	answer	answer is ministerial correction date of answer 21/04/2023 answer text <p><ins class="ministerial">The R&amp;R Programme is carrying out tens of thousands of hours of complex building surveys and investigations to develop even more detailed records of the Palace of Westminster. These records are being used to inform design and planning, and future decisions on the essential restoration work required. </ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Two intrusive surveys, the Photogrammetric and Heating, Ventilation and Air-Conditioning (HVAC) surveys, have recently started which contain an element of drone surveys as well as other activities such as high-resolution photography. The total estimated cost of these surveys is £1 million although this covers a number of activities.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Due to how the activity schedules in these contracts are priced it is not possible to disaggregate the costs of the drone flights from the rest of the works being undertaken. However, it is anticipated that a significant portion of the costs will relate to the contractor resource required to deliver the surveys and the processing of the images taken (rather than the cost of the drones themselves).</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">This figure also does not include Delivery Authority internal staffing costs or the costs of the contractor planning and overseeing the overall survey programme because those costs cannot be disaggregated by individual survey.</ins></p><p><del class="ministerial">The R&amp;R Programme is carrying out tens of thousands of hours of complex building surveys and investigations to develop even more detailed records of the Palace of Westminster. 	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>IPSA considered a range of options for its new system of reimbursing MPs’ business costs and expenses. The system selected is more integrated and efficient than its predecessor systems, and holds the personal data of MPs and their staff more securely. The software selected is widely used in the United Kingdom, including in many public bodies. Prior to its launch in April, the effectiveness of the system was thoroughly tested, including by MPs and their staff. Its benefits include:</p><p> </p><p>- A ‘single sign-on’ capability to allow MPs and their staff to access the system directly through their secure parliamentary account without an additional logon.</p><p>- MPs and staff no longer need to send paper receipts and invoices to IPSA, but can scan or photograph them and upload them digitally onto the system. This improves data security and means that IPSA can process and reimburse claims more quickly.</p><p>- MPs’ staff members can now be reimbursed directly by IPSA for their own expenses rather than via their MPs.</p><p>- MPs and their staff are now able to amend their personal details, including any change of name or address, on the new system themselves, without needing to submit a form to IPSA.</p><p>- The new system allows claims from different budgets to be submitted on the same form, rather than having to submit multiple forms.</p><p>- MPs and their staff have constant access to financial information about the amounts left in their budgets and the status of any repayments or amounts owed, rather than waiting a monthly financial statement from IPSA.</p><p> </p><p>As of 13 June, 612 MPs have successfully submitted claims on the new system. IPSA is committed to supporting and training MPs and their staff as they become accustomed to the new online claims system. 	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>IPSA’s December 2018 user survey found that 68 per cent of MPs and their staff were satisfied with the support that they receive from IPSA on the phone, up from 53 per cent in 2017. Since the introduction of its new online finance and expenses system in April 2019, IPSA has experienced a higher-than-normal volume of calls, with some calls taking up to 45 minutes as MPs and their staff familiarise themselves with the new system. To respond to this increased demand, IPSA has recruited five temporary staff to answer the phone to MPs, and has temporarily closed its phone lines at 4pm in order to respond to the queries raised. IPSA expects to re-open its phone lines until 5pm when this demand subsides.</p><p>IPSA has a key performance target to respond to 90 per cent of emails within five days. In 2018-19, IPSA responded to over 85 per cent of the 54,500 letters and emails that were received within five working days of receipt. In April 2019, following the introduction on the new system, IPSA only replied to 70 per cent of emails within this target. This includes regulating and paying the salaries of staff members who work for MPs.</p><p> </p><p>Each MP is allocated a budget from which their staffing costs are paid. IPSA expected the programme to be completed in 2017-18. The full costs incurred to ensure IPSA could go live with IPSA Online at the beginning of the current financial year were £8.253 million.</p><p>The increase in cost was due in part to the unexpected General Election of June 2017 which diverted IPSA work for up to nine months to supporting MPs who left or joined parliament, and increased supplier costs. Costs also increased following a change of suppliers in September 2018 to improve the quality of IT support. Testing the system took longer than anticipated in order to ensure it was fully secure and free of technical problems. The increases in cost have been partly mitigated by savings elsewhere in IPSA’s budget. A full internal audit of the programme is currently taking place. This includes travel from anywhere in the UK back to Westminster, for parliamentary reasons. Following the Supreme Court’s judgement and the resumption of Parliament on 25 September 2019, IPSA also funded MPs’ travel costs from other countries where necessary, in order for them to return to Parliament.</p><p>In accordance with the Scheme of MPs’ Business Costs and Expenses, MPs have a period of 90 days from when they incur a cost to submit a claim for reimbursement, accompanied by evidence. Section 4(6) of the Act states that IPSA is only able to pay the salaries of MPs who have taken the Oath and thereby take their seats in parliament. Members were asked to communicate any queries by email, and IPSA staff then called or emailed them back to provide advice or resolve any issues.</p><p>Phone lines reopened on 21 April, when IPSA adopted the common retail approach of a call booking system. This was trialled with around 70 MPs’ offices on their User Group in order to ensure the system worked effectively. Following a successful trial, on 4 May the approach was implemented for all Members of Parliament and their staff who are now able to book phone calls with IPSA payroll and support staff at a convenient time. The Independent Complaints and Grievance Scheme was established in July 2018 and covers all members of the parliamentary community, including MPs. There have been two independent reviews of the ICGS since its establishment – the <a href="https://www.parliament.uk/globalassets/documents/conduct-in-parliament/icgs-six-month-review---final-report.pdf/icgs-six-month-review---final-report.pdf" target="_blank">6-month review</a> and the <a href="https://www.parliament.uk/contentassets/e3ed0297d92a400bb249c887a30aa59b/icgs-18-month-review_final.pdf" target="_blank">18-month review</a>. Alison Stanley carried out both reviews, the more recent one concluding in February 2021. Alison Stanley noted in her report in February that there has been much progress on the implementation of the scheme since the 6-month review, but there are still improvements to be made, particularly around the time taken for investigations to conclude. Her review contained 36 recommendations which, when implemented together, will make a significant difference to those who use the scheme.</p><p>The ICGS team has already made progress towards implementing these recommendations in important areas such as speeding up investigations, streamlining the ICGS process, smarter policies and processes, improved accessibility and stronger communications.</p><p>All ICGS cases against MPs are investigated by members of a pool of independent investigators contracted to work with the House Service, overseen by the Parliamentary Commissioner for Standards, who is herself independent and impartial. The Commissioner reviews the investigator’s final report, the accompanying evidence and the investigator’s recommendation. If the Commissioner finds that rules have been breached, she can require an apology to the House or, if she feels the sanctions available to her are not sufficient, can refer to the Independent Expert Panel.</p><p><a href="https://www.parliament.uk/mps-lords-and-offices/standards-and-financial-interests/independent-expert-panel/" target="_blank">The Independent Expert Panel</a> was established in June 2020; its members were appointed on 25 November following fair and open competition. The Panel is entirely independent, with no MPs taking part in its decisions or able to influence them. It hears appeals and decides sanctions in ICGS cases where complaints of bullying, harassment or sexual misconduct have been brought against MPs. Sanctions could include the suspension or expulsion of an MP, which would then require a vote in the House. 	answer	answer is ministerial correction date of answer 09/06/2021 answer text <p>The Derby Gate library was closed on 3 September 2018 to make way for works initiated by the Northern Estates Programme.</p><p>In anticipation of the closure, the Library worked with Members and In-House Services to identify alternative workspace and service point(s) for use by Members’ staff. The Library considered sharing space within the House of Lords eLibrary, based in Millbank, though this did not meet requirements.</p><p>Instead, in July 2018 the Administration Committee approved plans for a new Customer Services Hub based in Portcullis House (PCH) – <a href="https://old.parliament.uk/documents/commons-committees/admin-committee/Notes-of-discussion-2017-19/PI19-23-July-2018.pdf" target="_blank">Administration Committee’s Notes of discussion, 23 July 2018</a>. Informed by feedback from Members that a ‘one stop’ service centre would improve visibility and access to services, the Hub initially provided access to Library, Digital, Security and procedural services in addition to some, albeit limited, access to workspace for use by both Members and Members’ staff.</p><p>The Library ceased to provide a permanent service-point in the Customer Services Hub from January 2020. This was in response to low usage in 2019 and, in addition, feedback from Members and Members’ staff that additional workspace was required. By moving from the Hub, the Library thus freed-up additional space. This decision followed the principle, agreed by the House of Commons Commission in May 2018, that the Library and other services should reduce their footprint on the Northern Estate to make way for additional Members’ workspace when required – <a href="https://old.parliament.uk/business/committees/committees-a-z/other-committees/house-of-commons-commission/news-parliament-2017/decisions-14-may-20180514111111111/" target="_blank">House of Commons Commission Decisions, 14 May 2018</a>.</p><p>All the same, the Library continues to welcome Members’ staff into the Oriel Room (the reception area of the main Library suite within the Palace) to browse briefing papers, request book loans and place requests face to face with Library staff. Members’ staff are also welcome to consult documents in the Reference Room of the Library, on request. Library services can also be browsed online: see <a href="https://commonslibrary.parliament.uk/about-us/services/" target="_blank">Services for MPs and MPs' staff - House of Commons Library</a>.</p><p>The space previously occupied by the Derby Gate library will return to use in 2021, once works have been completed. The space has been reconfigured as a meeting room and open space, available to Members and Members’ staff for meetings and quiet work. This arrangement was requested by the Administration Committee in May 2020, to compensate Members for the loss of other meeting space in 1 Parliament Street – <a href="https://committees.parliament.uk/publications/2920/documents/28122/default/" target="_blank">Administration Committee’s Note of discussion, 18 May 2020</a>. Of these 12 are small objects from the Parliamentary Art Collection made between the 17th and 19th centuries. The remaining six are items of 19th century historic furniture or fabric which contain small amounts of ivory decoration.</p><p>There are two accessioned items documented in the Parliamentary Archives which contain ivory. These are a Book of Common Prayer containing decorative ivory crosses and a set of ink stamps with ivory handles. There are no accessioned items documented in either the House of Lords Library or House of Commons Library made of, or containing, ivory.</p><p>A non-accessioned First World War book of remembrance in the House of Lords includes an ivory Tudor rose in the binding. The Committee has announced that its inquiry will cover the &quot;transparency and appropriateness of funding of APPG activities and secretarial support&quot;. The inquiry will also cover other subjects including financial governance and controls, use of passes, the role of external secretariats and the risk of APPGs being used for access by lobbyists, other organisations or foreign governments, and who should be accountable for ensuring that APPGs comply with the rules.</p><p>The Committee has taken written evidence in this inquiry, which is available on its website, and plans to announce a series of oral evidence session after the summer recess and making a report to the House as soon as possible. This would refurbish 42 lifts in the Palace of Westminster and 15 lifts on other parts of the Estate. Please note – this is an estimated cost. In addition, it is still to be determined how many of these lifts will be delivered as part of this Programme or delivered as part of R&amp;R.</p><p>The programme will deliver a full electrical and mechanical refurbishment to the lifts so that they continue to be safe to use. The majority of these projects are driven by health and safety, personnel and asset protection, or critical operational need. To provide a comprehensive list would exceed the prohibitive cost threshold for responding to a Parliamentary Question.</p><p>The overall funding for capital works is set each year by the Commission through the Medium-Term Investment Plan following advice from the Finance Committee. There is a rigorous process of financial control for all projects, overseen by the House’s Audit Committee, and the progress of all projects is monitored routinely by the Joint Investment Board* and the Finance Committees of both Houses. In addition, there is a regular flow of assurance – monitoring how projects are delivered against time, cost and quality – provided by a variety of external bodies.</p><p>*The Joint Investment Board (JIB) is a sub-committee of the House of Commons Executive Board and House of Lords Management Board. For capital works projects, JIB provides prioritisation, scrutiny and assurance, maintaining an overview of the capability and capacity of the project community.
