answer text <p>We announced on 2 November that new Disability Confident (DC) Leaders (Level 3) and Disability Confident Leaders applying for re-accreditation will need to use the voluntary reporting framework (VRF) to publicly report on disability employment. A copy of which is attached. Although there is flexibility in how employers can use the VRF, we expect that most DC Leaders would choose to combine it with their annual report and accounts.</p><p> </p><p>We developed the voluntary reporting framework with a group of employers and disability stakeholders. It is deliberately designed to be flexible, recognising that different employers start in different places. It does not require reporting on pay and we have no current plans to require pay reporting.</p><p> </p><p>Disability Confident leaders are now required to publicly report using the voluntary reporting framework and one of the measures the framework encourages is the number of disabled people employed.</p><p> </p><p>The definition of disability in the voluntary reporting framework is self-declared, asking employees if they ‘consider’ themselves to have a disability. The framework is both voluntary and flexible, designed based on feedback from employers and other stakeholders. If we choose to go further in future, we will look at the case for alignment with the definition of disability in the Equality Act 2010.</p><p>We are committed to reducing the disability employment gap, and will report on progress regularly. We will consider the case for a target as part of our work on the new National Disability Strategy which we have committed to publish by the end of 2020.</p>

answer text <p>The most recent Prisoner Escort and Custody Services (PECS) procurement process, which covers securely moving both adults and children, commenced in August 2020 and runs for ten years. This contract covers a range of services including secure transportation between prisons, police stations and other named places of detention and courts as well as transportation of prisoners between prison establishments and includes transition moves from the youth to adult estate.</p><p> </p><p>The Criminal Justice Act 1991 (as amended) and section 12 and Schedule 2 of the Criminal Justice and Public Order Act 1994 as amended by the 2007 offender management act, covers staffing requirements for moving children. All suppliers must demonstrate their technical and professional ability to deliver services, including compliance with the Equality Act 2010, as well as a sound economic and financial standing during any procurement process.</p><p> </p><p>Requirements for the supplier to implement behavioural management policies are included within the PECS contract outlines and cover Human rights, where use of restraint may be applicable and a requirement that any use is reported. There is an expectation that mechanical restraints would not be routinely used for children unless a risk assessment confirms they are necessary.</p><p> </p><p>The PECS suppliers are required to adhere to Prison Service Instructions covering the use of restraint, and their Standard Operating Procedures, training and supervision will be structured around these policy documents. Further to this the PECS contract requires suppliers to have a programme of development and refresher training for their staff which includes training for dealing with young people. Suppliers are also required to review any use of force and ensure that any appropriate lessons are learned, shared and implemented.</p>

answer text <p>The government places great value upon international exchange and collaboration in education and training. This will continue to be the case after we leave the EU and establish new relationships with academic institutions across Europe and the rest of the world.</p><p>If it is in the UK’s interests, we will seek to participate in specific EU programmes as a third country. While the regulations for future EU programmes are still in the process of being developed, the draft Political Declaration envisages the possibility of UK participation in EU programmes like Erasmus+ and the negotiation of general terms of participation. Officials are preparing for all eventualities and are considering a wide range of options with regard to the future of international exchange. These include potential domestic alternatives to the Erasmus+ programme for the 2020/21 academic year and beyond, should we need them.</p> more like this
