	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>The Department has not made an assessment of this nature.</p><p> </p><p>Caution should be exercised when considering any assessment of arrears derived from local authority level data which seeks to compare the legacy and Universal Credit welfare systems. This is because they do not compare groups with the same characteristics; typically, the legacy benefit group have been on benefits for some time, where the arrears may be under long-term management. The Universal Credit group, on the other hand, are often new to benefits, and are likely to have experienced a change in their circumstances – for example, a debt-creating event like losing a job or separation. Any arrears for this group will not have been under management and had time to clear.</p><p> </p><p>The initial analytical work we have carried out with a housing provider suggests that many tenants are arriving on Universal Credit with pre-existing rent arrears, that their arrears tend to increase prior to making a claim for Universal Credit, and that Universal Credit actually appears to be helping to clear arrears over time. We are currently extending this analysis to include a number of other housing providers. It will be published when completed. Furthermore, according to latest figures in November 2018 about 8 per cent of social rented households were on Universal Credit; therefore, it is difficult to see how a national trend can be attributed to Universal Credit.</p><p> </p><p>We have, however, responded to concerns in this area by putting a number of safeguards in place, such as 100% advances repayable over 12 months, increasing to 16 months in October 2021; a two-week Transition to Universal Credit Housing Payment; a new Help to Claim service to assist people to make their claim more easily; and Managed Payment to Landlord Arrangements, which allow for payments direct to the landlord if the tenant is likely to have difficulty in managing their rent payments, is unlikely to pay their rent or is in rent arrears equivalent to two months.</p><p> </p><p>Furthermore, in Scotland, the Department delivers Universal Credit Scottish choices on behalf of the Scottish Government, providing the option of Universal Credit being paid twice a month rather than monthly, and having Universal Credit housing element being paid directly to landlords.</p> answering member constituency Colchester answering member printed Will Quince question first answered 18/06/2019 15:28:46 answering member 4423 label Biography information for Will Quince

To strengthen implementation of the Family Test, we are currently working across government with a newly created Family Test Network.</p><p> </p><p>To fulfil this role DWP works with a range of other departments to ensure the policy we deliver for children and families is effective, but it does not coordinate children and families’ policy across government.</p><p> </p><p>Part of the role of the Minister of State for Disabled People, Health and Work is to work across government to encourage development of policies to tackle the barriers disabled people face to realising their full participation in society. Irrespective of the outcome of Article 50 negotiations with the European Union, the government wants UK and European countries to continue to give young people and students the chance to benefit from each other’s world-leading universities post-exit.</p><p>We are open to exploring participation in the Erasmus+ successor scheme (2021-27) though this will ultimately be subject to wider UK-EU negotiations on the future partnership. This is part of considering a wide range of options with regards to the future of international exchange and collaboration in education and training, including potential domestic alternatives.</p><p>While Erasmus+ is the largest mobility programme in which the UK participates, evidence suggests that around half of UK higher education outward mobilities take place outside of the Erasmus+ programme. These include the appointment of an international education champion to help build links with priority countries and unlock barriers to international exchange and partnership. 	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>The UK is committed to negotiating an ambitious free trade agreement with the United States as soon as we have left the European Union.</p><p> </p><p>The President and Prime Minister have made clear on a number of occasions their shared commitment to an ambitious, wide-ranging free trade deal that reflects the strength of our bilateral relationship. We welcome the publication by the US Administration of their negotiating objectives for a free trade agreement with the UK as well as the President’s positive public comments during the recent state visit.</p><p> </p><p>Although we cannot enter into negotiations with the US until we leave the EU, there is still much that we can do to lay the groundwork for an ambitious deal. This includes:</p><p> </p><p>Completing our domestic UK processes so that we are ready to start negotiations;</p><p> </p><p>Continuing our conversations with the Office of the US Trade Representative to prepare for live negotiations. These conversations are well advanced, including through the UK/US Trade and Investment Working Group, which has now met five times since it was established in July 2017. Our position is definitive: the NHS is not, and never will be, for sale to the private sector, whether overseas or domestic. The government will ensure no trade agreements will ever be able to alter these fundamental facts.</p><p> </p><p>The UK’s public services are protected by specific exceptions and reservations in existing EU Free Trade Agreements (FTAs). The IMF recently estimated this to be in the order of -0.5% of global GDP in 2020. The UK is engaging with partners across the globe to seek a resolution. We are clear that nobody benefits from trade wars.</p><p> </p><p>The UK shares some of the US’s concerns with China’s trade practices and believes they should be addressed through structural reform in China and through multilateral cooperation, including ambitious reform of the World Trade Organization (WTO). The UK supports a global rules-based trade system. Alongside the Withdrawal Agreement, the EU undertook to notify its treaty partners that the UK is treated as a Member State for the purposes of EU international agreements during the Implementation Period.</p><p> </p><p>Nevertheless, we continue to work on replicating the effects of existing trade agreements with Canada and the Southern African Customs Union and Mozambique partner countries, which includes South Africa. Our bilateral trade was £6.6bn in 2018, an increase of 16.4% from 2017. UK exports to Taiwan grew by 40% from £1.96bn to £2.76bn (latest [ONS] data). As we leave the EU, we are committed to strengthening our trade partnership with Taiwan, and across Asia Pacific, including through the annual UK-Taiwan Trade Talks – due to take place in London in October.
