	answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>The Government’s recently strengthened National Planning Policy Framework says that local authorities should promote healthy, inclusive and safe places which encourage walking and cycling. The Department for Transport’s guidance on Local Cycling and Walking Infrastructure Plans (LCWIPs) helps local authorities to identify priorities for investment and a pipeline of projects to encourage more walking and cycling.</p><p> </p><p>The Department has also recently revised its Traffic Signs Regulations and General Directions to enable the use of various innovations which will support the uptake of cycling, including low-level cycle signals, a new parallel crossing for pedestrians and cyclists, and new ways of signing cycling and walking routes.</p><p> </p><p>The Department is updating Local Transport Note 2/08 ‘Cycle Infrastructure Design’ and will publish the updated guidance in due course.</p><p> </p> answering member constituency Northampton North answering member printed Michael Ellis question first answered 24/06/2019 09:35:15 answering member 4116 label Biography information for Sir Michael Ellis

This is available from Table 1308 at the link below:</p><p><a href="https://www.gov.uk/government/statistical-data-sets/transport-expenditure-tsgb13" target="_blank">https://www.gov.uk/government/statistical-data-sets/transport-expenditure-tsgb13</a></p><p> </p><p>Please note this table gives absolute changes in the indices and covers 1987 to 2017.</p><p> </p><p>(d) The costs of travelling by air are not available from ONS data. However, DfT estimates are available based on fare data collected from the Civil Aviation Authority passenger survey from 2000. The real cost of the average UK one-way air fare, including taxes and charges, covering domestic flights from 2010 to 2017 decreased by 22%. From 2015 to 2017 the real cost decreased by 18%. Total greenhouse gas emissions for each mode of transport are published in Transport Statistics Great Britain table ENV0201: <a href="https://www.gov.uk/government/statistical-data-sets/energy-and-environment-data-tables-env" target="_blank">https://www.gov.uk/government/statistical-data-sets/energy-and-environment-data-tables-env</a>. Total emissions for each transport mode are calculated using various methodologies and data sources. Due to the differences in data sources and calculation methods, it is currently not possible to disaggregate total emissions in a way that allows the calculation of comparable average passenger emissions for the different transport modes. Where the scheme has a wider range of beneficiaries, the Government will consider, along with other relevant stakeholders, the need for additional public funding on a case-by-case basis.</p><p> </p><p>The Western Rail Link to Heathrow is being promoted by Network Rail and is expected to benefit both airport and non-airport users. The scheme must demonstrate a satisfactory business case; with the cost to the public purse being a factor. This means current and prospective electric vehicle drivers are able to easily locate and access charging infrastructure that is affordable, reliable and secure. A better consumer experience of using public chargepoints is central to this vision. The Alternative Fuel Infrastructure Regulations requires that all public chargepoints provide ad-hoc access which means EV drivers can charge at any chargepoint without having to enter into a contract with an infrastructure operator nor be in the possession of multiple RFID cards. The Automated and Electric Vehicles Act goes further by providing the government with a range of powers to improve the charging experience for current and future including the powers to specify a uniform method of payment. The Government continues to monitor market developments closely.
