This case has highlighted the importance of tailoring support according to the individual needs of victims and, in response, we will be embedding a more needs-based approach in our services.</del></p><p><del class="ministerial">In October 2017, Government announced an ambitious package of reforms to the National Referral Mechanism (NRM) – our system for identifying and supporting victims of modern slavery. We have already made significant progress in delivering this complex reform programme and we will continue to drive improvements to the services available to ensure they are meeting the recovery needs of victims.</del></p><p><ins class="ministerial">The Government is committed to stamping out modern slavery and providing victims with the support they need to rebuild their lives.</ins></p><p><ins class="ministerial">We are always working to improve our understanding of the complex needs of victims of modern slavery and to improve the support available.</ins></p><p><ins class="ministerial">In October 2017, Government announced an ambitious package of reforms to the National Referral Mechanism (NRM) – our system for identifying and supporting victims of modern slavery. The assessment found that county lines continue to be at the forefront of drug supply nationally and have evolved in response to environmental changes.</del></p><p><del class="ministerial">The county lines business model remains heavily weighted towards the supply of heroin and crack cocaine. NCLCC’s latest assessment indicates that there has been a reduction in the total number of potentially active deal lines, with numbers reported to have fallen from between 800-1,100 in 2019/20 to 600 in 2020/21.</del></p><p><del class="ministerial">We continue to work with partners to address the underlying drivers of exploitation and ensure support and protection is in place for children exploited through county lines criminality. Wehave funded specialist support for victims of county lines exploitation to deliver one-to-one support to under 25s and their families in the three largest county lines exporting force areas</del></p><p><del class="ministerial">This Government is also delivering a range of initiatives to tackle youth violence including investing over £105.5 million from 2019 to 2022, (VRUs). The Home Office also works closely with the Department for Education to tackle youth violence.</del></p><p><del class="ministerial">We will continue to use data on rates of drug use to monitor trends and inform the Government’s approach to addressing drugs and drug harms’.</del></p><p><del class="ministerial">The Government acknowledges the strength of feeling on juvenile CHIS, however, we must recognise that some juveniles are involved in serious crimes, as perpetrators and victims. In some circumstances a young person may have unique access to information or intelligence that could play a vital part in preventing or detecting serious offences.</del></p><p><del class="ministerial">Young people are only authorised as CHIS in rare circumstances. Between January 2015 and December 2018, there were only 17 instances where law enforcement bodies deployed those under 18 years old as CHIS, and their participation in criminal conduct is rarer still.</del></p><p><del class="ministerial">The Covert Human Intelligence Sources (Criminal Conduct) Act 2021 includes a commitment on the face of the legislation that young people will only be authorised to undertake criminal conduct in exceptional circumstances.</del></p><p><ins class="ministerial">In May 2021, the National County Lines Coordination Centre published the latest County Lines strategic assessment. These figures present a picture of the workforce as at the 31 March and as at 30 September each year. These data are published in the ‘Police workforce, England and Wales’ statistical publication, which can be accessed here: <a href="https://www.gov.uk/government/collections/police-workforce-england-and-wales" target="_blank">https://www.gov.uk/government/collections/police-workforce-england-and-wales</a></del></p><p><del class="ministerial">Data on the number of officers per 100,000 of the resident population, by police force area, are published on an annual basis. The latest available data on the number of police officers per 100,000 of the population can be found in Table_H4 of the data tables accompanying the main release, the latest of which can be accessed here:</del><br /><del class="ministerial"><a href="https://www.gov.uk/government/statistics/police-workforce-england-and-wales-31-march-2018" target="_blank">https://www.gov.uk/government/statistics/police-workforce-england-and-wales-31-march-2018</a></del></p><p><del class="ministerial">Data on the number of police officers are collected at Police Force Area level only, and cannot be broken at local authority level.</del></p><p><del class="ministerial">The Home Office does not hold information on response times of the police.</del></p><p><ins class="ministerial">In his Budget, the Chancellor committed to providing funding for the police in 2019/20 to cover additional pensions costs beyond the £165m which was expected at Budget 2016. </ins></p><p><ins class="ministerial">The pensions grant announced at the settlement covers the additional pension costs above £165m for the police officer scheme, and the additional pension costs above £11m for police staff. This reflects revised costings following technical changes to how the actuarial estimate of the increase in costs for officers is assessed. Total expected cost pressures arising from the valuations are now £302m for the police officer scheme and £27m for police staff.</ins></p><p><ins class="ministerial">The Government is enabling an overall increase in funding of up to £970m in police funding including precept and national priorities. 	answer	answer is ministerial correction date of answer 05/02/2019 answer text <p><del class="ministerial">The Home Office is putting in place measures to ensure that the EU Settlement Scheme is streamlined, user-friendly and accessible to all prospective applicants. That is why we are working in partnership with vulnerable group representatives, local authorities and other experts to make sure we reach everyone.</del></p><p><del class="ministerial">Since November 2017, we have held monthly meetings with representatives of EU citizens on the design and development of the scheme and communications plans. We have been working closely with these groups to identify the needs of potentially vulnerable applicants including the disabled, elderly and isolated. There will be a broad range of support in place; for those who need non-specialist support there is the assisted digital service for technological support, and the Settlement Resolution Centre which will be able to assist with questions relating to the application process.</del></p><p><del class="ministerial">When the scheme fully opens by 30 March, there will be further routes available to have identity documents checked. This includes posting passports or ID cards to the Home Office to be checked and returned, and there will be over 50 locations all over the country where applicants can have their document scanned.</del></p><p><del class="ministerial">The Home Office is committed to supporting vulnerable EU citizens to obtain UK immigration status and we will continue to engage with representative groups to ensure the needs of vulnerable citizens are taken into account.</del></p><p><br /><ins class="ministerial">All EU Settlement Scheme advertising since March 2018 has been digital, using online channels. 	answer	answer is ministerial correction date of answer 04/02/2019 answer text <p><del class="ministerial">There is no limit to the number of international students who can come to study in the UK, and as the White Paper ‘The UK’s future skills-based immigration system’ makes clear, there will continue to be no limit on the number of international students who can study here in the future.</del></p><p><del class="ministerial">The independent Office for National Statistics, who follow best international practice, produce the migration statistics and the Government does not seek to influence this. The Migration Advisory Committee recommended that international students should not be removed from the net migration statistics and the Government has accepted this recommendation.</del></p><p><del class="ministerial">The MAC also stated that continued discussion of students in the net migration target may be contributing to any perception that the UK is not welcoming to international students. In any event, being included in the net migration target does not act to students’ detriment as there is no limit on the number of international students who can come to study in the UK.</del></p><p><ins class="ministerial">There are 57 UK Visa and Citzenship Application Service Centres across the UK.
