	answer	answer is ministerial correction date of answer 15/04/2024 answer text <p>Youth Offending Teams (YOTs) are central to supporting children in the community who are on the cusp of offending, as well as those who have already offended. Working as multi-agency teams, with representatives from police, probation, education, health and social services, and specialist workers, such as accommodation officers and substance misuse workers, they are able to tailor their interventions and referrals based on an assessment of a child's vulnerabilities, risk and needs. YOTs are increasingly moving towards becoming a ‘trauma-informed’ service, and most have access to a Child and Adolescent Mental Health Services practitioner who will assess children and provide early intervention to young people coming into contact with the justice system.</p><p>In secure settings, in collaboration with Health partners, the Youth Custody Service is committed to the delivery of an individualised, trauma-informed model of care for every child in custody across England and Wales. This approach ensures every child has access to a needs-based programme of therapy, interventions, treatment, and education. Such alerts should only be issued after appropriate consideration, and where there is an identified need. Where an alert has been issued, the child or young person is able to mix with other children and young people in their residential units and in education.</p><p>A “snapshot” taken on 25 March 2024 shows the following numbers and percentages of children and young people at each young offender institution in the public sector youth estate who were assessed as needing to be kept apart from one or more other children or young people in the establishment owing to safeguarding concerns. The decisions are often made at the request of the child or young person who is the subject of the non-association alert.</p><p>HMYOI Cookham Wood: <br>46 of 58 children (79.3 per cent)</p><p>HMYOI Feltham A: <br>68 of 82 children (82.9 per cent)</p><p>HMYOI Werrington: <br>57 of 68 children (83.8 per cent)</p><p>HMYOI Wetherby: <br>106 of 149 children (71.1 per cent)</p><p>These figures are taken from operational oversight data.</p><p>HMYOI Parc, which is operated under contract, is not included in these arrangements.</p><p>The YOI population has decreased significantly – from 1,998 in the year to 31 March 2010 to 332 in the year to 31 March 2023. The cohort we now have in the YOI sector of the youth estate – overwhelmingly young men – present many complex issues, however 70 per cent were sentenced to custody for a violent offence. 	answer	answer is ministerial correction date of answer 28/03/2024 answer text <p>His Majesty’s Prison &amp; Probation Service (HMPPS) pursues an evidence-based approach to improving treatment and outcomes for prisoners, people on probation and children in our care from Romani, Roma, and Traveller Communities.</p><p>The HMPPS Gypsy, Roma and Traveller Strategy, first produced in May 2023, was drawn up, and continues to be developed, in consultation with Third Sector partners. It is informed by a range of internal and external reports and data. The strategy is implemented via a comprehensive action plan, which targets key areas for development, including data improvement, family interactions and health inequalities.</p><p>Some specific examples of activity include the further expansion of Gypsy, Roma, and Traveller (GRT) Forums in prisons. Forums are being regularly held in several establishments across the prison estate, providing a supportive platform for communications and helping to respond to local needs. 	answer	answer is ministerial correction date of answer 28/03/2024 answer text <p>We are committed to tackling the smuggling of all illicit items into prisons, including drugs and communication devices such as mobile phones.</p><p>We completed the £100 million Security Investment Programme in March 2022, which included funding to bolster physical security measures. This investment delivered 75 additional X-ray body scanners, resulting in full coverage across the closed adult male estate. As of October 2023, we had recorded 46,925 positive indications, helping to tackle the supply of drugs and mobile phones into prisons. We also deployed Enhanced Gate Security to 42 high-risk prisons under this investment, implementing routine searching of staff and visitors. This included 659 dedicated staff, 154 drug sniffing dogs and over 200 pieces of equipment.</p><p>We have 165 drug trace detection machines across the prison estate to prevent the smuggling of drugs, such as psychoactive substances, through the mail. The rollout of an additional 20 next-generation devices was completed in March 2024, meaning every public section prison now has this next-generation equipment.</p><p>X-ray baggage scanners have been installed at 49 sites (45 prisons and 4 learning centres) building on the rollout of our X-ray body scanners, gate security and drug trace detection machines.</p><p>New airspace restrictions took effect on 25 January 2024 to create 400 metre flight restriction zones around all closed prisons and young offender institutions in England and Wales. The latest data available, until year ending June 2023, can be obtained in the following published tool: <a href="https://assets.publishing.service.gov.uk/media/65bd0675704282000d752143/outcomes-by-offence-june-2023.xlsx" target="_blank">Outcomes by Offence tool: June 2023</a>.</p><p>The tool linked above will allow you to select particular age groups of interest through the age group filter, and areas of the country through the police force area filter.</p><p>It is not possible to separately identify all convictions in Preston courts specifically, as those at magistrates’ courts in Preston are counted within the wider geographical area of Lancashire outlined in the first part of the question. Figures for the rest of 2023 will be available in the next update of the Criminal Justice Statistics Quarterly publication, expected in May 2024.</p><p>The Ministry of Justice has not carried out any recent location-specific assessment of on how our policies have influenced the trend in the number of children convicted since 2019 in Preston, Lancashire and the North West. However, there has been analysis of the broader national trend, which is a fall in the overall number of children entering the criminal justice system more generally in recent years. Since 2012, the number of first-time entrants to the youth justice system has declined by 72%. This can be attributed to a number of drivers.
