	answer	answer is ministerial correction date of answer 17/06/2019 answer text <p>Academy trusts have primary responsibility for their own financial affairs and where the Education and Skills Funding Agency intervene, we work with each trust to put in place a recovery process that underpins education provision with strong financial management and oversight. This can include the provision of deficit funding, issuing a financial notice to improve or, in the most serious cases, termination of the Funding Agreement.</p><p>Where we have provided deficit funding as part of this process, this information is reflected in trusts’ accounts. Attached is a document setting out deficit funding information for the most recent year available, financial year 2017-18. 	answer	answer is ministerial correction date of answer 17/06/2019 answer text <p>As Minister of State for Apprenticeships and Skills, I work with the Department for Business, Energy and Industrial Strategy on the annual remit for the Low Pay Commission (LPC), who are responsible for making recommendations to the government about minimum rates of pay including the Apprenticeship Minimum Wage.</p><p>The government implemented in full the LPC’s 2019 recommendations. These included an apprentice rate as well as taking into account the long-term benefits that apprentices derive from training, the needs of employers and individual sectors and wider labour market pressures.</p><p>The current Apprentice National Minimum Wage rate rose to £3.90 per hour in April 2019, up from £3.70 per hour. This is a 5.4% increase and the apprentice rate is now at a record high in nominal and real terms. This includes children with special educational needs and disabilities. To help achieve this ambition, the department has opened 34 new special free schools through the free schools programme, with a further 91 approved to open in the future.</p><p>The department’s experience of opening special free schools has shown that the commitment from local authorities is important so that new schools compliment the local education offer and are a close match for what families need. The government is absolutely committed to widening access for students from disadvantaged backgrounds. We recognise that the barriers to access and success can be particularly high for some groups including students estranged from their families.</p><p> </p><p>However, government plays no direct role in the provision of student residential accommodation, nor does it specifically fund universities to provide such accommodation. As such, it is for HE providers to consider how they can best support all their students with their accommodation needs, including estranged students.</p><p> </p><p>The Office for Students (OfS), the regulator for HE in England, encourages HE providers to sign the ‘Stand Alone Pledge’ and to consider a range of options around accommodation, including offering 365 day options to estranged students, or developing a summer accommodation bursary to act as a buffer for estranged students during the summer months. This includes a range of monetisable and non-monetisable benefits and costs to ensure we capture all sources of potential economic value and cost. As such, it is not possible to provide a breakdown of how the department’s ISC allocation is spent.</p><p>The ISC ensures that we can continue to invest in developing the skills that the country needs and also addresses skills gaps in the workforce. Similarly, it helps to maintain funding levels for each of the devolved administrations.</p><p>My letter of 17 January 2019 to the chairs of the Education and Home Affairs committees about the ISC, has been placed in the Libraries of both Houses and is available to view at the following link: <a href="http://www.parliament.uk/business/publications/business-papers/commons/deposited-papers/" target="_blank">www.parliament.uk/business/publications/business-papers/commons/deposited-papers/</a>.</p><p>An internal review of the ISC, based on Home Office data, was undertaken in the second quarter of 2018.
