The UK’s first Voluntary National Review (VNR) will be published shortly. The VNR will review UK action both domestically and internationally in support of Goal 11. It will also outline key challenges and next steps, recognising that while progress is being made, there is more work to do.</p><p>The UK and the EU have agreed the terms of the UK’s smooth and orderly exit from the EU in the form of the Withdrawal Agreement, and a detailed political declaration on the terms of our future relationship which will support the Government's commitment to meeting the full range of Sustainable Development Goals. However, the Government will continue to do the responsible thing and prepare for all eventualities. This includes the potential impact of a no deal scenario on the full range of government priorities. Our view remains that the retrofitting of sprinklers will not always be the most effective fire safety measure in existing residential buildings, but it should be for building owners to assess the risks based on the building design and take action, in consultation with residents, if necessary. I am aware that a number of local authorities are either taking, or considering taking, action on the retrofitting of sprinklers. Our proposals for a safety case review regime for existing buildings should also help owners and residents determine the most appropriate fire safety measures going forward. We are also focused on the position for new build, where it is easier to incorporate sprinkler systems from the outset. 	answer	answer is ministerial correction date of answer 01/07/2019 answer text <p>Help to Buy: Equity Loan transactions are now around a third of new-build sales, yet they remain a small proportion of overall housing sales (less than 4%), so the scheme is unlikely to have a significant effect on house prices more generally.</p><p>The latest independent evaluation of Help to Buy: Equity Loan (of 2015-17) found no evidence of a significant impact on prices overall.</p><p>Since the launch of Help to Buy Equity Loan in April 2013, private housing starts are up by 52%.</p><p>Help to Buy: Equity Loan has helped over 210,000 households buy a new-build home from its launch in spring 2013 until December 2018. For example, many roofs are not suitable for solar photovoltaic (PV) panels because of building orientation, roof design, or over shading.
