star this property answer text <p>There are many types of absence ranging from unavoidable (being absent through factors beyond a Service person’s control, such as transport problems), to short term periods of up to 48 hours, and long term periods in excess of 48 hours.</p><p> </p><p>As at 13 September 2023, the total number of Armed Forces personnel who were absent without leave was 298.</p> more like this

star this property answer text <p>The Ministry of Defence (MOD) has a Chief Risk Officer (CRO) who supports the Defence Board, chaired by the Secretary of State for Defence, to manage departmental risks. The MOD conducts risk management in line with government best practice as outlined in the HM Treasury Orange Book.</p><p>National security risks are included within the Department's risk management processes where MOD is the Lead Government Department (LGD). The Department also provides input into the National Risk Register (NRR) and National Security Risk Assessment (NSRA), which is owned by the Cabinet Office.</p> more like this

star this property answer text <p>The Ministry of Defence (MOD) is conducting an assessment of its email traffic with .ML domains. This involves understanding what emails were sent to .ML domains, and which of these might consist of any e-mails sent in error.</p><p>While all sensitive information is shared on systems which would prevent such misdirection, policies are put in place on all email systems to minimise the risk of such mistakes. On OFFICIAL systems, data loss prevention tools will prompt users who seek to send OFFICIAL-SENSITIVE information outside of Government domains, drawing attention to, and allowing the correction of, errors such as mistyped domain names.</p><p>Once the analysis of our email traffic is complete, we will consider what, if any, changes need to be made to MOD policies.</p> more like this

star this property answer text <p>The UK Armed Forces are a meritocracy. They will continue to ensure fair treatment of candidates for entry and career progression regardless of race, ethnic origin, religion or belief, gender, sexual orientation or social background and will always aim to attract the best people from the widest talent pool to help create the most effective operational force, recognising that the organisation is strongest when it is made up of people with a broad range of skills, perspectives and backgrounds.</p><p>When concerns are expressed that the Services are potentially falling short of their own high standards, action is taken to investigate and, where appropriate, rectify. For example, in September 2022, the Royal Air Force (RAF) initiated an independent Non-Statutory Inquiry (NSI) into RAF recruitment and the circumstances that had led to the resignation of the then Group Captain Recruiting and Selection. The NSI has now concluded and was published on 29 June 2023. The RAF have accepted all 12 recommendations; these either have been, or are in the process of being, implemented in full. star this property answer text <p>Across the Armed Forces, there are extensive medical and welfare systems that offer support for those in need, provided by the Chain of Command, medical staff, welfare and pastoral staff. The Ministry of Defence also works closely with the National Health Service, the Defence Medical Services, Service charities, third parties and the single Services to provide 24-hour mental health services accessible for all Armed Forces personnel. This includes a 24-hour mental health helpline, funded by Defence, and delivered by Combat Stress.</p><p>Each Service also has dedicated suicide and self-harm policies and risk management procedures tailored to their specific nature, all of which are regularly reviewed and updated. This includes Vulnerability Risk Management training.</p><p>The Armed Forces Suicide Prevention Strategy and Action Plan, published in April 2023, also seeks to enhance organisational processes to support those at risk.</p> more like this

star this property answer text <p>Welfare support at the Royal Military Academy Sandhurst (RMAS) was previously provided by the Academy Welfare Officer and an Academy Welfare Warrant Officer who were supported by a Welfare Support Officer and a Women’s Royal Voluntary Service (WRVS) Welfare Support Officer.</p><p> </p><p>A Welfare Uplift review was undertaken in late 2020 which led to an increase in seven additional members of staff - two additional Welfare Warrant Officers, three Support Workers, an additional WRVS Welfare Officer and a part-time Psychological Support Officer.</p><p> </p><p>Increased funding has also been allocated for separate newly refurbished informal social environments for OCdts and Permanent Staff and their families in which welfare support can be provided.</p> more like this

star this property answer text <p>Acknowledging previous PQs on the same theme, I refer the hon. Member to the answer I gave him on 5 February 2021, to Questions 145107 and 145108 and relating to Questions 133119,133120 and 133121, that articulated MODs historical and ongoing approach to and consideration of inclusive solutions for Chemical Biological Radiological and Nuclear (CBRN) respiratory protection, including communication of the fundamental complexities.</p><p> </p><p>The Ministry of Defence (MOD) is committed to active encouragement and growth of research, education, and advancements in the provision of inclusive counter-CBRN capabilities. The necessity for diversity and inclusion consideration is recognized globally and features within the key requirements of MODs counter-CBRN policy, strategies, research and international engagements.</p><p> </p><p>In specific response to the recent questions, it is to be highlighted that, amongst other activities, the MOD ran a targeted “Respiratory Protection and Facial Hair Compatibility Workshop” in January 2022, supported by the Defence Science and Technology Laboratory (Dstl). This workshop directly discussed “<strong>the potential merits of improving general service respirators for service personnel who have facial hair for religious reasons</strong>” and “<strong>the potential merits of using silicone bands on general service respirators for service personnel who have facial hair for religious reasons</strong>”.</p><p> </p><p>The workshop included representation from the Diversity and Inclusion and Faith Networks and provided an opportunity to better inform the User community on the subject of respiratory protection and facial hair, focusing on the General Service Respirator (GSR).</p><p> </p><p>Some of the recommendations from this workshop were incorporated into Defence Counter-CBRN policy and Defence continues to fund academic research and development programmes that explore alternative respiratory options appropriate for Service personnel who have facial hair for religious reasons.</p>
