There is no official definition for the term “working class” and it is not used by the Department for Education in formal statistics.</p><p>Young people can leave a school setting at age 16 or age 18. National statistics are published on the proportion of young people achieving level 2 qualifications (level 2 is 5 (or more) GCSEs at grades 9-4/A*-C or equivalent) by ages 16 to 19. Figures are published by pupil characteristics including free school meal (FSM) eligibility which can be used as an indicative measure for low income. Information provided is for those not achieving level 2 but that does not mean they left school with no qualifications.</p><p>In the Sefton local authority, the total proportion of 16 year olds not achieving level 2 is 37% in the 2019/20 academic year compared with 30% five years ago. Looking at those who were eligible for FSM, 65% had not achieved level 2 compared with 50% five years ago.</p><p>At age 18 in Sefton, the total proportion not achieving level 2 was 22% in 2019/20 compared with 15% five years ago. Looking at those who were eligible for FSM, 47% had not achieved level 2 compared with 30% five years ago.</p><p>The accompanying table shows a five year time series for both ages and includes gender and those not eligible for FSM. Friend, the Secretary of State for Education, in 2012. It comprised of three distinct work strands: the Cadet Expansion Programme, which was run jointly with the Ministry of Defence to create new cadet units in state schools; Troops to Teachers, to attract ex-service personnel into teaching; and military ethos alternative provision, which aimed to raise educational attainment and improve behaviour and attendance for children and young people at risk of exclusion.</p><p>The Department funded the Troops to Teachers and military ethos alternative provision work streams. The Troops to Teachers programme was replaced in 2018 by the Troops to Teachers undergraduate initial teacher training (ITT) bursary. This bursary offers undergraduate service leavers £40,000 over two years to train as a secondary school teacher in mathematics, physics, computing or modern foreign languages. It should be noted that graduate service leavers can complete postgraduate ITT, therefore data regarding expenditure on the Troops to Teachers undergraduate ITT bursary does not encompass all service leavers entering teaching.</p><p>The Cadet Expansion Programme was funded jointly by the Department for Education and the Ministry of Defence between 2012 to 2015. Figures relate to a teacher’s original location, which is not necessarily the location they were in when leaving the state funded sector. If a teacher moves to a state funded school in a different local authority or region, they are counted as still in service. One-year retention rates will be the least affected by movement across boundaries. Maintained school allocations are calculated for a financial year that runs from April to March, while academies are funded on a financial year that matches the academic year. The figures provided show the total for the financial year across primary and secondary schools.</p><p>The revenue funding figures shown below are for 2013 to 2022. Before 2013/14, funding allocated by the Department through the Dedicated Schools Grant (DSG) was allocated to Local Authorities as a single amount that was intended to fund school budget shares (including academies), local authority central services for schools, additional support for high needs pupils, and provision for early years education.</p><p>In 2013/14 the DSG was divided into funding blocks for a schools block, central services schools block, high needs block and early years block. The schools block is allocated based on the number of pupils in schools within each Local Authority.
