Since then, the new unified probation service has assumed responsibility for unpaid work delivery. This has provided an opportunity to re-energise our work, drive up completion rates and deliver better outcomes. We will deliver better quality and more robust unpaid work placements that are highly visible to the public and that meet both punitive and reparative aims. We want to move away from a reliance on individual placements towards incorporating larger national projects with public bodies and charities and we are keen to involve our stakeholders as much as possible in our plans.</p>

star this property answer text <p>The IPP Action Plan is regularly reviewed to ensure that it is responsive to the needs of those serving IPP sentences, whether in prison or in the community. A large number of IPP prisoners have been released each year since the IPP Action Plan was first introduced in 2016, and the Plan will be refreshed, reviewed and republished after careful consideration of the forthcoming Justice Select Committee’s Report and recommendations.</p><p> </p><p>The Public Protection Casework Section in HM Prison and Probation Service (HMPPS) HQ has implemented active case management, which is directed towards ensuring that probation and prison staff comply with directions from Parole Board Panels in a timely fashion.</p><p> </p><p>Best practice ideals, based on an initiative that started in prisons in the East of England Region, were developed and rolled out for use in a number of prisons prior to the pandemic. The roll out was then unavoidably disrupted by the exceptional delivery models which had to be implemented on the grounds of public health. Progress of the best practice ideals will be reviewed as part of the wider action plan following consideration of the Justice Select Committee’s report and recommendations.</p><p> </p><p>Offenders subject to IPP sentences are eligible for electronic monitoring following release on licence, where considered necessary and proportionate by the Parole Board. The additional investment of £183m in the expansion of electronic monitoring will also increase the availability of electronic monitoring for IPP offenders. Those whose risk is linked to alcohol are eligible for alcohol monitoring on licence, which was introduced in Wales in November and will be rolled out to England this summer. IPP releases will also be eligible for a project targeting high-risk domestic abuse perpetrators, where they will have their whereabouts monitored using GPS tags to protect victims, and potential future victims, from further trauma. The project will begin in 2023 and we expect to tag around 3,500 offenders.</p><p> </p><p>HM Prison and Probation Service has developed a dataset and data dashboard, which is shared on a quarterly basis with Probation Regions and Prison Groups to support them in their efforts to monitor and manage their IPP populations, both in prisons and the community. star this property answer text <p>There is no statutory offence of ‘domestic abuse’ and actions amounting to it could be recorded under a number of offences such as Grievous Bodily Harm (GBH), Actual Bodily Harm (ABH), Common Assault or sexual offences. Furthermore, within military police crime-recording systems, the categorisation of whether an incident involves ‘domestic violence’ or not, is not a mandatory field, meaning that the figures provided are indicative only.</p><p> </p><p>The first document provided gives figures for the number of reported offences for each Service for the years 2015-2020 to date where the incident has been categorised as involving domestic violence. The second document provided gives figures for each Service for the years 2015-2020 to date, for the number of GBH, ABH, and Common Assault offences. The noble Lord should note that in both of the documents, the figures given are for reported offences – that is, to say an allegation has been made. These figures do not relate to charges brought or court convictions.</p><p> </p><p>An average time cannot be given regarding the Chain of Command (CoC) reporting such incidents to the Service Police. Every case would require examination to determine when it was reported to the Service Police and not every investigation file may contain the date when an incident was originally reported to the CoC. Therefore, we would not be able to provide a complete answer and what we could provide could be provided only at disproportionate cost.</p><p> </p><p>However where reported to the CoC, any incident of domestic abuse must be reported to the Service Police no later than 24 hours after the incident has occurred. Further to this, a referral to the Welfare Service must be made in any situation involving domestic abuse or similar allegations.</p><p>Whilst there are no houses on the defence estate dedicated specifically for survivors of domestic abuse, support is provided through a suite of policies which seek to provide housing options for families in times of estrangement.</p><p> </p><p>Short term accommodation for welfare or compassionate reasons is administered by Service welfare associations. Tri-Service accommodation policy requires the provision of welfare houses at each designated establishment, scaled to reflect density of Service population. Unit welfare staff, in conjunction with civilian police and local authorities assess whether utilisation of such are in the best interests of safeguarding abuse survivors, and may provide alternative accommodation (through local authority or charitable provision) if distance between perpetrator and survivor is required.</p><p> </p><p>The MOD is currently reviewing the tri-service policy on domestic abuse with the help of leading charity Hestia, who sit alongside MOD on the Employer’s Initiative on Domestic Abuse. It is intended that this policy apply to the whole force – civilians, contractors and the single Services. The review will also focus on the availability of accommodation for survivors, taking advice from the domestic abuse charity Standing Together. MOD intends to refresh and re-launch the policy towards the end of 2020.</p><p> </p><p>The MOD continually monitors whole force data on domestic abuse for prevalence and risk factors – this has been of particular focus during the Covid-19 pandemic. This data is disseminated and discussed within the MOD Domestic Abuse Stakeholder Forum the Domestic Abuse Working Group (DAWG), which meets quarterly. The DAWG seeks advice and guidance from national domestic abuse charities like Hestia, Aurora New Dawn and the Employer’s Initiative on Domestic Abuse, resulting in continual policy improvement.</p><p> </p>

star this property answer text <p>Legislation does not specify that teachers must have a degree in a particular subject or discipline. It is the Teachers’ Standards that specify the subject knowledge required for the award of qualified teacher status. All trainee teachers must meet these by the time they complete their training.</p><p><del class="ministerial">Of the 2,948 state-funded secondary schools in England that supplied data on curriculum subjects taught and the subject of qualifications held by their teachers, there were 1,386 schools, equivalent to 47%, where at least one subject was taught for which none of its teachers held a relevant post A level qualification in that subject.</del></p><p><del class="ministerial">The most common subjects where no teachers in a school held a relevant post A level qualification in the subject were: computing (408 schools); media studies (214); religious education (171); citizenship (115); engineering (114) and drama (109).</del></p><p><ins class="ministerial">Of the 2,957 state-funded secondary schools in England that supplied data on curriculum subjects taught and the subject of qualifications held by their teachers, there were 1,256 schools, equivalent to 42%, where at least one subject was taught for which none of its teachers held a relevant post A level qualifications in that subject. </ins></p><p><ins class="ministerial">The most common subjects where no teachers in a school held a relevant post A level qualification in the subject were: computing (293 schools); Spanish (271); media studies (225); ICT (206); religious education (153); citizenship (105) and engineering (105).</ins></p><p>To reduce burden during the COVID-19 outbreak, schools were not required to provide information on teacher qualifications in 2020. star this property answer text <p><del class="ministerial">Asylum Operations regularly engage with civil society groups via stakeholder forums and often consult with civil society groups on asylum processes.</del></p><p><del class="ministerial">Asylum Operations first communicated with civil society groups on the proof of concept for asylum interviews on 22 September 2020. We further engaged on the 6 October 2020 and continue to gather feedback to support the development of the proof of concept. We are in the process of responding in writing to further questions already submitted from civil society groups.</del></p><p><del class="ministerial">The proof of concept will help establish if there is a longer-term viability. Once the proof of concept phase is complete, we will evaluate as part of ongoing engagement with civil society groups to support further development</del></p><p><ins class="ministerial">Of the £27 million of funds which were earmarked for domestic abuse services affected by COVID-19, government departments have as of 28 October 2020 paid out £25,129,341.</ins></p><p><ins class="ministerial">Within the £27 million, of the £15 million earmarked for the Ministry of Justice (MoJ) to distribute to local domestic abuse services through Police and Crime Commissioners (PCCs), This is because the exact locations of refuge and safe accommodation services are not revealed for safety reasons, and so may not match the charity’s registered address.</ins></p><p><ins class="ministerial">It is not possible to break any of the three departments’ allocations down to local authority level.</ins></p><p> </p>

star this property answer text <p>In Ethiopia we have a large bilateral family planning programme - Family Planning by Choice - which works to improve access to, quality of and the voluntary update of family planning and safe abortion services across the country, including Tigray. Our global Sexual and Reproductive Health and Rights programme &quot;WISH&quot; complements this programme, providing lifesaving services across refugee camps in the region. While hampered by the communications blackout, we are in close contact with Family Planning by Choice, WISH and our wider set of health and humanitarian partners to establish the status of ongoing UK-funded activities and understand changing needs, including Sexual and Reproductive Health and Rights. We have worked with the UN on response planning, which includes commitment to minimum initial services package for emergency reproductive health. We are working to secure humanitarian access to deliver further assistance.</p><p>Globally, the UK remains firmly committed to supporting the Minimum Initial Service Package for Reproductive Health in Crises and this year provided UNFPA with an additional £10 million for lifesaving SRH services as part of the global humanitarian response plan to COVID-19.</p>

star this property answer text <p>Public Health England advice is that we should aim for the highest possible level of vaccination coverage, and higher coverage will help limit outbreaks. Even with a fully vaccinated population, however, smaller outbreaks could occur, because the vaccine does not offer complete protection. The risk of outbreaks is also influenced by other factors including the local demographics, previous exposure, and community prevalence.</p><p> </p><p>HMPPS strongly encourages all staff and prisoners to have the COVID-19 vaccine. We ask employees to let us know when they have had each dose of the COVID-19 vaccine by recording their vaccine status on our HR system. As the disclosure of their vaccine status is entirely voluntary, it means the self-declaration rates <del class="ministerial">presented below</del> will be lower than the actual number of staff who have been vaccinated.</p> more like this
