	answer	answer is ministerial correction date of answer 16/07/2019 answer text <p>As for all NHS England campaigns, the adequacy of the funding for the ‘NHS Help Us Help You Winter Pressures’ campaign is measured by the effectiveness of the campaign in achieving it objectives, which are set.</p><p>The independent evaluation research showed that the 2018/19 ‘NHS Help Us Help You Winter Pressures’ campaign successfully achieved 15 of the 18 objectives set before the activity started. The ‘NHS Help Us Help You Winter Pressures’ campaign budget for 2019/20 has been reduced by 7.5% when compared to the budget for 2018/19. The NHS Long Term Plan sets out the NHS priorities and reiterates the focus on increasing the amount of planned surgery year-on-year, to cut long waits, and reduce the size of hospital waiting lists.</p><p> </p><p>The Long Term Plan also reinforces the NHS commitment to offer choice, including the promise of choice at 26 weeks. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>The Government has committed to funding for universities to offer an extra 1,500 undergraduate medical school places for domestic students. The first 630 places were taken up in September 2018 and the remaining additional places will have been made available by universities by 2020/21. By 2020, five new medical schools will have opened in England to help deliver the expansion.</p><p>The number of medical specialty training places that are available each year is set by Health Education England and based on their assessment of service gaps and predicted workforce needs.</p><p>However, it is the responsibility of National Health Service trusts to have staffing arrangements in place that deliver safe and effective care. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>Funding for the multi-year (2018/19 – 2020/21) Agenda for Change (AfC) pay and contract reform deal was confirmed alongside the Government’s announcement via a Written Ministerial Statement (<a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2018-06-27/HCWS803/" target="_blank">HCWS803</a>) laid before the House on 27 June 2018 that the Government was accepting the collectively agreed deal. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>The allocation of funding to clinical commissioning groups (CCGs) to support them in commissioning services for their local population is one of the key duties of NHS England. The approach NHS England must take in setting allocations is outlined in the mandate from the Department which says:</p><p><em> </em></p><p>“The Government expects the principle of ensuring equal access for equal need to be at the heart of NHS England’s approach to allocating budgets.”</p><p> </p><p>The approach is also informed by NHS England’s duty to reduce inequalities to accessing services and the outcomes of care.</p><p> </p><p>These two aims are reflected in the target formula, which produces a target allocation or ‘fair share’ for each area, based on a complex assessment of factors such as demography, morbidity, deprivation, and the unavoidable cost of providing services in different areas.
