Discretionary life sentences or long determinate sentences are available for other very serious offences. This Government has introduced an automatic life sentence for a second very serious violent or sexual offence.</p><p> </p><p>The Ministry of Justice (MoJ) holds information on those persons convicted of homicide offences having previously been convicted of a homicide offence. However, the MOJ does not hold information centrally on the number of homicide victims associated with these crimes.</p><p> </p><p>The table shows the number of offenders with previous convictions for homicide by offenders convicted of homicide in each year from 2001 to 2013. Homicide includes among others, the offences of murder, manslaughter, infanticide, corporate manslaughter and causing death by dangerous and careless driving. See footnote 3 for all types of homicides.</p><p /> <p /> <p>The MoJ's extract of the Police National Computer only holds the complete criminal records of offenders who have been sentenced or cautioned since the beginning of 2000, Therefore it is not possible to provide criminal history time series information all the way back to 1984.</p><p> </p><p>The figures given in the table have been drawn from the extract of Police National Computer (PNC) data held by the Ministry of Justice. As with any large scale recording system the PNC is subject to possible errors with data entry and processing. The Regulation has also been extended to further EU institutions through other instruments. Information relating to the EU may also be requested from UK public authorities under domestic information rights legislation, including the Freedom of Information Act 2000.</p><p> </p><p>Neither the Regulation nor domestic legislation contain provisions which prohibit the disclosure of information simply because its release would be disadvantageous to the EU, and there are no plans to introduce such a measure. However, both the Regulation and domestic legislation provide a range of exemptions, often subject to a public interest test, which permit bodies subject to them to withhold genuinely sensitive information from disclosure where release would undermine legitimate interests specified in that legislation. Managing that stock efficiently is part of the challenge that social landlords must embrace. Landlords were given three years notice to start to prepare for this change and during that time were encouraged to take account of local needs and demographic trends when allocating properties and developing their building programmes.</p><p> </p><p>There is turnover of properties in the social sector, and with suitable management and prioritisation by social landlords this should provide a means of allowing many of those affected by the Removal of the Spare Room Subsidy to move to suitable properties over time.</p><p> </p><p>The 2012 Impact Assessment: stated there was little robust evidence on which to base an assessment of behavioural responses and so did not predict the likely extent of downsizing. The 25 per cent figure within the Impact Assessment reflected research which asked a hypothetical question about what people thought they might do in response to a reduction, but this was undertaken some time before the full details of the policy were finalised.</p><p> </p><p>The Impact Assessment did look at the potential sensitivity of the estimated savings to moves by affected claimants. This sensitivity testing was based on an assumption that around 50,000 affected claimants moved (around 8 per cent). This was not a prediction, but both the interim evaluation report and ad-hoc analysis show that people are downsizing. The ad-hoc report shows around 19,000 had downsized in the Social Rented Sector between May and December 2013, broadly within the bounds of the Impact Assessment sensitivity analysis.</p><p> </p><p>It was never assumed that downsizing was a remedy for everyone and we were not in a position to predict how many people would choose to move.</p> answering member printed Lord Freud question first answered 28/07/2014 13:16:26 answering member 3893 label Biography information for Lord Freud
