star this property answer text <p>The reconfiguration of local health services is a matter for the local National Health Service. All service changes should be led by clinicians and be in the best interests of patients, not driven from the top down.</p><p> </p><p> </p><p> </p><p>It is for NHS commissioners and providers to work together, with local authorities, patients and the public, in bringing forward proposals that will improve the quality, safety and sustainability of healthcare services.</p><p> </p><p> </p><p> </p><p>Any changes must be supported by the Government’s four tests for service change, namely:</p><p> </p><p> </p><p> </p><p>- support from general practitioner commissioners;</p><p> </p><p>- clarity on the clinical evidence base;</p><p> </p><p>- robust patient and public engagement; and</p><p> </p><p>- support for patient choice.</p><p> </p><p> </p><p> </p><p>Once a decision on a local case for change has been made, it is up to the NHS to ensure its local services meet the needs of its population.</p><p> </p><p> </p><p> </p><p>More generally, we would expect any local plans for changes to acute services to take full account of the impact on neighbouring hospitals.</p><p> </p>

star this property answer text <p>The Department has not made any such assessment.</p><p> </p><p>NHS England is committed to the development and implementation of a new information standard for accessible information and communication.</p><p> </p><p>ISB 1605 Accessible Information aims to establish a consistent, standardised framework and approach to the identification and recording of the information and communication needs of patients, service users, carers and parents, where they relate to a disability, impairment or sensory loss; establish ‘flags’, alerts, prompts and other mechanisms to ensure that such needs are highly visible to appropriate staff; and set out clear expectations as to how such needs should be met, supported or addressed.</p><p> </p><p>Final approval of the standard is scheduled for Spring 2016. Following the announcement, organisations are currently anticipated to have 12 months to achieve full compliance.</p> more like this

That is why our 2011 Cancer Outcomes Strategy set the ambition to save a further 5,000 lives a year from cancer by 2014-15. The Strategy is backed with more than £750 million over the four year Spending Review period (2011-12 to 2014-15).</p><p> </p><p>A number of treatments have been recommended by the National Institute for Health and Care Excellence (NICE) for the treatment of gastrointestinal stromal tumour (GIST) including the paediatric, adolescent, wild-type and syndromic (PAWS) sub-variants.</p><p> </p><p>NHS commissioners are legally required to fund treatments recommended by NICE in its technology appraisal guidance. NICE regularly reviews its guidance to take into account new evidence.</p><p> </p><p>Treatment for PAWS GIST is commissioned through NHS England’s Specialised Services. Treatment for individuals is managed through multi-disciplinary teams. GIST Support UK have in partnership with Addenbrookes Hospital in Cambridge, established a PAWS-GIST clinic that is led by Dr Bulusu working with a United Kingdom national alliance of doctors. NHS England, through its Children’s Cancer and Sarcoma Clinical Reference Groups, is monitoring the clinic as it develops and progresses.</p><p> </p><p>We know how important it is for patients to receive the information they need and a range of initiatives have been used in the NHS, such as information prescriptions, advanced communications training and support for clinical nurse specialists.</p><p> </p><p>NICE guidance on improving outcomes in children and young people with cancer also emphasises the importance of providing patients, families and carers with the information they need.</p><p> </p><p>NHS England has no plans to develop a National Service Framework for paediatric, adolescent, wild-type and syndromic gastrointestinal stromal tumour.</p>

star this property answer text <p>The content and standard of medical training is the responsibility of the General Medical Council (GMC), which is the competent authority for medical training in the United Kingdom. Its role is that of custodian of quality standards in medical education and practice. The GMC is an independent professional body. It has the general function of promoting high standards of medical education and co-ordinating all stages of medical education to ensure that students and newly qualified doctors are equipped with the knowledge, skills and attitudes essential for professional practice.</p><p> </p><p>Medical Royal Colleges design the curricula for postgraduate medical education and in doing so they must ensure that teaching meets the standards of the GMC in order to be able to retain GMC recognition of their course.</p><p> </p> more like this

star this property answer text <p>Information on the number of women who have been given a named midwife is currently not collected centrally.</p><p> </p><p>The Mandate between the Government and NHS England states that every woman should have a named midwife who is responsible for ensuring she has personalised, one-to-one care throughout pregnancy, childbirth and during the postnatal period. Through the assurance process with NHS England we monitor progress against all mandate commitments. A refresh of the current maternity commissioning guidance for clinical commissioning groups is under way and will include guidance on commissioning services to deliver the named midwife. NHS England is working with the Care Quality Commission on plans to monitor the commitment as part of their maternity services inspections.</p> more like this

star this property answer text <p>The additional 4,200 health visitors will all be providing front line services to families. Health visitor services are currently commissioned by NHS England as part of Section 7A of the NHS Act 2006*. NHS England’s Local Area Teams determine the most suitable local service provider. Currently, most provision is through a variety of National Health Service organisations, with a small proportion delivered by other organisations, including social enterprises. The trajectory for delivering growth of the health visitor workforce is not related to the type of provider. All services are based on a national model of health visiting and the NHS England service specification.</p><p> </p><p>NHS England Area Teams and local authorities are working together in co-commissioning these services, prior to the lead commissioning role moving to local authorities in October 2015.</p><p> </p><p>All health visitors, including the additional 4,200 being delivered by 2015, receive education and training on maternal mental health, so they can detect the early signs of postnatal depression and ensure all women get support during and after birth.</p><p> </p><p>The NHS England 2014-15 service specification emphasises throughout, the role of the health visitor in promoting maternal mental health within clearly defined pathways. It makes clear that health visitors are expected to be trained and developed to be competent in delivering the evidence-based assessments and interventions set out in the Healthy Child Programme. In addition, NHS England is resourcing Area Teams to support delivery of the new model of health visiting which explicitly includes maternal mental health as a high impact area.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>To supplement core training, health visitors are able to enhance their skills and knowledge in the context of their specific roles. The Department has earlier this year, commissioned the training of 375 perinatal mental health champions across England. The champions are cascading their training in local areas so as to facilitate the spread of knowledge and practice among colleagues. In addition to the champions’ training, all health visitors are able to access perinatal mental health e-learning modules.</p><p> </p><p><em>Note:</em></p><p> </p><p>*As amended by the Health and Social Care Act 2012.</p><p> </p>
