	answer	answer is ministerial correction date of answer 28/04/2014 answer text <p> </p><p>In March 2013, my Department published new guidance for local authorities outlining how councils should stop translating into foreign languages. As outlined in the Written Ministerial Statement of 12 March 2013, <em>Official Report</em>, Column 5WS, such translation weakens integration; discourages communities from learning English; undermines rather than strengthens equality goals; harms community relations; and is an expensive waste of taxpayers' money at a time when councils need to be making sensible savings. It is disappointing that councils like Tower Hamlets have disregarded that guidance, and reflects broader issues with the dysfunctional governance and divisive practices of the council.</p><p>I would add that in light of previous instances of electoral fraud, including impersonation in polling stations, postal voting irregularities and allegations of improper influence, Ministers in this Department have concerns about the practice of allowing foreign language translators/interpreters inside polling stations. The privacy of the ballot must be protected and voters inside a polling station should not be subject to any pressure or influence to vote in a particular way. In that context, the integrity of the ballot box and of the local democratic process requires independent and transparent scrutiny in polling stations by polling agents, council staff, the police and, indeed, passing members of the public who are also voting. This will deliver the manifesto commitment to extend the benefits of Right to Buy to 1.3 million tenants. Under the terms of the agreement housing associations will deliver an additional home through new supply nationally for every home sold – increasing overall housing supply.</p><p>Under the reinvigorated Right to Buy we are firmly committed to making sure that for every additional home sold an additional one will be provided. There is a rolling 3 year deadline for local authorities to deliver additional affordable homes through new build or acquisition under the reinvigorated Right to Buy, and so far they have delivered well within sales profile. 	answer	answer is ministerial correction date of answer 13/04/2016 answer text <p>Over 2 million tenants in England have already realised their aspiration of owning their own home, and the voluntary agreement between the Government and the housing association sector will extend this opportunity to a further 1.3 million families the chance to purchase their home at Right to Buy level discounts – unlike Scottish residents who will not be able to benefit at all thanks to the Scottish government’s decision to put an end to Right to Buy as of August this year. Under the terms of the agreement for every home sold housing associations will deliver an additional home nationally, through new supply.</p><p>Under the reinvigorated Right to Buy we are firmly committed to making sure that for every additional home sold an additional one will be provided. A direct marketing campaign, to social housing tenants who could be eligible for the scheme, has proved a very effective way to reach them with this information.</p><p>Total spend on direct marketing from 2012 is £280,773 in 2012/13, £334,163 in 2013/14, £329,165 in 23014/15 and £195,757 to date in 2015/16. Since the early 1990s, the proportion of under 40s who are homeowners in England has declined by over a third from 62% in 1993/4 to 39% in 2013/14. 	answer	answer is ministerial correction date of answer 24/11/2015 answer text <p>More council housing has been built since 2010 than in the previous 13 years. 2014 saw the highest number of council housing starts for 23 years.</p><p>Almost £222 million of extra borrowing headroom has been allocated to 36 councils in England to support over 3,000 new affordable homes in 2015/16 and 2016/17.</p><p>The 2011-15 Affordable Homes Programme exceeded expectations - delivering 186,000 new affordable homes -16,000 more than the target. In addition, this Government is committed to delivering a further 275,000 new affordable homes by 2020. Through the 2015-18 Affordable Homes programme, we have already allocated around £1.4 billion to support this delivery</p><p>The Government is committed to helping hard working people across the country to own their own home. We believe that shared ownership has an important role to play in helping those who aspire to home ownership but may be otherwise unable to afford it.</p><p>We launched a one-off £36 million funding package in August to pave the way for the first wave of Starter Homes on brownfield sites that would otherwise not be built on to help more young people into discounted home ownership. Of this, up to £10million will be made available to councils in England. 200,000 Starter Homes will be built by 2020/21.</p><p>Right to buy additions are due within 3 years of sales: 3,694 new Right to Buy addition starts and acquisitions were delivered against 3,054 additional homes sold in the first year of the scheme.
