PCNs are agreed for the majority of practices in the area. It is expected that confirmation for the remaining small number of practices not yet signed up will be given before the deadline of 30 June. As soon as the full structure is agreed, it will be communicated with the Leicester population and stakeholders. 	answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>The priority for the Primary Care Network (PCN) overall will be to ensure that it builds on the core of current primary care services by enabling greater provision of proactive, personalised, coordinated and more integrated health and social care. PCNs will take part in the Network Contract Directed Enhanced Service from July 2019. This provides funding for additional capacity in general practice, extended access and clinical leadership. The priorities for individual PCNs will be determined locally by their Clinical Director and leadership team, in close conjunction with their local authority and clinical commissioning group. These priorities must be within the context of the seven service specifications that are being published and which will set out what all networks have to deliver. The seven are focused on areas where PCNs can have significant impact against the ‘triple aim’ of improving health and saving lives, for example from strokes, heart attacks and cancer; improving the quality of care for people with multiple morbidities; and helping to make the National Health Service more sustainable, for example, by helping to reduce avoidable hospital admissions.</p><p>The specifications cover the following topics:</p><p> </p><p>- Structured medications review and optimisation;</p><p>- Enhanced health in care homes, to implement the vanguard model;</p><p>- Anticipatory care requirements for high need patients typically experiencing several long-term conditions, joint with community services;</p><p>- Personalised Care, to implement the NHS Comprehensive Model;</p><p>- Supporting early cancer diagnosis;</p><p>- Cardiovascular Disease (CVD) prevention and diagnosis; and</p><p>- Tackling neighbourhood inequalities.</p><p> </p><p>The framework can be viewed at the following link:</p><p><a href="https://www.england.nhs.uk/wp-content/uploads/2019/01/gp-contract-2019.pdf" target="_blank">https://www.england.nhs.uk/wp-content/uploads/2019/01/gp-contract-2019.pdf</a></p> answering member constituency South Ribble answering member printed Seema Kennedy question first answered 24/06/2019 16:52:29 answering member 4455 label Biography information for Seema Kennedy

	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>HMRC may open an investigation into an employer’s compliance with National Minimum Wage law either following a worker complaint or via proactive risk-based enforcement activity. Where HMRC find no minimum wage arrears are due, they will not take enforcement action such as issuing a Notice of Underpayment and financial penalty.</p><p> </p><p>Where HMRC find that arrears are due to workers they will generally issue a Notice of Underpayment and financial penalty. In some cases, employers may be allowed to carry out self-correction action which ensures that workers are paid the money due to them without the issue of a Notice of Underpayment. We have more than doubled HMRC’s budget for NMW compliance and enforcement since 2015 to £27.4 million for 2019/20.</p><p> </p><p>The Director of Labour Market Enforcement recommended evaluation of the National Minimum Wage Naming Scheme in his 2018/19 Strategy. 	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>DFID officials are aware that the Palestinian Authority (PA) has begun to make partial salary payments to public sector officials earning 2,000 NIS (£425) or above a month and can confirm that this includes health and education sector public servants whose salaries are funded through UK aid. The UK continues to support a stable PA which can act as an effective partner for peace with Israel. UK aid to the PA’s health and education sectors is used exclusively to pay the salaries of vetted health and education public servants, including teachers, doctors and nurses, in the West Bank. The EU vets the list of PA health and education sector employees before every disbursement of financial aid to ensure only eligible beneficiaries receive UK aid, at a range of grades based on the PA payroll system. These payments are then independently audited. 	answer	answer is ministerial correction date of answer 26/06/2019 answer text <p>The Government is committed to providing victims of modern slavery with the support they need by ensuring the effectiveness of the National Referral Mechanism (NRM). The NRM - our system for identifying and supporting victims of modern slavery - operates as a bridge; it lifts someone out of a situation of exploitation, provides them with a period of intensive support, and then puts them on the road to recovery.</p><p>In October 2017, the Government announced an ambitious package of reforms to the NRM, which were developed following extensive stakeholder consultation. These reforms focus on ensuring the NRM is effective in delivering what victims want: quicker and more certain decision-making that stakeholders and victims have confidence in; improved support for adult victims before, during and after the NRM; improved identification of victims; and improved support to child victims of modern slavery.
