	answer	answer is ministerial correction date of answer 08/11/2021 answer text <p>The Secretary of State meets with the Chairman of the Sentencing Council periodically to discuss a wide range of relevant issues.</p><p> </p><p>The Council is independent of Parliament and Government and decides on its own priorities and work plan for developing and revising guidelines. To reflect the higher maximum penalties introduced by the Animal Welfare (Sentencing) Act 2021, the Council is currently developing a revised guideline for animal cruelty offences, and plans to consult on that revision in due course. The Council has also published interim guidance for offences committed on or after 29 June 2021 to take account of the increase in maximum penalties. We will be taking forward these measures individually through the remainder of this parliament. Parliamentary business will be announced in the usual way.</p><p> </p><p>This Government takes the issue of low-welfare and illegal supply of puppies very seriously. Significant steps have already been taken to improve and update the laws on dog breeding in England to crack down on unscrupulous breeders who breed dogs purely for financial greed at the expense of animal welfare.</p><p> </p><p>Under The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018, anyone in the business of breeding and selling dogs and/or who breeds three or more litters in a 12-month period needs to have a valid licence from their local authority. We are firmly committed to maintaining our strong track record on animal welfare and to delivering continued improvements, both in the course of this Parliament and beyond.</p><p> </p><p>Our recent announcement on delivering the measures in the Kept Animals Bill through single measure Bills will help us to deliver two further commitments in the plan, including the ban on live exports. These are our key priorities. We do not consider the time is right to consult on cage reforms, being mindful of the challenges the sectors are facing. The market is already driving the move away from using cages for laying hen production. The proportion of eggs that come from caged hens has steadily decreased from 47% of total throughput in Q4 2017, to 21% in Q1 2023.</p><p> </p><p>We continue to work with the sector to maintain and enhance our high standards. 	answer	answer is ministerial correction date of answer 14/11/2023 answer text <p>We are introducing the Animal Welfare (Livestock Exports) Bill in this parliamentary session to deliver our manifesto commitment to end this trade. The Bill will ban the export of cattle, sheep, goats, pigs and horses for slaughter and fattening from Great Britain, stopping unnecessary stress, exhaustion and injury caused by exporting live animals. We remain dedicated to delivering our other manifesto commitments that were in the Bill. These are: to crack down on the smuggling of puppies, and to ban the keeping of primates as pets. We have already consulted on primate keeping standards and will bring forward legislation before the end of the year. We also look forward to progressing the non-manifesto measures which will deliver a new offence of pet abduction, update legislation to tackle livestock worrying, and raise standards in zoos. We would be supportive of single issue legislation when Parliamentary time allows.
