We remain deeply concerned about reports of discrimination and abuses against the Ahmadiyya community and other religious minorities in Pakistan. The Government strongly condemns the persecution of all minorities, including the targeting of innocent people based on their beliefs.

We regularly raise our concerns about the protection of minority communities, including Ahmadiyya Muslims, with the Pakistani Government at a senior level.

At the UN Periodic Review of Pakistan’s human rights record in November 2017, the UK raised concerns about limits on freedoms of expression and religion or belief, particularly for the Christian and Ahmadiyya Muslim communities, as well as the increased misuse of terror legislation to portray religious publications of minority communities as hate material.

I discussed the treatment of the Ahmadiyya Muslim community and Abdul Shakoor's case with Pakistan’s Human Rights Minister in February 2019 during my visit to Islamabad. I am pleased to report that Abdul Shakoor was released on the 18 March 2019.

We will continue to urge the Government of Pakistan to guarantee fully the rights of all Pakistani citizens, including religious minorities, and to honour its international obligations.

The department also engages with stakeholders and listens to proposals from them to improve its effectiveness.

The department introduced revised versions of the academies model funding agreement in March 2018 and has recently published revised model articles of association for Church of England and Catholic academies.

In addition, each year, the government reviews the Academies Financial Handbook and the Academies Accounts Direction to ensure that the guidance remains relevant and fit for purpose. This is also an opportunity to respond to criticism such as a lack of disclosure on Related Party Transaction, where from 1 April 2019, the requirements are being substantially amended.

The Academies Financial Handbook and the Academies Accounts Direction, the Academies Articles of Association for Catholic Academies are attached. The academies model funding agreement, as well as the minority and majority Articles of Association for Church of England Academies will be deposited in the Libraries of both Houses.

We do so bilaterally and with international partners, including the United Nations Assistance Mission in Afghanistan and the EU. At the Universal Periodic Review of Afghanistan at the UN Human Rights Council in January 2019, we recommended that the Government of Afghanistan establish an independent mechanism to assess how religious and ethnic minorities can be better protected.

Following attacks last year affecting the Hazara community in Afghanistan, Embassy officials met with Hazara Members of Parliament for Ghazni to understand their concerns. The UK provides a range of support which aims to enhance the Afghan Government's ability to protect all Afghan citizens, including minority ethnic and religious groups such as the Hazaras.
more like this

The Good Work Plan represents a large part of this commitment and is the biggest upgrade in a generation. The Department regularly engages with stakeholders on the reforms announced in the Good Work Plan. Secondary legislation repealing the Swedish Derogation was laid on 17 December 2018 and approved by the House of Commons’ Seventh Delegated Legislation Committee on 6 March 2019. Subject to approval from the House of Lords, all agency workers will be entitled to the same pay as permanent staff after 12 weeks in an assignment from 6 April 2020. Mortality burden is a statistical way of assessing the impact of diseases and pollution. The equivalent figures at a more localised level are not available.
