This model of monthly payments allows claimants to take responsibility for budgeting their own income and helps prepare them for getting back to work.</p><p> </p><p>Many claimants are capable of managing their own financial affairs and for these claimants a Managed Payment to Landlord is not appropriate. However, we recognise that additional support is sometimes necessarily to ensure rent is paid on time.</p><p><strong> </strong></p><p>Our Trusted Partner scheme allows social landlords to play a key role in engaging with their tenants who are on Universal Credit, helping those who cannot manage their housing payments to access the support available and to help put managed payments in place where appropriate. We are rolling out the scheme alongside the Landlord Portal, which provides social landlords with the ability to submit information directly to the Universal Credit online system, supporting the timely and accurate payment of housing costs to Universal Credit claimants.</p><p> </p><p>The Department is developing a facility whereby social landlords whose tenants are on the landlord portal are able to advise Universal Credit about an annual rent change through the platform. 	answer	answer is ministerial correction date of answer 07/06/2019 answer text <p>The Government recognises and appreciates the vital contribution made by all informal carers.</p><p>We think it is right that people in full-time education should be supported by the educational maintenance system, via its range of loans and grants, rather than the social security benefit system. That is why, as a general principle, full-time students are usually precluded from entitlement to income-related and income-maintenance benefits, including Carer’s Allowance. Part-time students may be able to claim Carer’s Allowance though. We have a responsibility to advertise Universal Credit and have been doing so for some time. This helps ensure people understand the benefits they may be entitled to and that they have the information they need when it comes to making a claim.</p><p>The Department has a responsibility to ensure claimants do not miss out on their full entitlements and to encourage people to make their claim as quickly as possible.</p><p>To identify complaint cases concerning the Universal Credit campaign in the Metro newspaper would require every complaint case to be examined. So, this data could only be collated at a disproportionate cost to the Department.</p><p>In November 2018 Ministers agreed to the principle of national media partnership. The specific Metro campaign was taken forward by Departmental officials. This is compared to 77,150 who had their claim awarded at initial decision. Up-rating UK State Pensions for recipients who are overseas residents is longstanding; state Pensions are payable worldwide and are up-rated where there is a legal requirement to do so.</p><p> </p><p>The policy on the up-rating of UK State Pensions paid to recipients living outside the UK has been in place for over 70 years. The UK State Pension is payable worldwide without regard to nationality. Entitlement to the UK State Pension is based on the national insurance contributions on a person’s national insurance record. The annual index-linked increases to UK State Pensions are paid to recipients overseas only where there is a legal requirement to do so, for example in EEA countries or in countries where there is a reciprocal agreement in place that provides for the up-rating of the UK State Pension. 	answer	answer is ministerial correction date of answer 29/05/2019 answer text <p>No Universal Credit (UC) claimant has to wait five weeks for their first payment and there are many reasons why people use foodbanks.</p><p> </p><p>If required, advances of up to 100 per cent of their expected UC award are available to claimants from day one of their claim. Advances are paid back over a maximum of 12 months and in the Autumn Budget 2018, we announced that from October 2021, the payback period for these advances will be extended further, allowing claimants up to 16 months.</p><p> </p><p>This is just one of a number of measures the Department has put in place to support claimants such as paying those claimants moving from Housing Benefit onto UC a two week ‘transitional housing payment’.
