We believe that this transparency is motivating employers to take action, but these regulations are new and we will be monitoring them closely.</p><p> </p><p>We continue to urge employers to go beyond the reporting requirements by publishing an action plan, setting out the steps they are taking to improve gender equality, just under half of employers did this in the first year. Respondents to the review agreed that property based taxes are easy to collect, difficult to avoid, relatively stable compared to other taxes, and that they have a clear link with local authority spending.</p><p> </p><p>The Government has taken repeated action to reduce the burden of business rates for all ratepayers. Reforms and reliefs announced since Budget 2016 will reduce rates by more than £13 billion over the next five years. We are in the final year of a multi-year settlement deal and have made £46.4 billion available this year for local services including those for children’s services. The latest release of these data show that in England and Wales, the perinatal mortality rate in 2016 was 6.6 deaths per 1,000 births. This is similar to 2015 when there was a rate of 6.5 deaths per 1,000 births. There has been a general decline in national perinatal mortality rates in recent years; for example, the rate in 2010 was 7.4 deaths per 1,000 births. Data specifically for Slough have only recently begun to be published by the ONS. Therefore, it is not possible to make an assessment of the trends in perinatal mortality in the Slough constituency at this stage. However, in 2016 there were 29 perinatal deaths recorded in Slough representing a perinatal mortality rate of 11 deaths per 1,000 births.</p><p>The Government remain committed to the national ambition to halve the 2010 rates of stillbirths, neonatal and maternal deaths and brain injuries that occur during or soon after birth by 2025 and to achieve at least a 20% reduction in these rates by 2020. Time spent in temporary accommodation means people are getting help and it ensures no family is without a roof over their head.</p><p>We have put in place an ambitious programme of work to support households out of Temporary Accommodation. The Homelessness Reduction Act, which came into force in April 2018, bolsters the support offer for families and individuals by ensuring that there are more opportunities for local authorities to put in place bespoke interventions to either prevent homelessness from happening in the first place, or relieve them from a homelessness crisis where it does occur.</p><p>We have also put in place targeted funding streams focused on reducing the number of households in Temporary Accommodation as part of our £1.2 billion spending programme. Section 251 outturn data shows for example, total SEND transport spend (on a gross basis) was £645 million in 2014-15 and £769 million in 2017-18: <a href="https://www.gov.uk/government/collections/statistics-local-authority-school-finance-data" target="_blank">https://www.gov.uk/government/collections/statistics-local-authority-school-finance-data</a>. The British Horseracing Authority (BHA) is responsible for the safety of racehorses at British racecourses and work alongside the RSPCA and World Horse Welfare to make horseracing as safe as possible.</p><p> </p><p>However, both I and the BHA consider that more can be done to make horseracing safer which is why I have been holding regular discussions with the BHA about this. Most recently on the 14 May, I met with the BHA as well as the new independent Chair of the BHA’s newly appointed Horse Welfare Board. This was a constructive meeting where the number of fatalities of racehorses was acknowledged and both sides agreed that further action is required to tackle avoidable harm and make the sport safer.</p><p> </p><p>The Board committed to doing all it can to improve welfare outcomes. We also expressed serious concern over TMC's announcement that it would cease negotiations and called for an agreed transfer of power to a civilian-led government. Our Embassy in Khartoum calls on members of the TMC both in public and directly the steps that needed to be taken to improve the situation in Sudan, including the release of all political detainees.</p><p>We look to the TMC now to take appropriate steps to provide confidence for protestors and create the conditions necessary for the resumption of dialogue, which includes investigation into the 3 June attack and Freedom of Media and the Internet being switched back on. We have said that the TMC must re-engage in the political process with the protestors and opposition to ensure an agreed transfer of power to a civilian-led authority, as demanded by the Sudanese people, in a swift, orderly and peaceful manner. There are now 4.9 million women aged 50 and over in the workforce compared to 4.2 million five years ago.</p><p>We will spend £55 billion [£55.4bn] this year (2019/20) on benefits to support disabled people and people with health conditions. Two key themes of the action plan are encouraging reporting and increasing support to victims.</p><p>The Action Plan includes a number of commitments that are addressing all forms of hate crime, including a review of hate crime legislation by the Law Commission which commenced earlier this year, a public awareness campaign which has run twice, and the current Online Harms White Paper con-sultation.</p><p>There are also a number of specific commitments addressing homophobic, biphobic and transphobic hate crime, which have been informed by the Government’s 2018 LGBT Action Plan. Risks to staff are continually assessed, and suitable controls are implemented accordingly. The effectiveness of those controls is monitored at local and national level, and through joint audit work with prison unions.</p><p> </p><p>HMPPS recognises that the physical, emotional and social wellbeing of employees is paramount. All HMPPS staff have access to an occupational health service and employee assistance programme. This includes 24 hour, 365 days a year access to signposting and counselling, and trauma support services.</p><p> </p><p>It is a priority to ensure that prisons are places of safety and reform and the government has invested an additional £70 million investment in safety, security and decency. We awarded increased funding to services in April this year and made a commitment of £24m over three years. This funding is reaching 96 rape support centres across England and Wales, ensuring specialist provision in each of the country’s 42 Police and Crime Commissioner areas.</p><p>We provide £306,849 funding for helplines and online services to ensure that all victims, regardless of location, can access support.</p><p>Services in receipt of Ministry of Justice grant funding are expected to understand and respond to the specific needs of victims in their area. This includes the provision of services tailored to victims that may face additional barriers, such as BAME groups, to accessing support.</p><p>Victims may also access Sexual Assault Referral Centres (SARCs). There are 47 SARCs in England who carry out forensic medical examinations and offer counselling services. NHS England Investment in SARCs will increase to £35m by 2020. BSL forms part of the flexible local offer (non-statutory) and qualifications are either fully funded (if the learner is unemployed or participating in the low wage trial) or co-funded depending on the age, prior achievement and employment status of the learner. BSL qualifications at level 3 and above can be funded through an Advanced Learner Loan.</p><p> </p><p>We have not undertaken any recent assessment of the impact of costs on learners looking to participate in BSL courses, therefore we are unable provide a formal assessment of the impacts of cost on participation levels. However, the department publishes the National Aims Report showing the number of further education and skills enrolments by individual learning aim, broken down by different type of provision including BSL aims. Only aims with 50 or more enrolments per year are included in this report. This includes funding 57 organisations with up to £9m from the Home Office to help vulnerable EU citizens to apply.</p><p> </p><p>Ensuring that vulnerable EU citizens are supported to obtain status is a core element in the delivery of the scheme. They will be able to use e-Gates if they are travelling on a biometric passport.</p><p>EU citizens will not be routinely asked to prove that they have been granted status under the EU Settlement Scheme after EU Exit in order to re-enter the UK but systems will be in place to allow border officials to make such checks where necessary. As of 31 August 2019, 1.3 million people have now applied to the EU Settlement Scheme. Of these, approximately 66,700 are non-EU family members. EU citizens and their families have until at least 31 December 2020 to apply, and the Home Office will continually monitor interest and intake to the scheme throughout its lifetime.</p><p>Further advertising and stakeholder communications are underway to continue to raise awareness of the scheme.
