Since this grant is unhypothecated it is not possible to provide a breakdown by authority.</p><p> </p><p>In 2008 the Department for Transport provided English authorities with a total of £31 million to assist in the reissuing of concessionary passes, £130,972 of which was allocated to York City Council.</p><p> </p><p>Between April 2008 and April 2011 the Department made Special Grant payments to authorities, in addition to the formula grant they were already receiving, recognising the additional cost of the extension to pre-2008 concessionary travel arrangements. 	answer	answer is ministerial correction date of answer 08/07/2014 answer text <p><strong> </strong></p><p>The Office of Rail Regulation (ORR) has received 6 new applications for passenger and freight train operator licences since May 2010. Train operator licences allow a train operator to run services throughout Great Britain or, if a European licence has been issued, Europe. Operator licences are not route specific.</p><p> </p><p>ORR also approves rights for specific train services which are held in track access agreements between Network Rail and train operators. Information about previous applications at route level is not readily available, however ORR advises it has one current track access application for new services using the West Coast Main Line (WCML). 	answer	answer is ministerial correction date of answer 14/07/2014 answer text <p> </p><p>The Department for Transport is currently conducting a joint public consultation with Rail North which will inform the specifications for both the Northern and TransPennine Express franchises; no decisions have yet been taken. While the Secretary of State will make the final decisions on the franchise specifications, Rail North authorities are very involved in this process, including having representatives working within the Department for Transport teams. Local authorities in England outside London spend over £340m in direct subsidy to bus services in this way. The latest out-turn figures, for 2012/13, show that Cornwall County Council has an annual budget of £5.2m for this purpose.</p><p> </p><p> </p><p> </p><p>The Department also provides direct support to bus services each year through Bus Service Operators Grant (BSOG). Details of BSOG funding paid to bus operators in the last three financial years is available online. It is not possible to provide this data broken down by region. Following changes to BSOG announced in 2013, the BSOG previously paid to operators in respect of local authority supported bus services has now been devolved to authorities. 	answer	answer is ministerial correction date of answer 09/07/2014 answer text <p> </p><p>In the last eighteen months, there have been several meetings between officials from the Department for Transport and their French counterparts　to consider the effect of the EU Directive on sulphur content of marine fuels on the shipping industry, jobs and the environment. Our policy of awarding franchises on the basis of quality as well as price has seen franchises awarded on TSGN and Essex Thameside which included improvements in this area proposed by the winning bidders. In order to enable market led innovation and flexibility for bidders for franchises, the way in which greater mobile connectivity is delivered is not currently specified.</p><p> </p><p>We are committed to improving access to mobile broadband for passengers.
