star this property answer text <p>We would prefer to leave with a deal and we will work in an energetic and determined way to deliver that better deal.</p><p>The UK food and drink supply chain contributes £121 billion to the economy and employs four million people (12% of UK employment). Food and drink manufacturing is the largest manufacturing sector in the UK, while food and drink retail is the largest service sector employer.</p><p>Consumers have access to a wide range of food products when they shop and this will continue once we leave the EU. However, if key trade routes are temporarily disrupted, there would be reduced availability and choice of certain food products, including some of the fresh produce we import from the EU. If we have to leave with no deal, there will not be an overall shortage of food in the UK.</p><p>While we are reliant on imports of certain fresh products at this time of year, our market profiles clearly demonstrate strong UK winter production of many root vegetables such as cabbage, carrots, swedes, turnips, parsnips and leeks.</p><p> </p>

star this property answer text <p>We welcome the IPCC Special Report, which provides the best available science on the wide range of impacts of climate change on the ocean and the cryosphere and potential measures for building resilience to those impacts. Climate change has already caused significant impacts on the ocean and cryosphere, including warming, acidification and deoxygenation of the ocean, melting of glaciers, ice sheets and permafrost, and sea level rise, with detrimental consequences for ecosystems and people.</p><p>As this report and the IPCC Special Report on Global Warming of 1.5◦C find, the severity of future impacts depends heavily on the levels of future greenhouse gas emissions. Higher emissions will result in more severe impacts, which is why the UK government set a legally binding target to achieve net zero greenhouse gas emissions from across the UK economy by 2050.</p><p>To limit global warming to 1.5 degrees we should explore every available avenue. In the marine environment, Nature Based Solutions such as the conservation and restoration of coastal habitats, protection of coral reefs and designation of Marine Protected Areas can provide climate mitigation as well as climate adaptation and resilience benefits for biodiversity, fish nursery habitats, storm protection and contributions to coastal communities. To that end, the UK is encouraging countries to join the Global Ocean Alliance - our call to protect at least 30% of the global ocean within Marine Protected Areas by 2030.</p>

star this property answer text <p>We remain focused on ensuring our smooth and orderly withdrawal from the EU with a deal as soon as possible. As a responsible Government, for almost three years we have been undertaking extensive work to prepare for a no deal scenario and minimise disruption to ensure trade continues to operate smoothly from the day we leave.</p><p> </p><p>The UK has a high degree of food security built on access to a range of sources, including strong domestic production and imports from other countries. This will not change whether we leave the EU with or without a deal. Defra, as the lead Government department for food supply, has long established relationships with industry, and we are working closely with key stakeholders to prepare for all scenarios.</p><p> </p><p>Public sector food provision for specific sectors including hospitals, prisons, schools and care settings is led by the relevant Government departments. However, Defra has been working closely with lead departments (DfE, DHSC, MOJ, MOD) to support their contingency planning for food supply to public services. Defra is providing advice and support to these departments especially to support their engagement with the food industry. Lead Government departments are engaging with key suppliers for schools, hospitals and prisons to ensure the supply chain is prepared and supply is maintained.</p>

star this property answer text <p>We recognise there will be an increased demand for Export Health Certificates (EHCs) in the event the UK leaves the EU without a deal.</p><p> </p><p>Our aim has been to support the market in meeting likely demand by increasing the number of trained Official Veterinarians (OVs) by providing free certification training.</p><p> </p><p>The number of trained OVs has increased from around 600 in February 2019 to more than 1000 currently, there are around 250 who have registered but not yet completed this training. We have been contacting this group, encouraging them to complete the training as soon as possible.</p><p> </p><p>In Great Britain, OVs operate in the private sector and over time we would expect the market to match supply and demand. Understanding what this means for certifying capacity is difficult as we cannot know how many hours a week these OVs will spend on certifying exports and to what extent their availability will respond to price incentives.</p><p> </p><p>To support Local Authority Environmental Health Officers (EHOs) and Official Veterinarians, we have created a Certification Support Officer (CSO) role and funded training. CSOs will handle a number of preparatory and administrative aspects of EHCs (checking documents, identifying products or sealing containers), freeing up EHO or OV time and capacity to provide the final assurance required. To date, in GB, we have 70 authorised CSOs.</p><p> </p><p>EHCs for fish and fish products are primarily certified by Local Authority EHOs and OVs mainly certify EHCs for Animals and Products of Animal Origin (POAO).</p>

star this property answer text <p>We have national programmes to control salmonella in poultry and protect public health, which require regular sampling of laying flocks. Where laying flock samples test positive for regulated strains of salmonella, the Animal and Plant Health Agency (APHA) will alert the Food Standards Agency (FSA) and Public Health England (PHE) and restrictions on the eggs will be put in place to protect public health which will apply for the life of the affected flock. Eggs from such flocks cannot be sold as fresh table eggs, but must be either processed by heat treatment to eliminate salmonella before entering the food chain, or disposed of outside the food chain as Animal by Products.</p><p> </p><p>The General Food Law EU Regulation 178/2002 will be transferred into UK law at the point of exit by the European Union (Withdrawal) Act. Inoperabilities in 178/2002 have been addressed by The General Food Law (Amendment etc.) (EU Exit) Regulations 2019. EU Regulation 178/2002 lays down that food placed on the market must be safe to eat - it must not be ‘injurious to health’ or ‘unfit for human consumption’. Food businesses are required to notify the competent authorities, such as the local authority or the FSA, if they suspect that a product placed on the market does not comply with safety requirements. When Salmonella infection is confirmed in a laying flock the FSA works with industry, APHA and local authorities to ensure appropriate action is taken to safeguard public health.</p>

The Forestry Commission has regular contact with representative bodies, sharing information on the expected level of tree planting and demand for trees to aid the planning of tree production.</p><p> </p><p>We are looking at how we can support the nursery industry in improving biosecurity and improve tree seed viability.</p> more like this

star this property answer text <p>We do not hold the data requested for the number of invasive insect species in the UK as a result of the removal of compulsory tick treatment for pets at the UK border.</p><p> </p><p>Tick surveillance has shown that tick distribution and abundance is changing throughout the UK for many reasons, including habitat and climate change. Small numbers of localised infestations with non-native tick species have been reported in recent years, and imported rescue dogs have been demonstrated to be a higher risk for carrying ticks or being infected with tick-borne diseases. For these reasons, Defra strongly encourages pet owners to treat their pets to safeguard their animals against ticks and tick transmitted diseases when travelling abroad. Further advice can be obtained from their local vet, and via the Public Health England (PHE) leaflet available on GOV.UK.</p><p> </p><p>Whilst Defra has no immediate plans to amend the tick controls for pet animals entering the United Kingdom, we remain concerned about the threat of ticks and tick-borne disease. As such, a risk assessment is being planned to guide future policy and Defra continues to monitor the disease situation through the Tick Surveillance Scheme.</p><p> </p>

star this property answer text <p>We are expecting to introduce a new fees and charges structure for Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) permitting in 2020. This new structure seeks to standardise and simplify the existing charging criteria, and bring CITES Musical Instrument Certificates (MICs) in-line with other permit costs. This will be based on a cost recovery model and supported by a full public consultation and impact assessment. The consultation will consider the timing of implementation as well as the fee structure.</p> more like this

star this property answer text <p>Veterinary medicines have been recognised by the Government as critical to human and animal welfare and national security.</p><p> </p><p>The majority of veterinary medicines used in the UK (and ingredients and components to make them) are either produced in or enter via the EU. The Government is working with animal health companies who have been carrying out extensive EU Exit contingency planning for all EU Exit scenarios, including no deal, covering all aspects of their supply chains, from regulatory compliance and stocking levels to logistics and customs. This includes, as appropriate, increasing stocks of product in the UK, changing supply routes, transferring marketing authorisations and other regulatory processes.</p><p> </p><p>Additional cross-government activities include a comprehensive business/trader readiness information campaign to help individuals and businesses understand what they need to do to get ready for Brexit and the Government’s Freight Capacity Framework is intended to support the continued supply of Category 1 goods (to include veterinary medicines) in the event of border disruption.</p><p> </p><p>Supply is expected to cope with a normalised ordering pattern.</p><p> </p><p>With this planning in place, we are confident that we have made every effort to ensure continuity of supply of veterinary medicines in the UK.</p>

Such information should be submitted to the Secretary of State by 31 May for each preceding year 1 April to 31 March. Local authorities have submitted information to the Secretary of State for this year and Defra is analysing the data. We aim to publish the information later this year.</p> more like this
