	answer	answer is ministerial correction date of answer 16/07/2019 answer text <p>Electricity distribution networks are regulated by the independent energy regulator, Ofgem, and, by law, network regulation must be carried out independently of Government. Under the existing regulatory framework, distribution network operators are allowed to increase capacity on their networks to accommodate expected growth in demand from domestic electricity consumption.</p><p> </p><p>Energy networks require significant investment in order to ensure that Great Britain has a secure, dynamic energy system that is fit for the challenges of the future. BEIS estimates that between 2010 and 2017 £35bn has been invested to upgrade, reinforce and extend the electricity networks (both transmission and distribution) and a further £14bn may need to be invested between by 2020. Ofgem's RIIO 2 price control will set out the pathway for investment in our energy networks through the mid-2020s.</p><p> </p><p>Government expects network companies and regulators to act in the best interests of consumers including in relation to more active system management as per the Government and Ofgem’s <em>Smart Systems and Flexibility Plan</em>. We are already seeing distribution network operators manage their systems more actively, and make more innovative use of data and smart technologies. The Department is commissioning a review of the methodology for Flue Gas Heat Recovery Systems. Pending the outcome of the review, we intend to change the label to state “The SAP FGHRS methodology is currently being reviewed. On 27 June, the UK became the first major economy in the world to set a legally binding target to achieve net zero greenhouse gas emissions from across the UK economy by 2050. We will continue to work closely with our European and other international partners to secure ambitious climate objectives. We will do this through continued cooperation in multilateral groups - including the UNFCCC, G7, G20, the Commonwealth and the International Energy Agency – as well as continued strong bilateral relationships on climate with countries around the world. The action we are taking in setting this target will continue our proud tradition of climate leadership.</p><p>The EU Member States that have targets for net zero greenhouse gas emissions in legislation are Sweden (by 2045) and the United Kingdom (by 2050). France is currently in the process of legislating for a 2050 net zero greenhouse target.</p><p>In addition, a range of Member States have adopted or are currently publicly considering adopting plans for net zero carbon or greenhouse gas emissions by 2050, and in some cases have stated their intention is to legislate for a target. These include Denmark, Germany, and Portugal and Finland. Other Member States with plans to significantly reduce emissions by 2050 include the Netherlands, which has a law to reduce greenhouse gas emissions by 95%, and Spain, which has a draft law proposing an at least 90% reduction (in both cases the reduction is compared to 1990).</p><p>The EU is also considering adopting a bloc-wide net zero 2050 target, with a large majority of Member States, including the UK, supporting a net zero EU target by 2050 at the June European Council this year. 	answer	answer is ministerial correction date of answer 15/07/2019 answer text <p>The Industrial Strategy sets out the Government’s vision to make the UK a global centre for AI and data innovation, which includes developing the skills that will contribute to building the best environment for AI development and deployment. We have created the Office for AI (a joint unit between the departments: Business Energy and Industrial Strategy and Digital Culture Media and Sport) to oversee that vision.</p><p>The AI Sector Deal brings together commitments from Government, Industry and Academia in a near £0.95bn package of support to promote the adoption and use of AI.</p><p>To date, some of the key Government investment in AI skills and talent has included:</p><ul><li>£100m for 16 New Centres for Doctoral Training at universities across the country, delivering 1,000 new PhDs over the next 5 years;</li><li>£50m of funding agreed at Autumn Budget for new prestigious AI fellowships to attract and retain the top AI talent; and</li><li>£13.5m government funding to build new conversion courses to expand pathways into AI and Data specialisms as well as scholarships to improve diversity</li></ul><p>Further, through the Government’s Office for AI, we are working with Industry and Academia to develop a new industry-funded AI Masters programme, in collaboration with the British Computer Society and the Institute of Coding. Replacing an existing appliance with a less carbon efficient one is not compliant with Building Regulations and any suspected breaches of this should be reported to Building Control in the appropriate Local Authority. This brought together trade associations for palm oil-using sectors to improve reporting, traceability and understanding of supply chains to increase the use of certified palm oil. As a result the market share of sustainable palm oil in the UK has increased from 16% in 2010 to 75% in 2017.</p><p> </p><p>Internationally, as a member of the Amsterdam Declarations Partnership, the UK is driving 100% sustainable palm oil supply chains in Europe. The UK also supports the Tropical Forest Alliance (TFA) which recently secured the Marrakesh Declaration on palm oil. The Declaration has seen seven African palm oil producing countries and major companies agree principles for responsible palm oil.</p><p> </p><p>This builds on earlier Government efforts to tackle non-household use of vegetable oils such as palm oil in sectors such as biofuels, by promoting waste-derived biofuels. This is why we set out our aspiration in the Clean Growth Strategy that as many homes as possible should be EPC C Band C by 2035 where practical, cost effective and affordable. We estimate that between £35 - 65 billion of investment will need to be mobilised to meet that aspiration.</p><p> </p><p>There is not one ‘silver bullet’ policy that will drive uptake of energy efficiency amongst homeowners and so we are committed to building a vibrant and sustainable market through introducing a suite of mutually supporting policies and measures. These include a £5 million innovation fund to help mortgage lenders develop innovative green mortgage products in support of home energy efficiency and a £10m innovation fund to reduce the cost of whole house retrofit. Low income and vulnerable households are also supported in making energy efficiency improvements under the reformed Energy Company Obligation (ECO) scheme. 	answer	answer is ministerial correction date of answer 18/07/2019 answer text <p>The transition to a clean, low carbon economy can help give us towns and cities with cleaner air and warmer homes with lower bills, while growing our economy and supporting new jobs in growing low carbon industries.</p><p> </p><p>But as our economy changes, we must make sure that this growth is inclusive, benefits people right across the UK, supporting workers as industries change and ensuring the costs as well as the benefits are shared fairly, protecting consumers, workers and businesses. That is why we have announced that HM Treasury will be conducting a review into the costs of decarbonisation, including how to achieve this transition in a way that works for households, businesses and public finances, and the implications for UK competitiveness.</p><p> </p><p>Energy efficiency will help keep costs down for consumers, while supporting the decarbonisation of the housing stock towards carbon targets. The annual running costs of a Band C rated home are £650 lower than the average Band E rated home. This is why we set out our aspiration in the Clean Growth Strategy that as many homes as possible should be EPC C Band C by 2035 where practical, cost effective and affordable. Low income and vulnerable households are supported in making energy efficiency improvements under the reformed Energy Company Obligation (ECO) scheme. Eligibility for the new scheme includes around 6.7 million low income households, an increase from around 4.7 million from the previous ECO2t scheme.</p><p> </p><p>Domestic energy costs are also kept down through Ecodesign regulations which improve the sustainability and energy efficiency of energy-related products and appliances, and Energy Labelling regulations which allow consumers to choose the most energy efficient products. In 2020, the Government’s current estimates show that ecodesign and energy labelling requirements will save around £100 for the average dual-fuel household on their energy bills. Going forward, we will continue to support ambitious requirements which will further minimise energy bills for households and carbon emissions.</p><p> </p><p>Additionally, smart meters are already reducing how much energy consumers use and saving them money. Smart meters will support the realisation of billions of pounds of benefits to Great Britain over the next few decades, through avoiding costly network upgrades, supporting more rapid integration of electric vehicles and renewable generation, and more efficient use of the national grid system. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>The 2.4% R&amp;D Roadmap will set overall direction for how we can achieve the 2.4% R&amp;D ambition by 2027, and 3% in the longer term, through the use of strategic public funding to leverage private R&amp;D investment.</p><p>It aims to transform R&amp;D intensity across all sectors of the economy, supporting the development of new technologies, industries, and products that bring growth, good jobs across the UK, and social improvements for all.</p><p>The 2.4% R&amp;D Roadmap will bring together Government, academia, and industry to collaboratively focus their efforts on increasing R&amp;D investment. In the area of health, this includes the Department of Health and Social Care and NHS R&amp;D activity, and work with industry in taking forward the Life Sciences Sector Deal. The 2.4% R&amp;D Roadmap will also align closely with the Industrial Strategy’s Grand Challenges. This includes the Ageing Society Grand Challenge which will create new demands for technologies, products and services for an ageing population, and the AI and Data Grand Challenge which will use data, artificial intelligence, and innovation to transform the prevention, early diagnosis, and treatment of diseases like cancer, diabetes, heart disease, and dementia by 2030.</p><p>In order to achieve the 2.4% R&amp;D target, we need to accelerate the growth and build on R&amp;D strengths across the UK. The Government has put in place a number of initiatives to support every part of the UK to identify and leverage their R&amp;D strengths, from Science and Innovation Audits to the Strength in Places Fund. We have been fully participating in Horizon Europe negotiations, and are pleased with the significant progress and constructive way in which Member States and EU Institutions have worked together.</p><p> </p><p>After the UK leaves the EU, we will build on existing relationships in Brussels and seek to influence Horizon Europe in line with UK priorities. The Horizon Europe programme must be finalised before we can make an informed decision on future participation. We would not be able to seek association until the Programme has been adopted and we have exited the EU.</p><p> </p><p>The Government is committed to backing UK researchers and innovators by supporting measures to enable world-class collaborative research, including support for small businesses. The action we are taking in setting this target will continue our proud tradition of climate leadership.</p><p> </p><p>Finland, Denmark, Germany and Portugal have all set out aspirations or proposals to achieve net zero greenhouse gas emissions or net zero carbon emissions by 2050. However, none has yet enshrined such a commitment in law.</p><p> </p><p>Finland has stated its intention to achieve net zero carbon emissions by 2035. Denmark has set out an intention to achieve net zero greenhouse gas emissions by 2050 in its climate plan ‘Together for a Greener Future’. Germany is currently debating a draft climate law which proposes a target for net zero greenhouse gas emissions by 2050.
