As the largest international funder of tuberculosis programmes, the Global Fund has a key role in meeting these commitments, and a full replenishment in October will be essential. The Global Fund’s work will necessarily complement that of national governments, which retain primary responsibility for protecting their citizens from tuberculosis. 	answer	answer is ministerial correction date of answer 13/06/2019 answer text <p>The UK Government recognises that strengthening TB prevention, diagnosis and treatment contributes to preventing antimicrobial resistance (AMR) and strengthening health systems.</p><p> </p><p>Drug-resistant TB currently accounts for one-third of all deaths from AMR. The UK is leading work on development of new antibiotics and treatment combinations and new ways to rapidly test for drug resistance. DFID’s support to the Global Fund helps to ensure rapid rollout of new tools. For example, UK funding has helped to roll out a new multi-drug-resistant TB treatment regimen in 30 countries where the Global Fund operates.</p><p> </p><p>Strengthening TB prevention, diagnosis and treatment also contributes to strengthening broader health systems. The UK condemns Houthi interference in the operations of local banks in north Yemen, including the arrest of banking staff in February 2019.</p><p> </p><p>Effective economic regulations, alongside appropriate economic policies, will have critical humanitarian benefits in Yemen. Whilst the latest total food import levels into Yemen have exceeded pre-conflict requirements, high prices continue to drive the risk of famine.</p><p> </p><p>The need for effective economic regulation was demonstrated last year, when the Yemeni Riyal lost more than half of its value between January and October 2018. This caused prices to rise steeply and risked making food unaffordable for millions of vulnerable Yemenis. These efforts have been incredibly successful, seeing a 99% reduction in cases of polio over the last 30 years.</p><p> </p><p>The Global Polio Eradication Initiative has recently published its new strategic plan for the next phase of eradication activities, until 2023. The strategy does not commit to eradicate Polio by a certain date, as we know that the virus is still circulating in the most difficult environments where it’s extremely hard to reach every last child, such as parts of Afghanistan and Pakistan. There will be a Polio moment in November when international donors are expected to announce ongoing commitment to the global eradication efforts. We are concerned by the high levels of poverty, unemployment, food insecurity, and the impacts of the humanitarian situation on children. The World Health Organisation (WHO) in a report on 31 May titled ‘The Gaza trauma response’, noted that from 30th March 2018 to 30th March 2019, during the ‘Great March of Return’ demonstrations, 172 people became permanently disabled because of their injuries, of whom 36 were children.</p><p> </p><p>The UK is committed to help the growing needs of approximately 1.5 million registered refugees in Gaza through support to the UN Refugees and Works Agency (UNRWA). Between 2019-2020, the UK will provide up to £80m to UNRWA. UNRWA runs over 274 schools and educates over 278,000 children in Gaza. We are providing £2 million to the International Committee of the Red Cross (ICRC) to help support several of the most urgent health needs in Gaza, including drugs, surgical equipment and physical rehabilitation for people with disabilities. The Foreign Secretary raised the detention of women’s rights defenders during his visit to Saudi Arabia in March. The UK was signatory to the joint statement on 7 March at the United Nations Human Rights Council which raised significant concerns about reports of continuing arrests and arbitrary detentions of human rights defenders in Saudi Arabia, including women's rights activists. During humanitarian emergencies, violence against women and girls can increase in both frequency and severity. DFID funded ‘What Works to Prevent Violence’ research in South Sudan revealed that over 73% of girls and women experienced intimate partner violence.</p><p> </p><p>The UK is an active member of the Call to Action on Protection from Gender-based Violence in Emergencies, which brings together governments, UN agencies, international NGOs and civil society organisations to share best practice and report on progress against shared commitments on preventing and responding to GBV. Baroness Sugg represented the UK at the conference and reiterated the UK’s strong leadership on ending all forms of SGBV, announcing UK political commitments which included ensuring access to life-saving sexual and reproductive health services for women and girls in humanitarian crises and £7 million of support to tackle SGBV in Syria through our partnership with the United Nations Population Fund (UNFPA).</p><p> </p><p>The UK reaffirmed our commitments made under the Call to Action on Protection from Gender Based Violence in Emergencies. Through initiatives such as Preventing Sexual Violence in Conflict (PSVI) and the Ending Sexual and Gender-Based Violence (GBV) in Humanitarian Crises Conference (Oslo Conference) we are continually challenging ourselves and others to step up and do more to tackle the problem.</p><p> </p><p>At the Oslo Conference the UK announced an additional £7 million in funding for GBV in Syria. We are committed to continuing to step up our GBV prevention and response but these efforts are not limited to DFID funding. UK leadership includes advocating for all humanitarian actors to recognise SGBV as a shared priority and investing in evidence that demonstrates both the scale of the problem and effective interventions to address SGBV. That is why the UK government puts the empowerment of girls and women at the heart of everything we do and is an essential component of our fight against AIDS.</p><p> </p><p>We are currently the second biggest donor to the Global Fund, which has embraced gender equality as central to accomplishing its mission. We also integrate HIV prevention and treatment into sexual, reproductive health and rights and maternal and child health programmes across much of sub-Saharan Africa. However, the Chinese government is on record as supporting the extradition proposals.</p><p>The UK regularly raises Hong Kong at all levels with China. These latest attacks build on a pattern of destabilising Iranian behaviour and pose a serious danger to peace and stability in the region.</p><p> </p><p>The UK remains in close coordination with international partners to find diplomatic solutions to de-escalate tensions. Our Ambassador to Iran sought and was granted a meeting with the Iranian government on 15 June, where they discussed developments in the region and a range of other topics.</p><p> </p><p>We have long made clear to Iran our concern about their destabilising regional activity, particularly the proliferation of ballistic missiles and support to non-state groups, in Iraq, Syria, Yemen and elsewhere. In targeting civilian shipping, international norms have been violated. It is essential that tankers and crews are able to pass through international waters safely. We call on Iran urgently to cease all forms of destabilising activity.</p><p> </p><p>On 22-23 June, I met with senior Iranian Government representatives. I held open, frank and constructive conversations with the Iranian authorities.
