	answer	answer is ministerial correction date of answer 08/07/2019 answer text <p>The Court of Appeal’s judgment that one paragraph in the Prevent Duty Guidance for Higher Education Institutions in England and Wales is unlawful (which applies correspondingly to the same or similar paragraphs in the Prevent Duty Guidance documents for higher education in Scotland, and for further education institutions in England and Wales, and in Scotland) does not affect the rest of the guidance documents, which should continue to be read as before.</p><p>The Government continues to consider its position regarding its next steps in relation to this judgment. Channel exists to provide confidential and voluntary support to people who are vulnerable to being drawn into terrorism. Many types of support are available, addressing educational, vocational, mental health, and other vulnerabilities. Ideological mentoring is common</p><p>In 2017/18 there were 7,318 individuals referred to Prevent. Of these, 6,356 (87%) were male, and 947 were female (13%). Of all those referred, 3,197 (44%) were referred for concerns related to Islamist extremism, and 1,312 (18%) were referred for concerns related to right wing extremism.</p><p>We do not routinely collect data on the nationality of those referred to Prevent. A Channel panel will, on a monthly basis, monitor the progress of an individual in receipt of Channel support. When the panel decides that a person has no further terrorism-related concerns they will leave the Channel programme. Of those who were provided with support through Channel in 2017/18, 84% left the programme with no further terrorism-related concerns. Support to address particular non-radicalisation related concerns could continue in some cases and would be managed outside of the Channel programme</p><p><br>People in receipt of support from the Channel programme but who drop out may be offered alternative forms of support by the local authority or other providers. 	answer	answer is ministerial correction date of answer 02/07/2019 answer text <p>The Investigatory Powers Act 2016 provides extensive and world-leading privacy safeguards. This sits alongside a robust oversight regime with independent mechanisms for redress.</p><p>The Investigatory Powers Commissioner, the Rt hon Lord Justice Fulford, is responsible for overseeing the use of investigatory powers by the intelligence agencies. The safeguards and oversight regime provided for in the Act are designed to ensure that all relevant bodies are in full compliance with its requirements. In addition, the related Codes of Practice provide information on the processes associated with applying to use each of the powers, as well as the safeguards and oversight arrangements that will ensure the powers are used in the intended manner.</p><p>On 9 May the Home Secretary announced, through a written ministerial statement to Parliament, that a report of the Investigatory Powers Commissioner found that MI5 may not have had sufficient assurance of compliance with particular safeguards in the Investigatory Powers Act which relate to processing information obtained under a warrant.</p><p>In response to the Commissioner’s report, MI5 have taken immediate and substantial mitigating actions to address the concerns raised. Work to implement those mitigations is ongoing and is being treated as a matter of the highest priority, both by MI5 and the Home Office.
