This included the Ministry of Justice consultation on the Reform Programme entitled Transforming our Justice System, which set out the Government’s broad approach to reform and sought views on three specific sets of proposals: the assisted digital strategy; automatic online conviction and statutory standard penalty; and tribunal panel composition.</p><p> </p><p>HMCTS has spent the following amounts on academic research for evaluation of reform:</p><p> </p><p>2016/17: £220,000 for research on the Citizen user Experience</p><p>2017/18: £50,000 for research on the Professional User Experience</p><p>2017/18: £40,000 for a survey of SSCS appellants digital capability</p><p>2018/19: £49,000 for LSE evaluation of video hearings in tax</p><p>2018/19: £47,976 for research on Flexible Operating Hours</p><p> </p><p>HMCTS undertakes public consultation when reorganising estate or closing a tribunal building. Internal management information, which is not subject to the rigorous quality assurance processes of official statistics, however shows that in the last financial year (2018/2019) the average time was three weeks.</p><p> </p><p>Whilst timeliness data are not yet available for the last three months, it is clear that waiting times have increased. Urgent action has been taken to address these temporary delays, staffing has been increased and the digital service further improved, and as a result waiting times are starting to reduce.</p><p> </p><p>There are no prescribed target times for dealing with probate applications. The recent increase in waiting times has been caused by a combination of an increased volume of incoming work and the transition to a new case management IT system. 	answer	answer is ministerial correction date of answer 16/07/2019 answer text <p>On increasing recycling and re-use, Parliament’s Environment Team works in close partnership with its waste contractor to respond to new and emerging opportunities to recycle and recover waste. The waste contract includes a requirement for driving continuous improvements in Parliament’s recycling performance.</p><p>Parliament achieved a recycling rate of 59% in 2018–19, with a long-term target to recycle 75% of waste (by weight) by 2020–21.</p><p>On reducing single-use avoidable plastics, in May 2018 Parliament announced a comprehensive range of initiatives to drastically reduce its consumption of single-use avoidable plastics:</p><ul><li>Eliminate plastic bottled water</li><li>Eliminate condiment sachets (through substitution)</li><li>Eliminate plastic-lined hot drinks cups, alongside introduction of a ‘latte levy’</li><li>Sell and incentivise the use of re-usable ‘keep cups’</li><li>Substitute disposable catering take-away items with compostable alternatives, alongside the introduction of a compostable waste stream</li><li>Substitute plastic tumblers with compostable alternatives</li><li>Substitute plastic carrier bags with paper ones</li><li>Implement a ‘green stationery’ catalogue</li><li>Pilot a re-usable delivery container scheme at the Offsite Consolidation Centre</li><li>Produce procedures for incorporating the environmental impact of packaging waste into the weighting of relevant procurement exercises</li></ul><p><br>Except for the delivery container pilot scheme, for which a feasibility study has been completed, all single-use plastic initiatives have been fully implemented.</p> answering member constituency Carshalton and Wallington answering member printed Tom Brake question first answered 16/07/2019 11:27:47 answering member 151 label Biography information for Tom Brake

In May this year, I attended the All-Party Parliamentary Group for Family Business and discussed a range of issues including access to external finance. The authors of the Report, The Institute for Family Business, are also a member of the BEIS SME Advisory Board, who last met on 24 June.</p><p>As part of the modern Industrial Strategy, this Department’s aim is to improve access to finance for all UK businesses, including family-owned businesses. The Government-backed British Business Bank supports more than £6.4bn of finance to over 85,000 SMEs. The Bank’s online Finance Hub also helps small business owners identify potential sources of finance via the finance finder web tool.</p><p>The Business Bank has also established a UK Network, with team members based within each of the English regions and the three Devolved Nations. The UK Network works with small business finance intermediaries to enhance business finance ecosystems across the UK, so smaller businesses, wherever they are, can grow and prosper.</p><p>In addition, Government has actively supported and invested in the creation of 38 Growth Hubs (one in each Local Enterprise Partnership area), providing businesses across England support and advice via a free and impartial, local single point of contact. The Government is committed to tackling air pollution, including reducing impacts on vulnerable groups such as children. We have put in place a £3.5billion plan to improve air quality and reduce harmful emissions and on 14 January 2019, we announced our new world leading Clean Air Strategy, which includes new and ambitious goals, legislation, investment and policies which will help us to clean up our air faster and more effectively. This will support and enable both represented and unrepresented claimants to progress Road Traffic Accident related personal injury claims under the new small claims track limit of £5,000. The Government’s key design principle in approaching the development of the new IT service is that that the claimant and access to justice must be at the heart of the process and the new service must be as simple and efficient as possible for unrepresented claimants to make, progress and settle their claims online without the need to go to court. In addition, unrepresented claimants will also have access to a bespoke alternative dispute resolution scheme, which will enable them to gain, at no cost to themselves, an independent view on the liability decision made by the defendant insurer.
