	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>The UK Transfrontier Shipment of Waste Regulations set out offences in relation to the shipment of waste and provide that a person found guilty of an offence can be fined and/or imprisoned for up to two years. The regulations are enforced by the UK’s competent authorities which will take appropriate action against any illegal activity.</p><p> </p><p>The UK has a robust approach to enforcing these controls. The UK environmental regulators take a pro-active, intelligence led approach to checking compliance, targeting exports which pose a high risk and intervening to stop illegal exports taking place. In 2017/18, the Environment Agency issued 158 stop notices, prohibiting the export of unsuitable waste. It stopped 367 containers of waste destined for illegal export at ports and intervened further upstream to prevent 8,974 tonnes of waste from reaching our ports.</p><p> </p><p>After exports are stopped, the costs associated with returning a waste shipment that is found to be unfit for export to the site of origin for further treatment can be a significant cost to the exporter. 	answer	answer is ministerial correction date of answer 18/07/2019 answer text <p>We are taking action to encourage wildflower meadows by managing designated sites, providing incentives for habitat management and creation, and forging strong partnerships with landowners, communities and conservation bodies.</p><p> </p><p>Our agri-environment schemes provide incentives for creation and management of wildlife-rich habitat, including meadows. Since 2011, we have initiated creation of over 130,000 hectares of wildlife rich habitat, including wildflower meadows. Our new Environmental Land Management scheme will reward farmers and land managers for delivering environmental outcomes such as conserving and restoring such habitats.</p><p> </p><p>Our Sites of Special Scientific Interest (SSSIs) provide protection for approximately two thirds of the total extent of 110,000 ha of semi-natural grassland Priority Habitat in England. Natural England’s 2018-19 SSSI designation programme identifies a further 12 sites containing important wildflower-rich grasslands. The 25 Year Environment Plan commits us to restoring 75% of SSSI areas to good condition.</p><p> </p><p>We work with partners to support the recovery of threatened species and their habitats. Wildflower meadows therefore provide vital habitats for bee populations.</p><p> </p><p>Published scientific research has established that range contractions in many of our bee species are linked to the loss of species-rich habitats such as wildflower meadows. It also found that bee populations are more diverse on farms where wildflowers are sown or in landscapes with greater densities of wildflower meadows and other species-rich habitats.</p><p> </p><p>We also know that when we put wildflowers back, bees respond. 	answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>Last December Defra and the Department for Transport (DfT) held a joint roundtable on rural bus services with a wide range of key stakeholders, exploring the issues and potential solutions for providing effective bus services in rural communities.</p><p> </p><p>The new Community Rail Development Strategy, published in November 2018, looks for ways to make it easier for the rail industry and local community rail partnerships to improve services and stations on local branch lines. Defra worked with DfT on the draft strategy and the consultation process on the strategy prior to its launch.</p><p> </p><p>The Government published its Future of Mobility: Urban Strategy in March and will be setting out thinking on the future of rural mobility in due course, to explore how the benefits of transport innovation can be enjoyed by everyone, wherever they live.</p><p> </p><p>The Government’s ambitions for the Oxford Cambridge Arc recognise that it is an area of significant strength and opportunity. We recognise that a high-quality environment is key to achieving the ambition of a more productive and connected Arc and aim to meet our economic and housing ambitions while delivering on the Government’s 25 Year Environment Plan. Defra is working closely with the Ministry of Housing, Communities and Local Government and DfT to create sustainable places for people and wildlife, to preserve the environment for future generations.  Within the Arc, we are encouraging the constituent local authorities to be looking to develop local potential transport systems that provide convenient, clean, effective, accessible, inclusive, safe and active travel, with less congestion and better air quality.</p><p> </p><p>Oxford City Council has received £2,334,480, through the Clean Bus Technology Fund, run by Defra and DfT’s Joint Air Quality Unit. Measures to control and diffuse sources of nutrients are then targeted within the catchments of affected water bodies. Some of these measures involve formal designations under regulations for the Urban Waste Water Treatment and Nitrates Directives regulations. Other measures are for improvements or to prevent deterioration against standards and targets for nutrients that are designed to address eutrophication impacts. 	answer	answer is ministerial correction date of answer 30/07/2019 answer text <p>Defra is investigating the risks and environmental effects of deep sea mining through a cross Government working group including Cefas, the Joint Nature Conservation Committee, the Department for Business, Energy and Industrial Strategy and the Foreign and Commonwealth Office. The working group is supported by input from the National Oceanography Centre, Natural History Museum and British Geological Survey who are involved in a number of ongoing academic projects considering the impacts of deep sea mining. In addition, FCO and Defra commissioned a workshop in February 2019 which brought together UK universities, industry and consultancies involved in the assessment of deep sea mining activities, to share information, progress and research findings. The outputs of these discussions are being used to inform the UK’s input into the development of regulations, standards and guidelines at the International Seabed Authority.</p><p> </p><p>The UK is pushing for transparent, science-based and environmentally sound regulation of seabed mining by the International Seabed Authority to ensure effective protections of deep sea habitats and biodiversity while allowing UK businesses to realise the commercial opportunities.</p><p> </p><p>We are using our influence to secure the adoption of a mining code in 2020 that provides for robust and accountable oversight of mining activity. Additionally, during wet weather there may be discharges from storm overflows.</p><p> </p><p>Reports of both the volume of discharges from sewage treatment works and spill numbers from storm overflows in England are submitted to the Environment Agency on an annual basis as per the requirements in the permits. There is no routine requirement to provide reports at three or six monthly intervals.</p><p> </p><p>While no data is available specifically for the last three or six months, based on the latest reported data for 2018 the daily average volume of treated sewage discharge from sewage treatment works was 17.5 billion litres per day. Spill data was also reported for 6,182 storm overflows in England with a total of 146,930 spill events during 2018.</p><p> </p><p>There is currently a programme to install monitoring on the vast majority of overflows in England by 2020. In such a scenario, the UK system that we will put in place (UK REACH) will retain the ‘last resort principle’ – that companies can only use animal testing as a last resort.</p><p> </p><p>We have also ensured that under UK REACH the information requirements would be the same as under EU REACH. 	answer	answer is ministerial correction date of answer 31/07/2019 answer text <p>We are taking strong action to tackle waste crime. We have created a Joint Unit on Waste Crime. The Environment Agency has received an extra £60m to tackle waste crime since 2014. We have updated legislation regulating waste. These include increasing the powers for the Environment Agency to tackle problem waste sites, enhanced technical competence requirements for permitted waste sites, and introducing new penalties for breaches of the duty of care for household waste. We will further reform the legislative framework for the waste duty of care and carriers, brokers and dealers, mandating the digital tracking of waste (subject to consultation), tackling the waste exemptions most often linked to criminal activity and enhancing operator competence.</p><p> </p><p>We are developing a toolkit for local authorities and others to tackle fly-tipping, including specific guidance on strengthening evidence for prosecution cases. We will work with magistrates and the Judicial Office to raise awareness for magistrates of the prevalence and importance of tackling waste crime, including fly-tipping, and offer training in the environmental offences sentencing guideline.</p><p> </p><p>The Government has provided local authorities with over £200 billion for this spending period.
