star this property answer text <p>Government policy is for developers to pay the costs of upgrading or enhancing road, rail or other transport networks or services where there is a need to cope with additional passengers travelling to and from expanded or growing airports. Where the scheme has a wider range of beneficiaries, the Government will consider, along with other relevant stakeholders, the need for additional public funding on a case-by-case basis.</p><p> </p><p>The Western Rail Link to Heathrow is being promoted by Network Rail and is expected to benefit both airport and non-airport users. The scheme must demonstrate a satisfactory business case; with the cost to the public purse being a factor. The Department and Network Rail are engaged with Heathrow Airport Limited, the Civil Aviation Authority and Her Majesty’s Treasury on this issue and to comment further would prejudice the department’s commercial position.</p><p> </p> more like this

star this property answer text <p>HS2 paves the way for Northern Powerhouse Rail (NPR) and the full benefits of both can best be realised by integration. There is no either / or choice between HS2 and NPR. Both projects have the potential to be transformative for the North. Whilst Transport for the North’s plans for NPR are at an earlier stage of development, they are being designed to complement HS2 and transform connectivity across the north of England.</p><p> </p><p>We are currently consulting on proposals to include passive provision for two future junctions that would one day allow NPR trains to use the HS2 route into Manchester and vice versa. These proposals have been developed with Transport for the North, and, in the future, could allow a potential new route between Manchester and Liverpool that could also be used for services between London and Liverpool.</p><p> </p> more like this

Payments made under the scheme are directly aligned to Highways England’s performance against eleven Key Performance Indicators (KPI’s), which include timely completion of works.</p><p> </p><p>The KPI’s provide equal focus across a range of areas that are considered integral to the success of Highways England, encouraging collaborative behaviours in achieving successful delivery.
