star this property answer text <p>The Defence Science and Technology Laboratory (Dstl) makes has an active programme to reduce and replace animal experiments and in recent years we have developed a number of alternative methods for testing that do not require animals. We will continue to look for alternatives so that we minimise our use of animals.</p><p> </p><p>Animal experiments are regulated by the UK Animals (Scientific Procedures) Act 1986 (ASPA). Under ASPA, “animal experiments” are referred to as “scientific procedures”. star this property answer text <p>Danuta Gray began her Review on 15 July 2020 and the terms of reference are attached.</p><p> </p><p>The Review seeks to assess progress made against the Wigston recommendations over the past year. Tackling unacceptable behaviour requires a culture change, therefore Ms Gray's Review has engaged with personnel at all ranks and grades, with Non-Executive Directors and private sector experts; it has also been informed by a range of studies and feedback. Culture change is a long-term process and the Wigston Review estimated it would take five to ten years to make a measurable difference; it is too early to consult on a wider basis, but future work is likely to include liaison with Service charities.</p> more like this

star this property answer text <p><del class="ministerial">On current plans, the three 17 Squadron UK F35-B Lightning aircraft, based at Edwards Air Force Base in California, will remain in the USA to conduct Test and Evaluation (T&amp;E) during the F35 Follow-on Modernisation (FoM) phase.</del></p><p> </p><p><del class="ministerial">They continue to deliver the rapid design, integration and flight test of critical operational and safety technology modernisation.</del></p><p> </p><p><del class="ministerial">As such, the 17 Squadron mission will continue to provide a critical contribution to the rapid development of Lightning capabilities, delivering significant operational benefits.</del><ins class="ministerial">The Government has been proactive in providing support to the charity sector in response to the COVID-19 pandemic. The Ministry of Defence (MOD) and the Office for Veterans’ Affairs (OVA) in the Cabinet Office have played a leading role in this effort by providing £6 million in funding for the Armed Forces community, through the COVID Impact Fund. The MOD and OVA work in partnership with Service charities to deliver support where needed and for the most vulnerable and have been working closely with them throughout the pandemic to ensure the important help and support they provide remains available to veterans.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The Government has pledged £750 million to ensure voluntary community and social enterprise organisations can continue their vital work supporting the country during the coronavirus outbreak including £200 million for the Coronavirus Community Support Fund, along with an additional £150 million from dormant bank and building society accounts. This fund also includes £60 million for Scotland, Wales and Northern Ireland to support thousands of charities on the frontline helping people affected by COVID-19. Other pre-existing funding streams are available to Armed Forces charities, including through the Armed Forces Covenant Fund, to which the Government provides £10 million annually. The Trust runs frequent and regularly updated funding streams for the Armed Forces Community for projects across the UK.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Charities also have access to other support packages made available by HM Treasury, including the Business Loan Interruption scheme and the Coronavirus Job Retention scheme. star this property answer text <p><del class="ministerial">Royal Fleet Auxiliary (RFA) seafarers are Ministry of Defence (MOD) employees and members of the Civil Service Pension Scheme. The RFA does not sponsor the Merchant Navy Ratings Pension Fund and the MOD is not responsible for any costs or entitlements associated with it.</del></p><p> </p><p><del class="ministerial">In addition, my answer to Questions 18563 and 18564 on 28 June 2021 contained an error. It stated:</del></p><p> </p><p><del class="ministerial">The RFA does not sponsor the Merchant Navy Officers Pension Fund and the MOD is not responsible for any costs or entitlements associated with it.</del></p><p><del class="ministerial">It should have said:</del></p><p><del class="ministerial">The RFA does not sponsor the Merchant Navy Ratings Pension Fund and the MOD is not responsible for any costs or entitlements associated with it. </del></p><p><ins class="ministerial">The Royal Navy is a participating employer for the Merchant Navy Pension Fund for Royal Fleet Auxiliary (RFA) personnel who were members of this scheme prior to the RFA transitioning to the main Civil Service Pension Scheme. The fund closed to new members on 31 May 2001 and is in the process of running down.</ins></p>
