Both the Type 26 and Type 31 classes require the use of thin plate steel and this specification of steel with the required combination of thickness, size and flatness is not manufactured in the UK.</p><p> </p><p>Steel for our major defence programmes is generally sourced by our prime contractors from a range of UK and international suppliers and is procured in accordance with Cabinet Office guidelines. The full financial and legal implications of these options are being explored so that the Defence Secretary can decide how to proceed. Work on this is continuing at pace both in the Ministry of Defence and across Government.</del></p><p><ins class="ministerial">The Vigilant T1 originally had an Out-of-Service Date of 2019; this was brought forward to May 2018 in order to refocus resource for the benefit of the Cadets, extending the life of the Viking conventional glider and investing in the wider Air Cadet Aerospace Offer.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The glider recovery programme from 2014-2018 covering both Viking Conventional glider and Vigilant motor-glider was subject to routine investment appraisal processes. This showed that substantial operational, technical and commercial negotiations with a range of aerospace leaders in this field had failed to find a value for money approach to successfully repair and recover or replace all the gliders. Therefore, in line with the available technical and commercial capacity the value for money was in restructuring the Aerospace Offer for cadets.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The recovery programme of both glider types was resourced within wider support contracts which also supported the operation of the active fleets with Volunteer Gliding Squadrons. Consequently, we cannot separately identify the resource used for the recovery of the six Vigilant airframes which were successfully recovered prior to the Out-of-Service date.</ins></p><p><ins class="ministerial">The Vigilant fleet was disposed of to Aerobility. 	answer	answer is ministerial correction date of answer 16/07/2020 answer text <p>There is no statutory offence of ‘domestic abuse’ and actions amounting to it could be recorded under a number of offences such as Grievous Bodily Harm (GBH), Actual Bodily Harm (ABH), Common Assault or sexual offences. Furthermore, within military police crime-recording systems, the categorisation of whether an incident involves ‘domestic violence’ or not, is not a mandatory field, meaning that the figures provided are indicative only.</p><p> </p><p>The first document provided gives figures for the number of reported offences for each Service for the years 2015-2020 to date where the incident has been categorised as involving domestic violence. The second document provided gives figures for each Service for the years 2015-2020 to date, for the number of GBH, ABH, and Common Assault offences. The noble Lord should note that in both of the documents, the figures given are for reported offences – that is, to say an allegation has been made. These figures do not relate to charges brought or court convictions.</p><p> </p><p>An average time cannot be given regarding the Chain of Command (CoC) reporting such incidents to the Service Police. Every case would require examination to determine when it was reported to the Service Police and not every investigation file may contain the date when an incident was originally reported to the CoC. Therefore, we would not be able to provide a complete answer and what we could provide could be provided only at disproportionate cost.</p><p> </p><p>However where reported to the CoC, any incident of domestic abuse must be reported to the Service Police no later than 24 hours after the incident has occurred. Further to this, a referral to the Welfare Service must be made in any situation involving domestic abuse or similar allegations.</p><p>Whilst there are no houses on the defence estate dedicated specifically for survivors of domestic abuse, support is provided through a suite of policies which seek to provide housing options for families in times of estrangement.</p><p> </p><p>Short term accommodation for welfare or compassionate reasons is administered by Service welfare associations. Tri-Service accommodation policy requires the provision of welfare houses at each designated establishment, scaled to reflect density of Service population. Unit welfare staff, in conjunction with civilian police and local authorities assess whether utilisation of such are in the best interests of safeguarding abuse survivors, and may provide alternative accommodation (through local authority or charitable provision) if distance between perpetrator and survivor is required.</p><p> </p><p>The MOD is currently reviewing the tri-service policy on domestic abuse with the help of leading charity Hestia, who sit alongside MOD on the Employer’s Initiative on Domestic Abuse. It is intended that this policy apply to the whole force – civilians, contractors and the single Services. The review will also focus on the availability of accommodation for survivors, taking advice from the domestic abuse charity Standing Together. MOD intends to refresh and re-launch the policy towards the end of 2020.</p><p> </p><p>The MOD continually monitors whole force data on domestic abuse for prevalence and risk factors – this has been of particular focus during the Covid-19 pandemic. This data is disseminated and discussed within the MOD Domestic Abuse Stakeholder Forum the Domestic Abuse Working Group (DAWG), which meets quarterly. 	answer	answer is ministerial correction date of answer 22/06/2023 answer text <p>In January 2022, the High Court declared the National Disability Strategy (NDS) was unlawful because the UK Disability Survey, which informed it, was held to be a voluntary consultation that failed to comply with the legal requirements on public consultations</p><p> </p><p>The Ministry of Defence (MOD) had five commitments included in the National Disability Strategy. These included:</p><p>1. By September 2021, the MOD will publish a plan to bring more disabled people into the civilian workforce to meet its target of 15.3% by 2030</p><p>2. MOD will explore how to increase opportunities for disabled people to serve as part of the Armed Forces reserves by the end of 2023, including:</p><p>- promoting better use of disabled reservists for appropriate roles across the Armed Forces</p><p>- guaranteeing interviews for disabled reservists who meet the minimum requirements when recruiting for those roles</p><p>3. By 2025, MOD will deliver the Armed Forces Recruiting Programme to recruit more diverse military personnel, including disabled people</p><p>4. We will experiment with the recruitment of more diverse military personnel into the new National Cyber Force, using it as a pathfinder for increased inclusivity</p><p>5. The Office for Veterans’ Affairs will share best practice and insight from the veterans’ adaptive sport community with disability organisations and providers of sport and activity by March 2022</p><p>Commitment 1, to publish a plan to bring more disabled people into the civilian workforce has been partly implemented. A plan is in development and a number of relevant activities have so far been identified and are progressing. We continue to monitor the effects of the actions, which will make Defence a more attractive, diverse and inclusive employer.</p><p> </p><p>Commitment 2, to explore how to increase opportunities for disabled people to join Defence, has not been implemented. Defence wishes to minimise the risk of acting inconsistently with the Court’s declaration, without compromising on the ambitious agenda we are delivering for disabled people. As such, we are disappointed to have had to pause the work on guaranteed interviews for disabled reservists. However, this does not prevent disabled people who meet the minimum requirements from applying to be a reservist. Our intent remains to contribute to the wider commitment of creating more opportunities for disabled people to participate and thrive across the whole Force, not just as reservists; to protect and promote the rights of disabled people; and to tackle the barriers that prevent disabled people from fully benefiting from, and contributing fully to, every aspect of our society.</p><p> </p><p>Commitment 3, to deliver the Armed Forces Recruiting Programme (AFRP) to recruit more diverse military personnel, is in the process of being implemented. The AFRP is responsible for the delivery of a new single, tri-Service, Armed Forces Recruiting Service (AFRS). A key requirement of the future solution is placing candidates at the heart of the Armed Forces recruiting experience, keeping them inspired and motivated whilst recruiting from the broadest spectrum of society to improve diversity and representation. A key tenet of the Programme is to establish an agile and flexible approach to meet the demand of the Armed Forces across roles and people requirements. The Armed Forces demand requirement is updated annually and will be delivered through the supplier and the AFRS working collaboratively. It will be fully implemented in 2027.</p><p> </p><p>Commitment 4, to use the National Cyber Force as a pathfinder for inclusivity, has been fully implemented. In 2021, the MOD announced a Cyber Pathfinder Scheme to increase inclusion in Defence. This is now open and trains and assesses military personnel joining the National Cyber Force.</p><p> </p><p>Commitment 5, to share best practice and insight from the veterans’ adaptive sport community with disability organisations and providers of sport and activity, was fully implemented <ins class="ministerial">in March 2022.</ins> <del class="ministerial">before the High Court's judgement on the NDS was delivered.</del></p><p>We remain fully committed to supporting disabled people in the UK through creating more opportunities, protecting their rights, and ensuring they fully benefit from, and can contribute to, every aspect of our society.
