	answer	answer is ministerial correction date of answer 29/05/2019 answer text <p>Since the introduction of The Universal Credit (Transitional Provisions) (SDP Gateway) Amendment Regulations 2019, which came into force on 16th January 2019, claimants who are entitled, or have been within the last month, to an award of an existing benefit that includes SDP have not been required to move to Universal Credit; even if they have experienced a relevant change in their circumstances. 	answer	answer is ministerial correction date of answer 29/05/2019 answer text <p>All Department for Work and Pensions’ digital services are designed and built in line with Government Digital Service guidelines, and international standards for IT accessibility (Web Content Accessibility Guidelines (WCAG) version 2.1). The intention is to make the services usable by as many people as possible without the use of assistive technology, and to be compatible with screen reading and magnifying tools for those people requiring them.</p><p> </p><p>To ensure that they meet these standards, the services are tested during the development process and prior to implementation. This includes both a range of technical tests and assessment of their usability by intended end users.</p><p> </p><p>Feedback from users of the services is encouraged and acted upon.</p><p> </p><p>Specifically, for Universal Credit Full Service (UCFS), we continue to work closely with service users and their representatives and have recently completed our second external Audit that provided WCAG AA accreditation. The Department has a dedicated team ensuring that user experience (and accessibility is key to this) is at the heart of the way we develop the service.</p><p> </p><p>For people unable to access or use digital services, assistance to make and maintain their claim is available via the Freephone Universal Credit helpline. Face-to-face support is also available in Jobcentres. In exceptional circumstances, a home visit can be arranged to support a claimant in making and maintaining their claim.</p><p> </p><p>From 1 April 2019 Citizens Advice (England and Wales) and Citizens Advice Scotland are delivering the new ‘Help to Claim’ support to claimants making a new Universal Credit (UC) claim or moving from a legacy benefit to UC because of a change of circumstances. The Citizens Advice Help to Claim offers tailored, practical support to help people make a UC claim up to receiving their first full correct payment on time. We take a life course approach and are working with other Departments to tackle barriers to employment that start early in life. For example, we work with Department for Education on implementing the Maynard Task Force recommendations which help people with learning disabilities to access Apprenticeships. DWP is also testing ways to improve our support to this group, through initiatives like the Local Supported Employment proof of concept, which seeks to build our evidence base on how we can best help users of adult social care (many of whom have learning disabilities) to be able to work.</p><p> </p><p>Through Disability Confident, we are encouraging employers to offer more opportunities to disabled people, including people with a learning disability. Nearly 12,000 employers are signed up to the scheme and we recently announced our commitment to increase this number to 20,000 over the year.</p><p> </p><p>Access to Work supports disabled people, including those with learning disabilities, who are in work or participating on Traineeships, apprenticeships or supported internships. Last year, record numbers of people with learning disabilities received support from Access to Work, with figures up 22% on 16/17.</p><p> </p><p>The Government is working with the Supported Business Alliance (SBA) and The British Association for Supported Employment (BASE) to:</p><ul><li>help them develop a new quality mark for supported businesses and</li><li>to develop a new long term element of Access to Work to continue support for those already working for a supported business, and help more disabled people to join them.</li></ul><p>This will help those with the most severe barriers to work, including people with learning disabilities.</p><p> </p><p>We are investing £40m in a new Intensive Personalised Employment Support programme, which rolls out in late 2019 and is expected to benefit 10,000 people. Effective identity verification and authentication, using commonly applied standards across the Department, will protect the personal data of customers and make a direct contribution to the prevention of identity fraud.</p><p> </p><p>DWP does require people applying for Personal Independence Payment to provide proof of identity. This is sought prior to processing a completed application form to ensure any benefit awarded is paid to the right person. This proof is initially sought verbally at the start of the claim process when the customer will be asked security questions from the information DWP already holds. 	answer	answer is ministerial correction date of answer 07/06/2019 answer text <p>The Government recognises and appreciates the vital contribution made by all informal carers.</p><p>We think it is right that people in full-time education should be supported by the educational maintenance system, via its range of loans and grants, rather than the social security benefit system. That is why, as a general principle, full-time students are usually precluded from entitlement to income-related and income-maintenance benefits, including Carer’s Allowance. Part-time students may be able to claim Carer’s Allowance though.
