initiate an investigation in these circumstances either the Government of Zimbabwe would have to voluntarily accept the ICC’s jurisdiction, or a referral from the UN Security Council would be required.</p><p>Under the Rome Statute the Security Council can only refer a situation to the ICC; it cannot refer the case of any specific individual.</p><p> </p> more like this

unstar this property answer text <p>In 2010 the Government gave a commitment to Parliament that it would give due consideration to the UN Convention on the Rights of the Child when developing new policies and programmes. The Department for Education has undertaken child rights impact assessments in respect of the legislative proposals leading to the Education Act 2011 and the Children and Families Act 2014. We will continue to put this commitment into practice.</p><p> </p><p>Through the Children and Families Act 2014, the Department also introduced a new power for the Office of the Children’s Commissioner to consider the potential effect of government policy proposals and government proposals for legislation on the rights of children.</p><p> </p><p>In addition, the new Family Test, announced by the Prime Minister on 18 August 2014, will also mean that every new domestic policy will be examined in terms of its impact on families.</p><p> </p> more like this

unstar this property answer text <p>In 2013/14 41%(1) percent of young people who had been sentenced to custody were not receiving any education, training or employment at the end of their licence period.</p><p> </p><p>Our Transforming Youth Custody programme is improving the prospects of effective resettlement of young people leaving custody. We are working closely with other Government Departments to provide young people with the opportunities they need, including through the Youth Engagement Fund which will help to close the attainment gap for disadvantaged 14-17 year olds, including those that have come into contact with the youth justice system.</p><br />(1) Information is extracted from YOTs’ electronic case management system and is taken from the last week of the custodial licence period. These figures have been drawn from administrative IT systems, which, as with any large scale recording system, are subject to possible errors with data entry and processing and can be subject to change over time. more like this

unstar this property answer text <p /> <p>The Government is clear that restraint should only ever be used against young people as a last resort where it is absolutely necessary to do so and where no other form of intervention is possible or appropriate. Use of restraint is closely monitored in the youth secure estate.</p><p> </p><p>Minimising and Managing Physical Restraint (MMPR) training provides staff with knowledge about recognising which health conditions are associated with an increased risk of harm to a young person during physical restraint, what symptoms and signs should be monitored during restraint, and actions to take should such symptoms occur. MMPR training also instructs staff on how to deal with a medical emergency should one arise during restraint.</p><p> </p><p>In addition, all custody officers in Secure Training Centres receive first aid training as part of their initial training course. In Young Offender Institutions all custodial managers must be trained in first aid.</p> more like this
