We have confirmed our intention to align the Supply Chain Plan process with government priorities, and we are currently consulting<sup>1</sup> on proposals to introduce consequences for non-delivery of commitments that developers put forward in their Supply Chain Plans, which are approved before they enter the CfD Allocation Round. We are also strengthening the Supply Chain Plan monitoring process to support compliance.</p><p> </p><p>These measures should be seen alongside my Rt. Hon. Friend the Prime Minister’s announcement on £160 million of new funding towards investment to upgrade ports and infrastructure and long-term ambitions to increase renewable energy capacity in the next CfD auction, which, together, will support new UK content, jobs and investment.</p><p> </p><p>I have also convened offshore wind Industry roundtables to understand the supply chain and support investment to meet the industry’s commitment to deliver 60% UK content by 2030. 	answer	answer is ministerial correction date of answer 17/12/2020 answer text <p>Officials across Government have been working closely with young people and youth NGOs to ensure COP26 is inclusive and that this is incorporated into the legacy of the UK’s presidency.</p><p> </p><p>On 14<sup>th</sup> December, BEIS co-chaired a meeting with the Students Organising for Sustainability where 20 young people aged 14-28 from across from the 4 nations came together to discuss how young people can be empowered to engage in the Together for Our Planet Campaign.</p><p>We will continue to ensure a diverse range of youth voices are heard in the planning of COP. For example, we have established an international Civil Society and Youth advisory council, chaired by the President of COP26 and young people, which will meet regularly to inform our planning for COP26. As part of our commitment to involving young people and students in COP26 we are also working closely with our partners Italy, who are organising a Youth4Climate webinar series, and the organisers of Mock COP. Electricity and gas will continue to flow over interconnectors between the UK and the EU at the end of the transition period in any scenario.</p><p> </p><p>The forecast electricity margin for this winter is healthy, at 4.8GW or 8.3% additional generation. The ‘Offshore wind manufacturing investment support scheme’ aims to accelerate the development of large-scale manufacturing portside hubs, which could strengthen the UK’s offshore wind manufacturing capability, creating employment and investment in both coastal communities and the wider supply chain.</p><p> </p><p>Following a Request for Information in October, earlier this month my Department launched a competitive process to support a large coastal manufacturing site for the offshore wind industry. Since its introduction in January 2019, the Cap has saved customers around £1 billion a year.</p><p> </p><p>We have also introduced energy efficiency measures to further reduce bills and tackle fuel poverty. The Green Homes Grant voucher scheme, which opened in September 2020, provides low income homeowners in England up to £10,000 each to install energy efficiency and low-carbon heating measures in their homes. 	answer	answer is ministerial correction date of answer 15/12/2020 answer text <p>The five regional energy hubs in England are supporting the development of low carbon and renewable energy projects at the local level, including those within our towns and cities.</p><p>Heat networks, in particular, are best suited to an urban setting.</p><p>Heat networks are the only way we can exploit larger-scale renewable and recovered heat sources (like the latent heat from large rivers and urban recovered heat - such as from the London Underground). The Department’s Heat Network Investment Project (HNIP) is investing £320m up to April 2022 to support the construction of heat networks and accelerate the growth of the market. We expect around £1bn of private and other investment to be leveraged by HNIP.</p><p>In the March Budget, my Rt. Hon. Friend Mr Chancellor of the Exchequer announced additional £270m of funding for the creation of the Green Heat Network Fund (GHNF). The GHNF is intended to be a targeted successor to BEIS’ Heat Network Investment Project, and to run to 2025, and we believe it will be a significant source of funding for projects in urban areas looking to make use of renewable energy sources. In the COP Unit, 45% of the senior management team in the COP26 unit are women. My Rt. Hon. Friend the Prime Minister recently appointed my Hon. Friend the Member for Berwick-upon-Tweed (Anne-Marie Treveylan MP) as the COP26 Adaptation and Resilience Champion. Working alongside the COP26 leadership team is a wider global network of around 120 climate and energy Attaches. All ambassadors have a COP26 objective, ensuring that a diverse group of leading diplomats are engaging internationally around COP26.</p><p> </p><p>Visible and diverse leadership is just one part of the picture however. Championing women’s roles as decision-makers, educators and climate leaders is essential if we are to deliver effective, long-term solutions to climate change and ensure that women and girls are empowered as agents of change, including at COP26. This means working closely with civil society, amplifying the voices of those most affected by climate changes and facilitating the meaningful contribution of female negotiators. We see women’s rights organisations, amongst others, as essential partners in effectively tackling climate change and are also supporting a ‘Women Negotiator Mentoring Initiative’ through the European Capacity-building Initiative and our Climate Ambition Support Alliance. This is proposed as a phased trajectory for achieving the improvements, applying to new tenancies only from 2025 and all tenancies from 2028. The consultation proposes a cost cap of £10,000, requiring landlords to spend up to this amount to improve their properties.</p><p> </p><p>Under this cap, the average cost per household for all properties treated under these regulations is £4,700. This includes properties that do not meet the required standard, and is specific to the PRS. Spend towards this cap, to comply with these regulations, can only be counted from 2023. The Green Homes Grant provides vouchers to homeowners in England to cover two thirds of eligible energy efficiency improvements, up to a total government contribution of £5,000. 	answer	answer is ministerial correction date of answer 18/12/2020 answer text <p>We welcome the formation of groups such as the UK Green Hydrogen Catapult, which sees a number of partners coming together to support development of green hydrogen.</p><p> </p><p>In the Ten Point Plan for a Green Industrial Revolution and subsequent Energy White Paper, we have set out an ambitious package to grow the UK hydrogen economy. This includes £240m out to 2025 for capital co-investment in new low carbon hydrogen production, intended to support a combination of commercial-scale CCUS-enabled ‘blue’ hydrogen and smaller scale electrolytic ‘green’ hydrogen projects. Both these production methods – and other innovative techniques – will be needed to deliver UK hydrogen demand expected by 2050. Working with industry, we are aiming for 5GW of low carbon hydrogen production capacity by 2030.</p><p> </p><p>We are already supporting a range of innovative hydrogen projects across the value chain, including the ITM Power Gigafactory being built in Sheffield. However, it is important that any strengthening of biodiversity net gain requirements for the nationally significant infrastructure regime is done at the right time and in the right way.</p><p> </p><p>There are a number of ways in which this could be implemented and it is important that time is taken to work with stakeholders to develop an appropriate approach. Friend the Prime Minister recently announced on £160 million of new funding towards investment to upgrade ports and infrastructure, to ensure UK ports have the necessary facilities and capabilities to meet the future needs of offshore wind developers.</p><p>The expected rapid deployment of offshore wind across the UK, Europe and globally over the next decade, together with the increasing size of turbines, means that there is a need for a major expansion in manufacturing capacity in the coming years.</p><p>The ‘Offshore wind manufacturing investment support scheme’ aims to accelerate the development of large-scale manufacturing portside hubs, which could see financial support to strengthen the UK’s offshore wind manufacturing capability, creating employment and investment in both coastal communities and the wider supply chain.</p><p>Following the Request for Information in October 2020, the Department has now launched a formal competitive process on a single large coastal manufacturing site for the offshore wind industry. 	answer	answer is ministerial correction date of answer 10/12/2020 answer text <p>The UK follows the agreed international approach for estimating and reporting greenhouse gas emissions under the UN Framework Convention on Climate Change and the Kyoto Protocol, which is for countries to report the emissions produced within their territories.</p><p>The Climate Change Act defines UK emissions as being those of greenhouse gases from sources within the UK, consistent with international reporting practice.</p><p>There is no internationally agreed approach to measuring consumption emissions. Estimates of imported emissions in particular are associated with greater levels of uncertainty than estimates of UK-based territorial emissions. These emissions do not, therefore, include emissions from the manufacture of goods imported into the UK, which are reported in the country of manufacture, as this would risk double counting. Accounting for emissions produced within each country’s own border in line with international accounting standards, therefore allows for direct comparison of the UK’s emissions with other countries.</p><p>Nevertheless, the UK is at the forefront of measuring consumption emissions with statistics published annually and policies developed to reduce emissions. This is why we announced on 2 March 2020 that onshore wind and other established renewable technologies such as solar PV will be able to compete in the next Contracts for Difference (CfD) allocation round.
