star this property answer text <p>Prior to April 2013, granting funding for the refurbishment and replacement of general practitioner premises was the responsibility of primary care trusts (PCTs). Information pertaining to this period is not held centrally and could only be obtained at disproportionate cost.</p><p> </p><p>Responsibility for funding general practice premises development has now been transferred to NHS England.</p><p> </p><p>Between 1 April 2013 and 1 April 2014, more than 100 business cases for premises development were approved by NHS England. NHS England <ins class="ministerial">will be publishing </ins><del class="ministerial">has now published</del> Principles of Good Practice <ins class="ministerial">later in the autumn. This </ins> <del class="ministerial">that</del> set<ins class="ministerial">s</ins> out how <del class="ministerial">area</del> teams should review and prioritise business case proposals, and since 1 April 2014 a further 46 business cases have been approved.</p><p> </p><p> </p><p> </p>

star this property answer text <p> </p><p>The Interception of Communications Commissioner, Sir Anthony May, publishes <br>statistics on the total number of interception warrants authorised annually. <br>His 2013 Annual Report states that 2,760 interception warrants were authorised <br>in 2013 (under both sections 8(1) and 8(4) of the Regulation of Investigatory <br>Powers Act 2000), a reduction of 19% on the same figure for 2012, and that 1,669 <br>such warrants were extant on 31st December 2013. As a matter of longstanding <br>practice we do not provide more detailed breakdowns of statistics relating to <br>interception warrants.</p><p> </p> more like this

star this property answer text <p>It is important that HMRC's methodology for assessing the effects of its compliance activities reflect the full range of impacts of its activities on customer compliance. Both to provide accountability for its overall performance and to manage its business and the performance of its compliance teams on a day-to-day basis. HMRC periodically refines its methodology for compliance yield to reflect the latest evidence. This is consistent with recommendations from the NAO and PAC.</p><p>Changes at the start of this Government were implemented to better assess the total impact of HMRC's work. Some reduced the revenue HMRC could score, while others recognised that HMRC were achieving a greater impact on future taxpayer behaviour than they had previously assumed.</p><p>Key changes to scoring rules at the start of the 2010 Spending Review period were:</p><p>1. Ensuring reported performance better reflects the amount of revenue that HMRC can expect to receive</p><p>2. Recognising the revenue effects of work against criminals</p><p>3. Refining our methodology to reflect our latest understanding of the effects of our interventions on customers' behaviour in the future.</p><p> </p><p> </p><p>Further information on HMRC's compliance methodology will be set out in its Annual Report, which will be published in due course.</p>

star this property answer text <p>It is important that HM Revenue and Customs (HMRC's) methodology for assessing the effects of its compliance activities reflect the full range of impacts of its activities on customer compliance, both to provide accountability for its overall performance and to manage its business and the performance of its compliance teams on a day-to-day basis.</p><p> </p><p>Revenue protected sets out tax receipts that are protected through HMRC activity. It includes the effects of seizing smuggled goods and the direct cash effects from activity such as preventing repayments, as well as an assessment of the impacts of HMRC activity on future taxpayer behaviour. Ensuring that customers are put on the right track for the future, rather than waiting for non-compliance to occur before stepping in, is better for customer, better for the Exchequer, and more efficient for HMRC.</p><p> </p><p>The concept of Revenue Protected is also not a new one, it has always been a feature of HMRC's compliance performance although this component was not separately identified before 2011/12 in external reporting.</p>

star this property answer text <p>The Enterprising Libraries programme, a £1.2 million partnership between Arts Council England, the British Library and the Department for Communities and Local Government, is supporting local economic growth by turning libraries into spaces for the development of business ideas, providing coaching, advice, meeting spaces and IT support for local businesses and entrepreneurs. Currently sixteen public libraries in England are actively engaged in the programme and receiving financial support.</p><p>Other specific initiatives being delivered through public libraries includes the Access to Research service. This two year pilot commenced in January 2014 and provides a free service enabling local libraries to provide users with access to a wealth of research, including business information. In addition, library authorities are developing business resources to meet local needs. Staffordshire for example has introduced Start2, a service that is available in all public libraries across the county and has trained staff offering information and signposting on all aspects of looking for and finding work, including providing a starting point for entrepreneurs who want to start their own business and small enterprises looking to expand by signposting them to relevant sources of information or specialist organisations.</p>
