The British Government works, extensively across our diplomatic network to encourage States to ensure their domestic legislation meets international standards on human rights. That is why the UK government puts the empowerment of girls and women at the heart of everything we do and is an essential component of our fight against AIDS.</p><p> </p><p>We are currently the second biggest donor to the Global Fund, which has embraced gender equality as central to accomplishing its mission. We also integrate HIV prevention and treatment into sexual, reproductive health and rights and maternal and child health programmes across much of sub-Saharan Africa. We make clear that the British Government opposes the death penalty in all circumstances and in every country, including Saudi Arabia, especially for crimes other than the most serious and for juveniles. We are particularly concerned that the shutdown has taken place in parts of Rakhine where there are already significant restrictions on international access. We are clear that denying access to mobile data services restricts the right to freedom of expression and the ability to share reports of human rights violations. Embassy officials have raised our concerns with the Myanmar government. We welcome the efforts of the Armed Conflict Location and Event Data project and others to estimate the impact of the conflict, recognising that sadly the true fatality figures are likely to be higher. We maintain that a political settlement is the only way to bring long-term stability to Yemen and to address the worsening humanitarian crisis. 	answer	answer is ministerial correction date of answer 16/07/2019 answer text <p>The UK and Saudi Arabia have a longstanding bilateral relationship based on a number of pillars including defence, security, trade and investment, shared concerns about regional issues and energy security. The UK supports Saudi Arabia’s efforts to protect its national security against critical threats, such as the ballistic missiles and drones fired by the Houthis into civilian areas in Saudi Arabia.</p><p>The UK works with Saudi Arabia to ensure targeting procedures are compliant with International Humanitarian Law (IHL), and we regularly raise the importance of IHL compliance with Saudi Arabia, including at senior levels. The UK is not a member of the Saudi-led Coalition and the UK’s role is limited to providing advice, information and assistance to help Saudi Arabia respond to airborne threats launched by the Houthis. We remain deeply concerned by the use of children in conflict in Yemen. We raise allegations of human rights abuses, including the use of child soldiers, with all parties to the conflict in Yemen. We have been clear that all parties must comply with International Humanitarian Law.</p><p>The UK firmly believes in the importance of international conventions to prevent the exploitation of children as soldiers. The UK has called for all states to sign up to the key international commitments pertaining to ending the recruitment and use of children in conflict including the Paris Principles and Commitments, the Vancouver Principles and the Optional Protocol on the involvement of children in armed conflict. We firmly believe this framework of standards and commitments provides vital safeguards for the rights of children in armed conflict. For example, 91 countries have endorsed the Safe Schools Declaration.
