All prisons must have a zero-tolerance approach to drugs.</p><p>The Government’s £100m Security Investment Programme to reduce crime and prevent drugs entering prisons completed in March 2022. This funded a range of security measures, including X-ray body scanners across the entire closed male estate. Since July 2020, these have resulted in over 10,000 positive scans, many finding multiple contraband items, preventing drugs and mobile phones and other illicit items from entering prisons. We are going further this year with £25m investment to restrict drug supply into prisons, including installing x-ray baggage scanners at 42 high priority sites, and enhancing our mobile blocking technology.</p><p>Alongside this, the Ministry of Justice is investing £120m over the next three years to get more offenders engaged in treatment, and support them towards abstinence. With this investment, we will enhance testing regimes in prison, expand the use of Drug Recovery Wings where prisoners commit to remain drug-free and undergo regular voluntary drug tests, support prisoners to engage with community treatment ahead of their release and increase the use of intensive drug rehabilitation requirements for those on community sentences.</p> answering member constituency Pudsey answering member printed Stuart Andrew question first answered 12/07/2022 11:47:38 answering member 4032 label Biography information for Stuart Andrew

	answer	answer is ministerial correction date of answer 12/07/2022 answer text <p>The Ministry of Justice, partnering with two police forces, have co-ordinated two policing pilots under the title ‘Chance to Change’, one of which was Turning Point in the Metropolitan police boroughs of Barnet and Brent for adults and under 18s, and the other in the West Yorkshire police force area for under 18s.</p><p>Pilot areas have been asked to assess the effectiveness of their schemes. We are supporting the qualitative research study being undertaken by Manchester Metropolitan University, which aims to examine participant and practitioner experience of the pilots. These findings are expected to be published later this year.</p><p>The use and implementation of deferred prosecution schemes are an operational decision for individual police forces. 	answer	answer is ministerial correction date of answer 15/07/2022 answer text <p>Her Majesty’s Prisons and Probation Service (HMPPS) has developed a maturity screening tool for young adult men. This tool is available for use with all men aged 18-25 years of age within the prison and probation population. This maturity tool is a screening tool which is designed to identify those with the lowest levels of maturity, establish likely demand for services and interventions and to help practitioners to identify those individuals with lower levels of maturity who are most in need of support. As set out in the Prisons Strategy White Paper, in December 2021, we are introducing Key Performance Indicators (KPIs) for prisons, which will drive improvement by measuring progress with annually published performance ratings for each prison. This prison level data will be published in due course.</p><p>The Ministry of Justice has two statistical publications that include details on ethnicity to demonstrate this commitment. The Offender Management Statistics (OMS) is published on a quarterly basis. This provides regular data on protected characteristics within the prison population. Additionally, the HMPPS Offender Equalities Annual Report is published on an annual basis, includes data on ethnicity within the prison population and covers a larger reporting period.</p><p>Prisons have also been provided with a monitoring tool which shows the distribution of prisoner protected characteristics across a range of components of prison life. This publication provides information about the demographics and characteristics of the prison population, as well as equivalent data for prisoner admissions and releases.</p><p>The publication does not currently include a breakdown of prisoner releases by offence and ethnicity; however, the content of the publication is continually under review to ensure that it continues to best meet internal and external needs.</p><p>As part of their annual report and accounts for 2020/21, published in October last year, the Parole Board provided data oral hearing outcomes by each ethnicity and gender.
