Already FWF is shaping new investment in collective water action in over 60 UK food and drink retailers in water-scarce regions of Peru, Kenya and Morocco, reforming procurement, regulation and investment policy in Panama, Madagascar, Finland and the Netherlands, and strengthening the voice of vulnerable communities in Malawi. star this property answer text <p>The Government published its Third National Adaptation Programme (NAP3) (see attached) in July 2023. This marked a step-change in the Government’s approach to climate adaptation, putting in place an ambitious programme of decisive action for the next 5 years to address each of the 61 climate risks and opportunities in its Third Climate Change Risk Assessment.</p><p> </p><p>NAP3 builds on our work already underway to provide an improved and more resilient infrastructure, greener economy, and sustainable food production.  For example, we are responding to environmental threats to domestic food production through our Environmental Land Management farming schemes, protecting hundreds of thousands of homes with a record-breaking £5.2 billion investment in flood and coastal schemes, and safeguarding future water supplies by working with regulators to accelerate £2.2 billion of investment through our ambitious Plan for Water.</p><p> </p><p>The Government will continue to monitor its progress on adapting to climate change both internally through a new, senior officials Climate Resilience Board, and externally by the Climate Change Committee’s (CCC’s) reports to Parliament. The Government published its response to the CCC’s latest report in October 2023.</p>

The Government continues to work closely with the Met Office to assess the science of sea-level rise as part of the Met Office Hadley Centre Climate Programme, including examining the implications of the latest IPCC's 6<sup>th</sup> assessment report (AR6). This includes the outcome of significant ice mass loss from Antarctica and Greenland.</p><p> </p><p>Our long-term policy statement sets out our ambition to create a nation more resilient to future flood and coastal erosion risk. This includes the Community Resilience Partnership Programme which will help empower local communities and grassroots women's groups in Asia and the Pacific. We are also investing in programmes to build women's climate resilience through our Conflict, Stability and Security Fund. In 2022, the FCDO launched a new approach to addressing the climate, environment and biodiversity crisis in and through girls' education. star this property answer text <p>In March 2023, government published the Net Zero Growth Plan which sets out how the UK will contribute towards global efforts to keep within 1.5 degrees of warming. Our transition to a green and sustainable future will provide new opportunities to grow and level up the UK economy and support hundreds of thousands of green, high skilled jobs, whilst ensuring the environment is in a better state for the next generation. The UK cannot achieve our climate and nature objectives alone and that is why we have also published The Strategic Framework 2030 for international climate and nature action, as well as our International Climate Finance Strategy, which set out the actions the UK will take to support climate and nature action across the world.</p><p> </p><p>I have regular contact with my Cabinet colleagues to discuss climate change, including sitting on The Domestic and Economic Affairs (Energy, Climate and Net Zero) Cabinet Committee. This and supporting governance structures ensure that there is ongoing focus on implementation of our domestic and international net zero ambitions.</p>

star this property answer text <p>We are the first major economy to legislate for net zero emissions and we have cleaned up our power sector, cut emissions faster than any G7 country while growing the economy, championed climate change adaptation and set a strong example for other countries to follow.</p><p> </p><p>(a) Adopting best practice across all agricultural systems has the potential to significantly reduce greenhouse gas emissions from the farming sector. The Government is engaged with a number of initiatives to better understand and respond to the effects of climate change on agriculture, including research on food supply resilience in relation to climate change and adaptation measures through our work with the Met Office Hadley Centre Food Farming and Natural Environment service (up to £600k over three years). We also plan to develop future publicly funded research and innovation further. star this property answer text <p>(a) Nature-based solutions make a positive contribution to achieving climate resilient places particularly at a community led, river catchment scale. They can support flood and coastal resilience, improve water supply and quality as well as contribute to wider climate change and sustainable development objectives.</p><p> </p><p>The Environment Agency’s £15 million Natural Flood Management (NFM) programme demonstrated the important role nature-based projects can have in helping to slow the flow and store flood waters. The measures in the 60 pilot projects included planting trees, creating leaky barriers, restoring peatland and restoring salt marshes. On 8 December 2022, the Environment Agency published an evaluation report on the NFM programme.</p><p> </p><p>Later this year the Environment Agency will update its Working with Natural Processes Evidence Directory. This will help share evidence and best practice about how to develop natural flood management projects</p><p> </p><p>(b) The National Adaptation Programme (NAP) covers priority risks identified by the Climate Change Committee including risks to trees and woodland carbon storage. We recognise the important role urban trees play in this, which is why we are supporting the planting of them through the Urban Tree Challenge Fund and Local Authority Treescapes Fund. The National Planning Policy Framework and Urban Tree Manual highlight the role of urban trees and the recently published local Tree &amp; Woodland Strategy Toolkit recognises their contribution to core climate change mitigation, adaptation and biodiversity goals in Government policy.</p><p> </p><p>(c) Peatland restoration is already a Defra priority and we have ambitious targets to restore over 35,000 hectares of peat in England by 2025 and 280,000 hectares by 2050, as will be set out in the NAP. The England Peat Action Plan (2021) outlines what action is needed to ensure that peatlands contribute to climate adaptation, preserving their carbon store while also providing water storage, flood management functions and space for nature.</p><p> </p><p>(d) The third National Adaptation Pathway will set out how the water sector is mitigating against the risks presented by climate change. This includes outlining where Sustainable Urban Drainage Schemes (SuDS) represent an adaptation measure in the event of climate events, e.g increased rainfall. The Environment Agency maintains a national overview of SuDS, advising the Government on policy matters. On 10 January 2023, the Government reviewed making SuDS mandatory in new developments. The Government accepted the review’s recommendation to mandate SuDS in England through implementing Schedule 3 to the Flood and Water Management Act 2010. SuDS use features such as ponds, rain gardens and grass to absorb the rain and tanks and pipes to slow the flow to the sewer, reducing the risk of surface water and sewer flooding. This will help limit volumes entering drainage networks which will help ease the pressure on the sewerage system and mitigate flood risk. The Government is now considering how best to implement, considering scope, threshold, and process and there will be a public consultation later this year.</p><p> </p><p>(e) Nature-based solutions play a key role in tackling climate change and managing its impacts. Restoring our natural habitats has a myriad of potential benefits for helping communities to adapt to climate change risks – from natural flood management to urban cooling – as well as for helping to support the resilience of ecosystems themselves to climate change. The third NAP will cover a suite of programmes that the Government is delivering to support the resilient recovery of nature, as well as to maximise their adaptive benefits, as exemplified above.</p>

star this property answer text <p>The Government welcomes the Climate Change Committee’s recent adaptation progress report for England. We will consider the report’s findings as we develop a third National Adaptation Programme which addresses all 61 risks and opportunities identified in the Government’s third Climate Change Risk Assessment.<strong> </strong>Climate adaptation is mainstreamed across Government, which means that all Government policies and programmes need to consider the risks that climate change poses to their successful delivery and outcomes.</p><p>We also welcome the Climate Change Committee’s latest report “investment for a well-adapted UK”, and the Government assessed the recommendations. The recently published Green Finance Strategy sets out plans to build a launchpad for private and public collaboration over the next 5 years to overcome barriers to investment and assist in the functioning of news markets. We will announce our approach alongside our climate adaptation finance deliverables and action plan by end of 2024.</p>

The World Climate Declaration will not have been assessed as part of the latest IPCC report, as it was published after the literature cut-off date of October 2021, the time by which literature must have been published to be included in the assessment. In addition, the IPCC primarily assesses peer reviewed literature from scientific journals.</p> more like this

The IPCC does not make specific policy recommendations or directly advise governments so it is not possible to make an assessment of the costs of their advice. The IPCC's assessments are used on an ongoing basis to inform government decision making, including the HMT Net Zero Review, published alongside the Net Zero Strategy in autumn 2021. This analysed the costs and benefits of the transition and showed that the costs of global inaction significantly outweigh the costs of climate action.</p> more like this

star this property answer text <p>HM Government is investing in nature based solutions more than ever before, from a range of sources. This includes our £750m Nature for Climate Fund. We are also introducing three new environmental land management schemes that will invest in a range of nature based solutions: the Sustainable Farming Incentive (SFI); Local Nature Recovery; and Landscape Recovery. These schemes will pay for sustainable farming practices, such as reducing carbon emissions, creating, and preserving habitat, such as hedgerows, and making landscape-scale environmental changes, all of which are important steps towards achieving our 25 Year Environment Plan ambitions and our carbon net zero goals.  A Hedgerow Standard has been included within the initial phase of piloting of the SFI scheme. Capital grants to support the planting and reinstatement of hedgerows are currently available via the Countryside Stewardship scheme. The SFI will also focus on grassland management, agro-forestry, cropland management, soil management, and nutrient management.</p><p>In addition to the public funding, we are enabling a step change in investment flows from the private sector, and we are developing our environmental land management schemes for farmers and landowners so that they can crowd in private investment. HM Government has set a new target to raise at least £500 million in private finance to support nature's recovery every year by 2027 in England, rising to more than £1 billion per year by 2030. We are putting in place the conditions for the private sector to invest in nature-based solutions, including through our Natural Environment Investment Readiness Fund which is supporting the development of 86 projects across England, which have the potential to generate revenue from ecosystem services in order to attract and repay investment. We are also developing a blended finance Big Nature Impact Fund which will leverage private capital to invest in such projects.</p>

star this property answer text <p>The UK has been working closely with Egypt and the UAE, as incoming COP27 and COP28 Presidencies, with the UNFCCC (United Nations Framework Convention on Climate Change)<strong> </strong>Secretariat and other international organisations, to ensure commitments and agreements made at COP26 are built upon and delivered. The UK remains committed to playing a leadership role on the global stage tackling climate change.</p><p>The UK is showing global leadership on reducing our methane emissions, cutting emissions across energy, waste and agriculture by just over 60 percent since 1990, more than any other OECD country.</p><p>The UK will continue to implement domestic methane emissions reductions as we strive to meet our net zero target by 2050. For example, as set out in the Net Zero Strategy we are exploring policies to work towards the near elimination of biodegradable municipal waste to landfill by 2028. Building on our commitments under the Global Methane Pledge, we will publish a methane memorandum by COP27.</p><p> </p>

This is our long-term plan for building a more climate resilient country and our response to the latest assessment of UK climate risks, which is due for publication in 2023 and will run until 2028. This programme will address the advice contained in the third and latest assessment of UK climate risk (CCRA3) from January 2022, which included 61 climate risks and opportunities to the UK, including those related to overheating and floods.</p><p> </p><p>We are primarily consulting local authorities through the Local Adaptation Advisory Panel, a Defra-hosted forum focused on climate adaptation issues that brings together central and local government, as well as via the Local Government Association. We are also engaging with groups like the Environment Board of the local representative organisation the Association of Directors of Environment, Economy, Planning and Transport (ADEPT).</p><p> </p><p>This work builds on previous central-local government collaboration on the development of previous NAPs, including NAP2. star this property answer text <p>The Government is fully committed to achieving its net zero emissions targets under the Climate Change Act. The Net Zero Strategy sets out the Government’s plans to meet these targets, including on empowering the public and business to make green choices.</p><p> </p><p> </p><p>The Budget and Spending Review 2021 confirmed that since March 2021 the Government has committed a total of £30bn of domestic investment for the green industrial revolution.</p><p> </p><p>Alongside investment in green infrastructure set out in Spending Review 2021, the Government has also established the UK Infrastructure Bank with £22 billion of financial capacity to invest in infrastructure to help tackle climate change and to support regional and local economic growth across the UK.</p><p> </p><p>Following the publication of the UK’s Third Climate Change Risk Assessment earlier this year, the Government is now developing the third National Adaptation Programme, to be laid in Parliament in 2023, which will address the risks facing the UK from climate change. This work is led by the Department for Environment, Food &amp; Rural Affairs in consultation with relevant departments, including HM Treasury.</p>

star this property answer text <p>The June Intersessional on Climate Change brought together 5000 representatives across 180 parties to discuss issues relating to climate change ahead of COP27. Progress was made in many areas, including on the technical details of Carbon Markets (Article 6) following the direction set by COP26. Substantive policy discussions took place in forums created by the Glasgow Climate Pact, including workshops on the Glasgow Dialogue on Loss and Damage and the Global Goal on Adaptation, and Finance and Ocean dialogues. Parties and stakeholders also engaged positively in the first technical discussions under the Global Stocktake: the Paris Agreement’s ambition ratcheting mechanism.</p><p> </p><p>More work remains to be done ahead of COP27 to drive practical action across all issues in line with the Glasgow Climate Pact and support reaching a successful outcome in Sharm El-Sheikh, and we are committed to delivering on this for the remainder of our COP Presidency.</p><p> </p> more like this

star this property answer text <p>Contracting Parties to the Energy Charter Treaty have reached an Agreement in Principle on modernisation of the Treaty. The modernised Treaty recognises the urgent need to address climate change and align with the UNFCCC and Paris Agreement.</p><p> </p><p>After adoption of the final text later this year, the modernised Treaty will come into force once the ratification requirements of the Treaty are met. When deciding whether to seek ratification of the modernised Treaty, the Government will consider its potential impact on all relevant Government objectives.</p> more like this

star this property answer text <p>Putin’s illegal and brutal invasion of Ukraine has demonstrated to countries the dangers of relying on fossil fuels controlled by a hostile actor. Countries now understand the benefits of low-cost, homegrown renewables, the price of which cannot be manipulated from afar. Climate and environmental security are now synonymous with energy and national security. And it is clear that our long-term energy futures do not lie in fossil fuels.</p><p>I am pleased that governments are responding by accelerating the transition to clean power. Here in the UK, we have recently published our Energy Security Strategy, to turbocharge our deployment of wind, of solar, of nuclear, and of hydrogen.</p><p> </p> more like this

The UK continues to push for all countries, particularly the major emitters, to revisit and strengthen their NDCs as necessary to align with the Paris temperature goal before the UNFCCC Synthesis Report deadline of 23 September. The UK, chairs the NDC Partnership with Jamaica, made up of more than 115 countries. We support member countries by offering a tailored package of expertise, technical assistance, and funding.</p><p>I have regular engagement with countries, partners and civil society, including through international fora such as the G7, G20, the recent May Ministerial on Implementation and Commonwealth Heads of Government meeting, among others.</p><p> </p> more like this

star this property answer text <p>Delivery of the Glasgow Climate Pact is the top priority for the UK Presidency. Six months on from COP26, the UK and Egypt recently convened Ministers in Copenhagen to discuss progress and heard strong commitment to deliver. We reiterated the need for all countries to revisit and strengthen their NDCs as necessary, for donors to deliver on the $100bn goal and the commitment to double adaptation finance by 2025, and for increased support for Loss and Damage.</p><p>Since COP26, and following the call in the Glasgow Climate Pact, 5 Parties have submitted Long-Term Strategies and 11 have submitted updates to NDC. A further eight National Adaptation Plans have been published, meaning 2 billion people are now covered by adaptation plans globally. We recently held the 5th Energy Transition Council Meeting where countries reinforced their commitment to implement tailored solutions to decarbonise the power sector more rapidly. Since COP26, 20 new signatories including Greece have joined the Zero Emission Vehicles Declaration, and four new countries have declared their support for the Agriculture Breakthrough.</p><p>We will continue to provide strong UK leadership and engagement over our Presidency year to make sure promises are kept and delivered to the highest standards, working with all parties and civil society partners to keep momentum high.</p><p> </p>
