The zoo standards require that tethered birds of prey should be flown at least four times a week unless tethered for medical treatment; that no bird of prey should be tethered permanently, and that all birds of prey should be given the opportunity to fly or move around freely during part of the year. Resting birds of prey should also be provided with sufficient aviary space. Individuals who are on a zero hours contract, part-time contract, or any other type of flexible arrangement can still be eligible for the same statutory employment rights as any permanent, full-time individual if they are doing the same work.</p><p> </p><p>The latest figures show that the proportion of people on zero hours contracts remains small (2.6 per cent of the labour force). It supports the poorest with tools they can use for their own development. These initiatives include:</p><ol><li>Supporting job creation and regulatory reform in high-potential sectors that provide opportunities for women and youth employment, including agriculture, services to the mining industry, tourism and household services (clean cooking, off-grid energy, on-site sanitation).</li><li>Fostering innovation and job creation through technical assistance to competitively selected businesses with the potential to create large scale jobs and grow to provincial, national and eventually regional businesses.</li><li>Increasing access to finance for growing businesses and facilitate new investment sources, including global impact investors (e.g. the ImpactCapitalAfrica initiative), local private wealth individuals (e.g. first-of-a-kind crowd-funding from Zambian residents) and state assets (e.g. engagement with Zambia’s development bank and pension funds).</li><li>Responding to high levels of urbanisation and Zambia’s geographical challenges by helping municipalities improve urban planning and supporting key Ministries and the private sector to develop more effective infrastructure solutions.</li><li>Piloting technology applications that deliver on development challenges and create and support sustainable businesses such as in rural mobility and off-grid cold chains.</li><li>Support climate smart agriculture approaches and financial inclusion for the rural and peri-urban poor.</li></ol><p> </p><p>DFID also provides direct support to create an enabling environment for citizens’ representation. The Government of Zambia has not yet declared an emergency but estimates that 1.5 million people will need emergency assistance over the next nine months. We are in contact with the Government’s Disaster Management and Mitigation Unit and with the World Food Programme about how best to distribute food supplies in the event that the Government requests support. We are exploring with the UN the feasibility of emergency cash transfers and responding to a likely increase in acute malnutrition cases. Through its Climate Smart Agriculture programme, DFID is supporting over 260,000 small-scale farmers to protect yields better from the impact of climate change. 	answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>The Ministry of Justice (MOJ) and Youth Justice Board (YJB) receive regular representations from local authorities on a wide range of issues relating to the youth justice system, including in relation to grants.</p><p> </p><p>The YJB Good Practice Grant contributes directly to YOS’ statutory work - including preparing pre-sentence reports and supervising youth offenders during sentence as well as front-line work to reduce offending and re-offending by young people. It also contributes to work to prevent children offending and coming into the youth justice system in the first instance. In addition to the YJB Good Practice Grant, the YJB also offer discrete additional grants for specific projects or initiatives, for example funding for restorative justice. The YOS also receives funding from their local authority, health, probation, the police, and, where applicable, the Welsh Government.</p><p> </p><p>The YJB will be allocating a total of £72.2m in grants for 19/20, meaning that overall allocation for the front line will be greater than the previous year. 	answer	answer is ministerial correction date of answer 04/07/2019 answer text <p>Table A attached sets out the total funding the Youth Justice Board (YJB) has given to local authorities in each year from 2009/10 to 2017/18 as published in the 2017/18 annual youth justice statistics (published totals for 2018/19 are not yet available). Table B breaks this down by local authority. The majority of this funding helps support the day-to-day business of Youth Offending Teams (YOTs), but it also includes some discrete additional grants for specific projects or initiatives, for example funding for restorative justice. The annual recorded value of the additional grants is set out in Table C.</p><p> </p><p>Due to a change in reporting processes the additional grants given in 2014/15 and 2015/16 were not included in the published totals in the 2017/18 youth justice statistics. 	answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>In March 2019, the Home Secretary announced the award of a £200m endowment to the charity Impetus, to establish the Youth Endowment Fund. Applied over ten years, the funding will be used by the Youth Endowment Fund to support interventions steering children and young people away from involvement in crime and violence and to find, generate and apply best available evidence about which approaches are most successful.</p><p>The Youth Endowment Fund has been established to operate independently of Government, and publishes information about its activities here: <a href="https://impetus.org.uk/youth-endowment-fund.%20" target="_blank">https://impetus.org.uk/youth-endowment-fund. </a></p><p>The £200m endowment was awarded at the end of March by way of a Grant Agreement. Since this award, Impetus has rapidly been establishing the Youth Endowment Fund’s operations and has launched its first call for proposals. This is an open call, to fund and evaluate interventions primarily targeting young people aged 10-14 who are judged to be at risk of being drawn into crime and violence. This first funding round opened on the 28 May and will close on the 23 July, at which point applications will be assessed. As such, no projects have yet been awarded funding and no bids have been rejected.
