In the 2016-17 session, the Government published 3 draft bills. This inquiry has brought to light behaviour which is unacceptable, and it is incumbent on the House of Lords to take swift action. It is important that the House now carefully considers the concerns raised in this important report, and responds to its recommendations.</p><p>It is primarily for Parliament, rather than Government, to consider how best to respond to Naomi Ellenbogen QC’s recommendations. The House of Lords Commission met on Wednesday 17 July in order to plan its response to the recommendations. Every member of the Commission committed to complete the Valuing Everyone training course, and the leaders of the political groupings committed their front bench to do the same. Of particular concern is the 55,000 children classified as problem gamblers in Great Britain.</p><p> </p><p>The Church of England and the bishops in the House of Lords have regularly raised this issue with the Government, charities and the industry itself.</p><p> </p><p>The Bishop of St Albans successfully campaigned with others to reduce the stake on fixed-odds betting terminals in Great Britain and tabled an amendment to the Northern Ireland Executive (Formation) Bill 2019 to ask the Government to report on the case for legislative and regulatory alignment between Great Britain and Northern Ireland. The Government accepted this amendment.</p><p> </p><p>The Bishop of St Albans also sponsored a motion for debate in the General Synod of the Church of England, which was passed at the February 2019 session. He also successfully balloted for the House of Lords to establish the Select Committee on the Social and Economic Impact of the Gambling Industry. That is why in 2018 the Attorney General published his review, looking at the efficiency and effectiveness of the current disclosure system, including how sensitive data is handled. We are now working hard to implement the recommendations made in the review, and extensive action has already been undertaken to bring about necessary changes. Flexi time is individually agreed with line managers to maintain working hours in line with the Working Time Regulations 1998. 	answer	answer is ministerial correction date of answer 25/07/2019 answer text <p>The Crown Prosecution Service (CPS) does not maintain a central record of the number of cases in which a defendant has been charged with, or prosecuted for a criminal offence where it subsequently becomes known that their actions were the result of their being a victim of modern slavery</p><p> </p><p>The CPS has published clear legal guidance which recognises the principle of non-prosecution of victims of trafficking or slavery. It has delivered training on the steps to be taken, where there is a reason to believe that a suspect or defendant in a criminal case might be a victim. In those circumstances, the prosecutor will consider what further evidence or information might be required and will review whether the prosecution should proceed or not. Due to small numbers of staff at each of the requested grades, we have grouped these together in our response below.</p><p> </p><p>Including those on temporary promotion at the grades requested, there are 16 members of staff in scope. Of these, only five have input their ethnicity details onto the HR system.
