star this property answer text <p>In 2018, 513,962 children (187,082 girls and 326,880 boys) were unable to continue their education due to the closure of over 1,000 schools related to security reasons in Afghanistan. According to UNICEF this marks a fourfold increase to the previous year.</p><p> </p><p>DFID has invested in the Education Cannot Wait Global Fund which supports the Education in Emergencies Working Group led by the Ministry of Education in Afghanistan. Its aim is to ensure every child in Afghanistan can learn without fear and in safety, and to enable them to reach their full potential.</p> more like this

star this property answer text <p>We are concerned about the deterioration of humanitarian access in Taiz and Ad-Dhale, following the recent escalation of fighting. We are closely engaging with the UN’s Humanitarian Co-ordinator and organisations delivering humanitarian assistance to establish the severity of the operating conditions they are facing.</p><p> </p><p>The UK continues to call on all parties to the conflict to comply with UN Security Resolution 2451 to facilitate safe, rapid, and unhindered access for humanitarian actors. We are clear that there can be no military solution to this conflict. A political settlement is the only way to provide long term stability to Yemen and address the worsening humanitarian crisis. We encourage further constructive engagement from both parties to achieve this.</p> more like this

star this property answer text <p>The UK is providing a range of support to displaced people in Yemen in response to the displacement of 3.3 million people since the conflict began in 2015. Last financial year (2018/19), for example, we <del class="ministerial">provided</del> <ins class="ministerial">contributed to the provision of </ins>food assistance to over 490,000 internally displaced people (IDPs) and since June 2017 we have helped over 40,000 IDPs receive psychosocial support and provided over 35,000 with life-saving health care.</p><p> </p><p>The UK has also supported the International Organisation for Migration (IOM) and United Nations High Commissioner for Refugees (UNHCR) to provide primary healthcare and mental health services, legal assistance, child protection and support to survivors of gender-based violence. We are supporting IOM and UNHCR with £9 million this financial year (2019/20) to allow them to continue providing these vital services.</p> more like this

star this property answer text <p>The commitments of the UN High-Level Meeting on TB included ambitious targets for TB control, prevention and treatment. As the largest international funder of tuberculosis programmes, the Global Fund has a key role in meeting these commitments, and a full replenishment in October will be essential. The Global Fund’s work will necessarily complement that of national governments, which retain primary responsibility for protecting their citizens from tuberculosis. Since the High-Level Meeting, the UK has worked with others to develop an accountability framework for delivering on the commitments, which has now been finalised.</p> more like this

star this property answer text <p>The Global Fund has a key role to play in ending the epidemics of AIDS, tuberculosis and malaria and achieving universal health coverage. To reach its ambitious $14 billion target for the Sixth Replenishment, it will be necessary for donors to step up from both public and private sectors. As part of the G7 Health Ministers’ Declaration in May 2019, the UK affirmed its commitment to support the success of the Sixth Replenishment and to improve the effectiveness and sustainability of the Global Fund’s programmes. Since then we have remained in close contact with our international counterparts to encourage them to ensure the replenishment is a success.</p> more like this

star this property answer text <p>The UK Government recognises that strengthening TB prevention, diagnosis and treatment contributes to preventing antimicrobial resistance (AMR) and strengthening health systems.</p><p> </p><p>Drug-resistant TB currently accounts for one-third of all deaths from AMR. The UK is leading work on development of new antibiotics and treatment combinations and new ways to rapidly test for drug resistance. DFID’s support to the Global Fund helps to ensure rapid rollout of new tools. For example, UK funding has helped to roll out a new multi-drug-resistant TB treatment regimen in 30 countries where the Global Fund operates.</p><p> </p><p>Strengthening TB prevention, diagnosis and treatment also contributes to strengthening broader health systems. The UK’s investment in the Global Fund is building national capability to deliver quality health services and contributing to Universal Health Coverage and to ensuring that no country and no person is left behind.</p> more like this

star this property answer text <p>The UK welcomes recent efforts by both parties to constructively engage with the UN Special Envoy Martin Griffiths to implement the Stockholm agreements, including sharing Hodeidah port revenues for the payment of public salaries.</p><p> </p><p>Together with the international community, the UK is working with the Government of Yemen’s Prime Minister’s Office and the Central Bank of Yemen to develop a plan to sustainably finance the Stockholm agreement’s ambition for the payment of public sector salaries across Yemen, through an accountable budgetary process.</p><p> </p><p>We welcome the Government of Yemen’s leadership of paying salaries to some health workers in Houthi-controlled areas and all public workers in Hodeidah this year. We encourage this to continue which will be vital in restoring key services such as schools and health clinics and boosting the livelihoods of public-sector workers.</p> more like this

star this property answer text <p>The Department for International Development does not have insight into how Houthi revenue flows have changed over time. The UK condemns Houthi interference in the operations of local banks in north Yemen, including the arrest of banking staff in February 2019.</p><p> </p><p>Effective economic regulations, alongside appropriate economic policies, will have critical humanitarian benefits in Yemen. Whilst the latest total food import levels into Yemen have exceeded pre-conflict requirements, high prices continue to drive the risk of famine.</p><p> </p><p>The need for effective economic regulation was demonstrated last year, when the Yemeni Riyal lost more than half of its value between January and October 2018. This caused prices to rise steeply and risked making food unaffordable for millions of vulnerable Yemenis. This depreciation was reversed after UK-led efforts released over $400 million of hard currency (provided by Saudi Arabia), to importers bringing food into the country.</p><p> </p><p>We will continue to constructively engage with the Government of Yemen to prevent any repeated depreciation, and to stabilise Yemen’s economy through more effective and transparent management of its public finance.</p>

star this property answer text <p>The UK is a long-standing supporter of the polio eradication efforts led by the Global Polio Eradication Initiative. These efforts have been incredibly successful, seeing a 99% reduction in cases of polio over the last 30 years.</p><p> </p><p>The Global Polio Eradication Initiative has recently published its new strategic plan for the next phase of eradication activities, until 2023. The strategy does not commit to eradicate Polio by a certain date, as we know that the virus is still circulating in the most difficult environments where it’s extremely hard to reach every last child, such as parts of Afghanistan and Pakistan. There will be a Polio moment in November when international donors are expected to announce ongoing commitment to the global eradication efforts. The UK is currently considering the new strategic plan and will make announcements on Polio in November 2019.</p> more like this
