Following the Future Telecoms Infrastructure Review which sets out the Government’s national, long-term strategy for delivering world leading telecoms infrastructure across the UK, the Government is working to create the right conditions for the deployment of 5G.</p><p> </p><p>Ministers have regular discussions with Mobile Network Operators on a full range of subjects relating to mobile coverage and future digital infrastructure development, including 5G. Specific issues relating to health concerns and the natural environment are the responsibility of DHSC/Public Health England (PHE) and DEFRA respectively.</p><p> </p><p>A considerable amount of research has been carried out on radio waves and we anticipate no negative effects on public health.</p><p>PHE’s Centre for Radiation, Chemical and Environmental Hazards (CRCE) takes the lead on public health matters associated with radiofrequency electromagnetic fields, or radio waves, used in telecommunications.</p><p>Central to PHE advice is that exposures to radio waves should comply with the guidelines published by the International Commission on Non-Ionizing Radiation Protection (ICNIRP). Government has so far allocated £200 million from the National Productivity Investment Fund to the 5G programme to help establish new business models and revenue streams.</p><p>It is important to note that the vast majority of commercial rollout of 5G services will be delivered by industry, with services launching in the UK later this year. Government believes that spectrum sharing would enable new players, alongside existing mobile operators, to access and invest in new business models whilst enabling innovative solutions to connectivity challenges, such as in rural areas.</p><p> </p><p>Today, we have the tools and technologies needed to allocate spectrum on a dynamic basis. Government will continue to work with Ofcom and industry to support innovation and investment and deliver improvements in coverage. We believe that the market expansion model will aid these objectives and encourage competition. The Government recently consulted on these ambitions in the Statement of Strategic Priorities. Mr Öcalan, the leader of the Kurdistan Workers' Party, is in our view a convicted terrorist. We hope that a peace process can be resumed in the future and have provided funding to a number of civil society organisations in Turkey seeking to build dialogue between different relevant actors on the Kurdish issue.</p><p>Regarding Mr Öcalan's imprisonment, we expect Turkey to respect its international obligations with regard to prison conditions. This includes acting on the recommendations of the Committee for the Prevention of Torture (CPT) of the Council of Europe concerning prisoner association, isolation and access. When raising Mr Öcalan's case with the Turkish authorities, we have encouraged them to implement the recommendations made by the CPT following their visit to the prison in 2016. In this regard, we note the fact that Mr Öcalan was granted access to two lawyers on 2 May. We also note that the CPT paid a further visit to Imrali prison in mid-May, and that the Turkish Minister of Justice has this month lifted the court restriction on lawyers' visits to Imrali prison. Academy trust accountability is founded on a clear framework communicated and regulated by the Education and Skills Funding Agency (ESFA), through trusts’ funding agreement and the Academies Financial Handbook.</p><p> </p><p>The Academies Financial Handbook requires that all academy trusts have appropriate whistleblowing procedures in place. Academy trusts must also ensure that all concerns raised with them by whistleblowers are responded to properly and fairly. Whistleblowers can also report allegations of fraud or financial irregularity to the ESFA. In-year spending often presents an inconsistent picture.</p><p> </p><p>Of the 2,631 academies without a sponsor, 1,243 are recorded as having expenditure that exceeded income in 2017/18. This can often be planned expenditure using reserves strategically. There were 182 with a cumulative deficit. If the sums are significant, the trust may, as appropriate, be subject to scrutiny or intervention by ESFA. Of the 83 local authority maintained schools in the process of becoming a sponsored academy, 50 had expenditure that exceeded income, while 28 had a cumulative deficit.</p><p> </p><p>When a local authority maintained school with a deficit becomes a sponsored academy, the deficit remains with the local authority, in line with our published guidance. It has developed a Code of Practice for food businesses; provided local authorities with guidance to ensure business compliance; and worked with catering establishments to reduce acrylamide formation during food preparation.</p><p>The FSA continues to take an active role in European Union/United Kingdom negotiations to develop a process for setting regulatory limits for acrylamide in certain products such as those intended for infants and young children.</p><p>The EU does not include acrylamide in its list of priority additives contained in cigarettes and roll-your-own tobacco that are subject to enhanced reporting obligations under the EU Tobacco Products Directive (2014/40/EU).</p><p>The best way to reduce the risk from tobacco smoke is to reduce smoking. Academy trusts’ status as companies, charities and public sector bodies, means they have a more rigorous tri-partite framework and are held up to greater scrutiny. The Education and Skills Funding Agency (ESFA) has worked closely with the Trusts and investigations are ongoing.</p><p>The results of the investigations are sensitive and cannot be shared at this time. Investigations are by nature complex and can take time to achieve the desired outcome. According to UNICEF this marks a fourfold increase to the previous year.</p><p> </p><p>DFID has invested in the Education Cannot Wait Global Fund which supports the Education in Emergencies Working Group led by the Ministry of Education in Afghanistan. Our analysis is that the Taliban cannot win this conflict. The British Government believes a political peace settlement, between the Afghan government and the Taliban, is the only way to achieve lasting stability and security in Afghanistan. We welcome the progress made towards starting a credible peace process by the US Special Representative for Afghan Reconciliation, Zalmay Khalilzad. We continue to urge the Taliban to take advantage of the current opportunity for peace, and to begin a genuine dialogue with the elected government of Afghanistan.</p><p>Her Majesty's Government, along with our North Atlantic Treaty Organization allies and other partners, also remains committed to supporting The Afghan Government and the Afghan National Defence and Security Forces. This is vital to protect the Afghan population from the conflict and from terrorist groups such as Al Qaeda and Daesh Khorasan Province. This includes work that we cannot breakdown geographically such as our funding to the Global Environment Facility and our work on curbing illicit financial flows. We also invest substantial sums in tackling deforestation which helps to protect habitats for endangered species such as the Sumatran tiger and Asian elephant. 	answer	answer is ministerial correction date of answer 12/06/2019 answer text <p>The UK Government takes the issue of substandard and falsified medicines seriously and is committed to tackling malaria. Through DFID and the Department of Health and Social Care, we fund the WHO Global Surveillance and Monitoring System, which helps countries to identify and report substandard and falsified products, including anti-malaria medication in Africa.</p><p> </p><p>DFID also funds the Global Fund to Fight AIDS, TB and Malaria, which is committed to responsible and sustainable procurement and investigates any reported cases of substandard and falsified medicines through its Office of the Inspector General. We support countries to strengthen their health systems and work closely with partners to raise awareness on good distribution practices to minimise the risk of these medicines entering the supply chain.
