The Department for Education has undertaken child rights impact assessments in respect of the legislative proposals leading to the Education Act 2011 and the Children and Families Act 2014. There are three categories: those that have been detained or sentenced by the criminal courts; those placed in a criminal justice context and those placed on ‘welfare grounds’ under the Children Act 1989 (the Act). On 31 March 2014 there were 104 children placed in Secure Children’s Homes across England and Wales on welfare grounds. Within this latter category, we do not hold data that allows us to determine whether each child has been convicted of a crime.</p><p>Restricting the liberty of a child outside of the criminal justice context is a serious step. 	answer	answer is ministerial correction date of answer 11/09/2014 answer text <p>The Department for Education does not hold information about the impact of devolving the duty on young people in Wirral or the Liverpool City region specifically.</p><p>Since 2012, all maintained schools in England have been legally required to secure independent careers guidance for their pupils. The decision to devolve this responsibility to schools was made in light of evidence that the previous Connexions Service was not meeting young people’s needs.</p><p>In 2013, Ofsted’s study of the early implementation of this duty found that much of schools’ provision was not yet good enough. It also found that young people needed more opportunities to find out about careers from employers.</p><p>In response the Government published an Inspiration Vision statement and new statutory guidance and departmental advice on careers guidance and inspiration, which is effective from September 2014. This provides a clear framework and practical support for schools to help them inspire their pupils through more contact with the world of work. The latest data published by UCAS on 25 September 2014 in its ‘UCAS Teacher Training statistical releases’[1], indicates that there will be an increase in computing trainees commencing initial teacher training (ITT) this year, although this will not be certain until the 2014/15 ITT census is published.</p><p>For computing trainees starting their training in 2015/16, we have increased bursaries to up to £25,000 tax-free. We are also funding a prestigious scholarship scheme for computing trainees worth £25,000 tax-free and offering a range of professional benefits.
