In relation to a non-resident company, the corporation tax charge is limited to gains on disposals of assets held for the purposes of a trade carried on in the UK through a permanent establishment here.</p><p> </p><p>The question of ownership and taxation of former HMRC properties (now owned by Mapeley STEPS Ltd) is dealt with at paragraph 19 of the Public Accounts Committee Thirty Second report HM Revenue and Customs' estate private finance deal eight years on, which was published on 8 April 2010.</p><p> </p> more like this

Value for money is the primary driver when choosing a procurement route.</p><p> </p><p>PF2 offers improved value for money for the public sector and the taxpayer compared to the Private Finance Initiative. An improved procurement process, public sector equity co-investment, more efficient risk allocation and greater flexibility of service provision has improved the cost effectiveness of PF2 relative to the Private Finance Initiative.</p><p> </p><p>The Government has taken significant steps to improve the cost effectiveness of existing PFI contracts, including delivery of £1.5 billion of savings, which has been assured by the National Audit Office, and identifying potential further savings of more than £1 billion.</p><p> </p> more like this

PF2 introduces significant reforms to the Private Finance Initiative (PFI) and gives a new approach to the delivery of public infrastructure. It is based on the outcomes of a wide call for evidence held across both the public and private sectors.</p><p> </p><p>The Government seeks to ensure that the UK tax system is competitive for all companies and that the UK is an attractive place to do business, while retaining proportionate anti-avoidance protection.</p><p> </p><p> </p><p>A special purpose vehicle set up for the purposes of delivering a PFI project is no different from any other corporate entity and is therefore required to pay corporation tax in accordance with government rules.</p> more like this

At the same time, it needs to ensure that the tax system is competitive for all companies and has set out its plans to make the UK an attractive place to do business while retaining proportionate anti-avoidance protection.</p><p> </p><p> </p><p>UK resident PFI contractors regardless of their shareholders' registered jurisdiction will be charged UK corporation tax on profits earned within the UK. To limit the freedoms properly available to investors would be anti-competitive and contrary to European Union law. These points are not unique to the Private Finance Initiative (PFI) but apply equally to non-PFI companies and investors.</p> more like this
