star this property answer text <p>The government strongly supports schools with a religious character and recognises that they are often high performing and popular with parents. We recognise that some groups, including the Catholic Church, feel unable to participate in the free schools programme because of the 50% cap on faith admissions.</p><p>The department is committed to ensuring that, once all schools are in academy trusts, all providers of schools with a religious character maintain their ability to open new schools.</p><p>The 50% cap will remain under review and the department is open to discussion with groups who provide schools with a religious character, including the Catholic Church.</p> more like this

star this property answer text <p>The department recognises that schools will be facing financial pressures in the coming months, particularly due to the increase in energy prices. We are looking carefully at how this will impact schools and considering what additional support could be offered.</p><p>The department is contacting all schools in England, asking them to complete a survey, to get basic data on their current and future energy tariffs. We hope to better understand how they have been affected by recent energy price increases, and to inform considerations of additional support that could be offered. The survey is open until 2 June 2022, and all schools are encouraged to respond, and can be accessed via the following link: <a href="https://bit.ly/DfEEnergysurvey" target="_blank">https://bit.ly/DfEEnergysurvey</a>.</p><p>Cost increases should be considered in the wider context of funding for schools. The government is delivering a £4 billion cash increase in the core schools budget next year, taking total funding to £53.8 billion. This includes an additional £1.2 billion for schools in the new schools supplementary grant for the 2022/23 financial year. Overall, this represents a 7% cash terms per pupil boost, which will help schools meet the pressures we know they are facing, particularly around energy costs.</p><p>Through the Dedicated Schools Grant and the indicative figures for the Schools Supplementary Grant for mainstream schools combined, funding in Havering is forecast to see an extra £14.3 million for schools in 2022/23, taking total funding for 2022/23 in Havering to over £211.7 million. This is an average increase of 5.7% per pupil (this per pupil funding increase excludes growth funding, which is additional funding, provided for schools seeing significant increases in pupil numbers).</p><p>All schools can access a range of school resource management (SRM) tools to help them get the best value from their resources, save on regular purchases, and reduce non-teaching costs. The department’s SRM tools include recommended deals for energy costs and ancillary services relating to energy. The Get Help Buying for Schools service will be able to offer support to schools in switching and entering new contracts. Guidance will be updated on a regular basis to inform schools of the market and commercial position, with practical advice on exiting existing and entering new contracts. star this property answer text <p>The free schools programme remains an important part of this government’s plan to level up standards and respond where there is need for more school places. The programme has delivered hundreds of new schools and provided thousands of good school places across the country. This includes the Concordia Academy in my hon. Friend’s constituency, which Ofsted have rated ‘Outstanding’.</p><p>Alongside Concordia Academy, the London Borough of Havering has a further open free school, Drapers’ Maryland Primary School, which is Ofsted rated ‘Good’. At present there are a further four free schools that have been approved to open in Havering. These are Havering Special School, Harris Rainham Sixth Form, Emmanuel Community School, and Unity Romford Primary School. There have been some challenges to the progression of these projects, but the department is confident that all four free schools will open over the coming years. The department is working hard, in collaboration with the local authority, to deliver the schools as quickly as possible to ensure that we continue to raise educational standards for pupils in Havering.</p><p>The department will set out plans in due course for approving further mainstream free schools, where there is the greatest need for new school places, prioritising proposals in Education Investment Areas.</p>

star this property answer text <p>The history curriculum gives teachers and schools the freedom and flexibility to use specific examples from history to teach pupils about the history of Britain and the wider world, this can include the Falklands War. Schools and teachers themselves can determine which examples, topics and resources to use to stimulate and challenge pupils and reflect key points in history. They can also use specific historical anniversaries in their teaching.</p><p>Additionally, there is scope within the citizenship curriculum to highlight relevant key historical events. Through citizenship, which is part of the national curriculum at key stages 3 and 4, pupils learn about the key elements of the constitution of the United Kingdom and its relations with the rest of Europe, the Commonwealth, the United Nations and the wider world. The subject helps to prepare pupils to play a full and active part in society and teaches them how to explore political and social issues critically, to weigh up evidence, to debate and to make reasoned arguments. As with other aspects of the curriculum, schools have flexibility over how they deliver these subjects, so they can develop an integrated approach that is sensitive to the needs and background of their pupils.</p><p>Additionally, schools will often mark anniversaries and events in time outside lessons, such as in assemblies.</p>

star this property answer text <p>On 21 February, my right hon. Friend the Prime Minister set out the next phase of the government’s COVID-19 response. COVID-19 continues to be a virus that we learn to live with and the imperative to reduce the disruption to children and young people’s education remains.</p><p>Our priority continues to be to deliver face-to-face, high-quality education to all pupils. The evidence is clear that being out of education causes significant harm to educational attainment, life chances and mental and physical health. We have worked closely with the Department of Health and Social Care and the United Kingdom Health Security Agency produce guidance.</p><p>While face coverings are no longer advised for pupils, staff and visitors in classrooms or communal areas, schools should consider seeking additional public health advice if they are concerned about managing risks to face-to-face education and are considering additional measures, either by phoning the DfE helpline (0800 046 8687, option 1) or in line with other local arrangements.</p><p>Individual schools continue to have responsibility for putting in place proportionate control measures in compliance with health and safety law, to ensure they meet their health and safety duties.</p><p>Decision-makers should endeavour to keep any measures in education and childcare to the minimum number of providers or groups possible, and for the shortest amount of time possible.</p><p>Providers must regularly review and update their risk assessments - treating them as ‘living documents’, as the circumstances in their school, college or nursery and the public health advice changes. This includes having active arrangements in place to monitor whether the controls are effective and working as planned.</p><p>Face coverings in communal areas may temporarily, and exceptionally, be advised by Directors of Public Health (DsPH):</p><p>● for an individual provider, as part of their responsibilities in outbreak management</p><p>● for providers across areas where the department and public health experts judge the measure to be proportionate, based on the evidence public health experts share with the department and specific local public health concerns. For example, where the area has been designated as an enhanced response area, and where transmission patterns may put exceptional local pressure on the healthcare system. This is a temporary measure.</p><p>Face coverings in classrooms and teaching spaces may temporarily, and exceptionally, be advised by DsPH for an individual provider, as part of their responsibilities in outbreak management.</p><p>In all cases any educational and wellbeing drawbacks in the recommended use of face coverings should be balanced with the benefits in managing transmission. Where recommended, the use of face coverings should be kept under regular review and lifted as soon as the evidence supports doing so. star this property answer text <p>Detailed pupil absence data is collected as part of the school census and published on a termly basis. All absence data for England, including data at regional and local authority level, is available via the national statistics releases: <a href="https://explore-education-statistics.service.gov.uk" target="_blank">https://explore-education-statistics.service.gov.uk</a>.</p><p>Data from autumn term of academic year 2020/21 shows that Romford had an overall absence rate of 3.9%, whilst 12.4% of sessions were recorded as pupils not attending in circumstances related to COVID-19. During this time, nationally, the overall absence rate was 4.7% and 7% of sessions were recorded for pupils not attending in circumstances relating to COVID-19.</p><p>The table below shows full year absence data for Romford compared to national. We are continuing to closely monitor absence levels and trends.</p><p>My right hon. Friend, Secretary of State for Education, has established an alliance of national leaders from education, children’s social care and allied services to work together to raise school attendance and reduce persistent absence. The Attendance Action Alliance has pledged to take a range of actions to remove barriers preventing children attending school. Therefore, the department is also reviewing the system as a whole. As part of this, we have recently launched an attendance consultation which seeks views on proposals to build on schools, trusts, and local authorities existing work for attendance and improve the consistency of attendance support for families across England. The advisers are working closely with a number of local authorities and multi-academy trusts (MATs) who are keen to improve their attendance practice and reduce persistent absence. They will support MATs and local authorities to review their current approach and help them to develop an action plan to improve.</p><p>The department continues to make clear that schools and local authorities should identify pupils who may be disengaged from education and develop plans to re-engage them.</p><p> </p>

star this property answer text <p>We want all children to leave school with the knowledge, skills and values that will prepare them to be active citizens in modern Britain.</p><p>Teaching about the British constitutional system, political issues, different viewpoints and the way in which pupils can engage in our democratic society form an essential part of a broad and balanced curriculum, and are covered within citizenship education. Citizenship education is mandatory in secondary maintained schools as part of the national curriculum. Primary maintained schools and all academies are encouraged to cover citizenship as part of their duty to deliver a broad and balanced curriculum.</p><p>In citizenship, pupils will learn about the role of Parliament and how citizens can take part in democratic and electoral processes to influence decisions locally, nationally and beyond. They will also learn about the role of police, courts and justice, free press, human rights and international law, as well as the governments of other countries.</p><p>Whilst we do not direct schools to teach about British veterans and the Armed Forces Covenant, schools are free to do so in the context of their citizenship curriculum. Teachers are also able to teach about Britain’s constitutional system, British veterans and the armed forces within other subjects.
