	answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>In the Future Telecoms Infrastructure Review, the Government supports the introduction of flexible, shared spectrum models - such as dynamic spectrum access - and the release of additional public sector spectrum as strategic priorities. Government believes that spectrum sharing would enable new players, alongside existing mobile operators, to access and invest in new business models whilst enabling innovative solutions to connectivity challenges, such as in rural areas.</p><p> </p><p>Today, we have the tools and technologies needed to allocate spectrum on a dynamic basis. Government will continue to work with Ofcom and industry to support innovation and investment and deliver improvements in coverage. We believe that the market expansion model will aid these objectives and encourage competition. The Government recently consulted on these ambitions in the Statement of Strategic Priorities. Following the Future Telecoms Infrastructure Review which sets out the Government’s national, long-term strategy for delivering world leading telecoms infrastructure across the UK, the Government is working to create the right conditions for the deployment of 5G.</p><p> </p><p>Ministers have regular discussions with Mobile Network Operators on a full range of subjects relating to mobile coverage and future digital infrastructure development, including 5G. Specific issues relating to health concerns and the natural environment are the responsibility of DHSC/Public Health England (PHE) and DEFRA respectively.</p><p> </p><p>A considerable amount of research has been carried out on radio waves and we anticipate no negative effects on public health.</p><p>PHE’s Centre for Radiation, Chemical and Environmental Hazards (CRCE) takes the lead on public health matters associated with radiofrequency electromagnetic fields, or radio waves, used in telecommunications.</p><p>Central to PHE advice is that exposures to radio waves should comply with the guidelines published by the International Commission on Non-Ionizing Radiation Protection (ICNIRP). MNOs will lead the rollout 5G in the UK and it is for them to to confirm the details of the steps they plan to take to upgrade their network infrastructure.</p><p> </p><p>The Government is setting the policy and regulatory environment needed to ensure the right conditions for investment in the development of 5G networks. 	answer	answer is ministerial correction date of answer 12/06/2019 answer text <p>As announced by the Secretary of State for the Department for Digital, Culture, Media and Sport on 12 June, we will shortly be consulting on proposals to simplify planning processes in England to support the rollout of 5G and further improve mobile coverage in rural areas.</p><p>Public Health England’s (PHE’s) Centre for Radiation, Chemical and Environmental Hazards takes the lead on public health matters associated with radiofrequency electromagnetic fields, or radio waves, used in telecommunications. Central to PHE advice is that exposure to radio waves should comply with the guidelines published by the International Commission on Non-Ionizing Radiation Protection (ICNIRP). 	answer	answer is ministerial correction date of answer 04/11/2019 answer text <p>The Government is committed to create a policy and regulatory environment which will ensure the most efficient use of radio spectrum (or airwaves), including setting the right conditions for the development and deployment of 5G networks while protecting important satellite services and applications.</p><p> </p><p>Government departments and agencies have been actively involved in the work of international telecoms groups, ITU (International Telecommunications Union) and CEPT (European Conference of Postal and Telecommunications Administrations), to study the necessary technical conditions for 5G, to ensure that they meet internationally agreed protection criteria for satellite communication and scientific satellites, including Copernicus.</p><p> </p><p>These technical conditions must balance the needs of the 5G industry and the science community. Such conditions have already been agreed within Europe. That included £35 million for nine winning projects from our rural and industrial 5G competitions, and a new £30 million open competition - 5G Create - that will launch in due course.</p><p><strong> </strong></p><p>The Programme ensures that each of our projects has a security strategy in place that identifies and mitigates security risks and is proportionate for R&amp;D environments. Testbeds are encouraged to employ nationally recognised standards and best practice security approaches. This includes identifying and mitigating supply chain risks and taking steps to manage High Risk Vendors. None of the successful projects announced as part of Industrial 5G and Rural Connected Communities will use equipment from high risk vendors. We have made good progress toward these aims, with 5G networks available in over 70 UK towns and cities and the investment of £200m in a 5G testbeds and trials programme.</p><p><strong> </strong></p><p>5G deployment is still in its infancy and decisions on rollout and deployment remain a matter for the network operators themselves, based on need and demand for 5G services. 	answer	answer is ministerial correction date of answer 16/06/2020 answer text <p>It is not possible to quantify the proportion of current and planned 5G networks that are safety-related, safety-critical networks and security-critical network functions.</p><p>Safety-related and safety-critical networks in non-telecoms Critical National Infrastructure do not relate to public 5G networks.</p><p>Security-critical network functions in the 5G network relate to the sensitive ‘core’ of the mobile network. As no public networks have deployed a 5G core, it is not possible to calculate what proportion of the current 5G networks are covered by the ‘core’. Commercial decisions on the design and make-up of future 5G networks rests with the individual operators.
