	answer	answer is ministerial correction date of answer 06/06/2019 answer text <p>Home Office officials have now considered the International Civil Aviation Organisation (ICAO) standards.</p><p>Those standards relate to identity documents such as passports and national identity cards that contain a biometric chip. We are aware that a digital ID is being proposed for use in verifying age during the purchase of alcohol which takes the form of a mobile phone app. It does not incorporate a biometric chip into the mobile device. It sets out a number of licensing objectives, one of which is the protection of children from harm. This objective informs all licensing authorities’ decisions and all licensed premises should promote it. It is illegal to sell age-restricted products to underage consumers whether that is in person or the sales are online, including home delivery. We expect all retailers to have suitable policies in place to ensure this is the case.</p><p> </p><p>Enforcement of the Licensing Act is locally led. The Act provides Local Authorities with a range of powers to monitor and enforce adherence to all licensing objectives, including instances where underage sales may be occurring. As is protocol for studies of this kind, the participants have been kept anonymous but the Commission has not provided any formal advice or notification to the Department on the report’s content or recommendations. DCMS officials have regular discussions with the Gambling Commission on a range of issues relating to gambling regulation and the evidence on gambling.</p><p>Issues around the advertising and marketing of gambling and the rules governing land-based gambling form part of the broad scope of the government's Review of the Gambling Act 2005.
