star this property answer text <p>​In 2019-20, funding available for investment in apprenticeships in England has risen to over £2.5 billion, double what was spent in 2010-11 in cash terms. This is used to fund apprenticeships for all employers, including apprenticeships started before the introduction of the levy as well as those started since by levy-payers and non-levy payers.</p><p>Small and medium-sized enterprises, most of whom do not pay the apprenticeship levy, are the lifeblood of our economy and it is essential that our reforms work for these employers. Over the course of the next year, we will be giving employers who do not pay the levy greater control over how they pay for their apprenticeship training and assess and recruit their apprentices. Employers will have access to a larger pool of training providers to deliver the training that meets their needs and supports growth. We are achieving this by giving small and medium-sized employers in England access to the full benefits of our award-winning online apprenticeship service, on the same basis as levy-payers.</p><p>To make sure there is a well-managed gradual transition for smaller employers away from the current system and onto the apprenticeship service, we are extending contracts with providers for training apprentices with non-levy payers until April 2020.</p><p> </p><p>The recent settlement will determine budgets for the 2020-21 financial year only. The longer-term financial challenges facing the programme will be considered as part of the full Spending Review in due course.</p>

star this property answer text <p>The most recent statistics on apprenticeship starts by industry sector covers the academic years 2012/13 to 2016/17 and are published at the following link: <a href="https://www.gov.uk/government/statistics/apprenticeships-in-england-by-industry-characteristics" target="_blank">https://www.gov.uk/government/statistics/apprenticeships-in-england-by-industry-characteristics</a>.</p><p>The UK Standard Industrial Classification of economic activities does not include a specific category for the technology sector. However, the ‘Information and communication’ category includes several specific sub-sectors related to technology (e.g. telecommunications, computer programming and information service activities).</p><p>In 2016/17 there were 9,410 starts in the information/communication sector in the UK and 1,440 starts in the information/communication sector in the South East.</p><p>Data is not published at constituency level so the number of starts in the Woking constituency is not available.</p>

star this property answer text <p>Under the 2008 Education and Skills Act, local authorities have a statutory duty to identify and track participation of 16 and 17-year-olds in education or employment with training, to support those who are not participating to do so, and to make sure there is sufficient, suitable education and training provision to meet their needs. Local authorities also have a duty to work with schools to identify those young people who need targeted support or who are at risk of not participating post-16. Alongside this, they must lead the September Guarantee process which guarantees all young people a suitable place in further education at the end of years 11 and 12.</p><p>In line with these duties, where a young person is identified as ‘Not in Education, Employment and Training’ (NEET), the local authority has a responsibility to work with them. Similarly, where a young person’s destination is identified as ‘not known’, the local authority must continue to try to locate and contact the young person through various routes.</p><p>Local authorities may choose to organise their tracking of young people in a variety of ways; however, all local authorities have a duty to submit monthly data to the Department for Education’s ‘National Client Caseload Information System’ (NCCIS). This data is then published by the department, throughout the year in various publications, for transparency purposes.</p><p>The department publishes the NEET scorecard annually, which pulls together all of the NCCIS data published throughout the previous year and other relevant data. The scorecard ranks local authorities into 5 groups based on their performance on the percentage of 16 and 17-year-olds NEET and whose activity is not known. The department actively performance manages those local authorities in the bottom group. These actions can vary from engagement at official level, meetings and ministerial letters.</p><p>As this year’s scorecard has yet to be published, it will not be possible to confirm at this time exactly what action will be taken with individual local authorities. However, as local authority groups will be based on the NCCIS NEET and participation data, published on 20 June 2019[1], which shows that Lancashire County Council’s NEET and not known percentage is 10%, of which 8% were not known, which is above the North West average of 3.2% and the England average of 2.9%, it is likely that performance management action will be taken in relation to Lancashire local authority.</p><p>The department’s performance management approach has worked well in the past, with the majority of the local authorities contacted achieving improvements in their submitted data. star this property answer text <p>Apprenticeships benefit people of all ages and backgrounds, offering high quality on and off-the-job training. Level 6+ and degree apprenticeships offer people an alternative to full time university, as well as the opportunity to upskill or re-train throughout their lives.</p><p> </p><p>The Degree Apprenticeship Development Fund (DADF) aims to enable and encourage greater social mobility and widen participation. The DADF has supported 103 higher education (HE) providers and has resulted in 4,464 degree apprentice starts. The Office for Students has published an evaluation of the fund, which can be found at the following link: <a href="https://www.officeforstudents.org.uk/media/7cd79cd8-536f-49e5-a55f-ebd83b344b16/dadf-evaluation.pdf" target="_blank">https://www.officeforstudents.org.uk/media/7cd79cd8-536f-49e5-a55f-ebd83b344b16/dadf-evaluation.pdf</a>.</p><p> </p><p>HE providers, such as universities, can include degree apprenticeships in their Access and Participation Plans; these set out how they will support underrepresented groups and help individuals from disadvantaged backgrounds access and succeed in HE. The National Apprenticeship Service works with local partners to ensure that apprenticeships at all levels are available in disadvantaged areas.</p><p>We are running an employer engagement campaign, ‘Opportunities through Apprenticeships’, working with partners in Portsmouth, Nottingham, South Tyneside and Torbay. It aims to support social mobility by creating opportunities for more apprentices from disadvantaged areas to undertake high value apprenticeships with higher earnings potential and progression, such as degree apprenticeships.</p><p> </p>

star this property answer text <p>As part of its agreed responsibilities, the Institute for Apprenticeships and Technical Education recommends and reviews funding bands to make sure that employers can access high quality apprenticeships, and that funding bands represent good value for money for employers and the government.</p><p>The Institute has highlighted its intention to improve transparency in its approach towards pricing all apprenticeships and will work with trailblazer groups of employers to test improvements. star this property answer text <p>Employers are at the heart of government’s reforms on apprenticeships, designing new high-quality apprenticeship standards that meet the needs of their industries.</p><p>There are 116 engineering and manufacturing standards available for employers in the shipbuilding industry to choose from, and a total of 487 standards available across a wide range of sectors from Business and Administration to Health and Science.</p><p>The Engineering Technician standard at Level 3 has been developed by employers, including employers in the defence industry such as BAE Systems, Babcock and the Royal Navy. This includes the following maritime defence pathways: Maritime Electrical Fitter, Maritime Mechanical Fitter, Maritime Fabricator and Maritime Pipeworker.
