star this property answer text <p>The Northern Ireland Office takes its responsibilities under Fair Employment legislation very seriously and seeks to ensure a good and harmonious working environment for all staff; the requirements of which are set out in the 1989 Fair Employment Code of Practice.</p><p> </p><p>In line with the Equality Commission of Northern Ireland’s Guide, Promoting a Good and Harmonious Working Environment, the Northern Ireland Office is sensitive to the display of “posters, pictures, portraits or other displays that are more closely associated with one or other of the communities” and will consider any concerns raised by employees. I can confirm that the department takes steps to ensure no such images are displayed in Stormont House</p><p> </p><p>Information on employees’ personal data is sensitive, in order to comply with DPA requirements, and so I am unable to comment further. In line with the rest of the Civil Service, our staff need to be able to raise concerns in a confidential manner and without fear of repercussions.</p><p> </p><p>In relation to the Northern Ireland Assembly, I would refer the noble Lord to the Clerk/ Chief Executive of the Northern Ireland Assembly.</p>

star this property answer text <p>We want to ensure our young people have the skills they need to do the well-paid, high-skilled jobs of the future.</p><p> </p><p>We are introducing T levels which will offer a high quality and rigorous technical alternative to academic education, backed by an extra half a billion pounds a year once they are fully up and running, and we are establishing National Colleges and Institutes of Technology to meet higher level technical skills needs.</p><p> </p><p>The Government’s careers strategy, published in December 2017, is an ambitious blueprint for careers guidance for young people and adults. It sets out how the worlds of work and education can come together to support young people, backing the expansion of the Enterprise Adviser Network of senior business volunteers.</p><p> </p><p>This year, funding available for apprenticeships is over £2.5 billion; supporting employers to create apprenticeships for people of all ages, including young people leaving school. There are now over 470 high-quality apprenticeship standards to choose from.</p><p> </p><p>The UK labour market continues to perform strongly, with record levels of employment and record lows in unemployment. An estimated 3.7% of 16-17 year olds (approximately 51,000 young people) are not in education, employment or training (NEET) – this has fallen from 6.0% in 2010 (93,000 young people).</p>

star this property answer text <p>It is important that we deliver excellent education for our children and young people across the United Kingdom.</p><p> </p><p>The Secretary of State for Northern Ireland understands the pressures and decisions facing education centres across Northern Ireland. The Government has committed to publishing a report on or before 4 September 2019 on higher education provision in Northern Ireland.</p><p> </p><p>As education is devolved these matters are of course for an incoming NI Executive to consider. That is why securing a successful outcome to the talks process, so that a functioning NI Executive can be restored, is the Secretary of State’s absolute priority.</p><p> </p><p>In the meantime, I will pass on the Noble Lord’s concerns to the Department of Education.</p> more like this

star this property answer text <p>The Office for Low Emission Vehicles (OLEV) has awarded over £300m in grants via Innovate UK into ultra-low emission technologies. Although no project is currently exploring solar panelled vehicles we would, of course, continue to welcome proposals related to this area in relevant future competitions and are aware the industry is already exploring this technology.</p><p> </p><p>HM Government has funded development of novel photovoltaics for applying on windows and doors. For example, UK Research and Innovation (UKRI), through the Engineering and Physical Sciences Research Council has provided £1m to Swansea University, the University of Glasgow, and Science &amp; Technology Facilities Council Laboratories for research into thin film solid state dye-sensitized solar cells on glass. BEIS’s Energy Entrepreneur Fund and UKRI have funded research on perovskite solar cells for windows at Oxford Photovoltaics, Nyak Technology Ltd &amp; Centre for Process Innovation Ltd. UKRI are investing £36m in the Active Building research centre in Wales, which investigates building integrated solar energy conversion.</p>
