star this property answer text <p>The Government is committed to protecting people with disabilities in the workplace and The Equality Act 2010 places obligations on employers with disabled employees, including the requirement to make reasonable adjustments, which may include granting leave related to the employee's disability.</p><p> </p><p>However, the Act recognises the need to strike a balance between the needs of disabled people and those of employers. What is ‘reasonable’ will be different for each employer because of factors such as the practicality and the cost of making the adjustment. A court or tribunal may ultimately make a final decision on whether a particular person meets the definition of disability in the Act and whether an adjustment request is reasonable.</p><p> </p><p>Practical advice on reasonable adjustments is available from a number of sources, including Acas and the Equality and Human Rights Commission (EHRC). The EHRC’s examples of reasonable adjustments for employers include disability leave.</p><p> </p><p>If a disabled person feels that they have not been treated fairly by an employer, the Equality Advisory Support Service (EASS) offers information and advice about discrimination, including disability discrimination. EASS can be contacted by telephone, via an online contact form or by post.</p>

star this property answer text <p>In respect of apprenticeships, we have undertaken a number of actions to improve access to apprenticeships for people with learning difficulties and/or disabilities. We have made British Sign Language (BSL) an alternative to English Functional Skills for those who have BSL as their first language and we have adjusted the minimum English and maths requirements for those who are able to meet the occupational standard of their apprenticeship but would struggle to achieve the regular English and maths minimum requirements.</p><p> </p><p>It is encouraging to see that 36,900 apprenticeships were started by individuals with learning difficulties and/or disabilities in the first three quarters of 2018/9. This is 12.3 per cent of all apprenticeship starts and an increase from 11.5 per cent at the same point in 2017/18.</p><p> </p><p>We continue our work with Mencap and our Pacesetters group, made up of a range of organisations and local authorities to identify what further support we can give those with learning difficulties and/or disabilities.</p><p> </p><p>With regard to jobs help, we offer a range of programmes and schemes that offer employment support to disabled people. These include:</p><p> </p><ul><li>the Work and Heath Programme (WHP), which will help 275,000 people over 5 years, including 220,000 disabled people.</li></ul><p> </p><ul><li>The Disability Confident scheme. Through this, we work with employers to change attitudes and create employment opportunities by giving businesses the tools and techniques to recruit and retain disabled people in their workplace. Over 13,600 employers are signed up to Disability Confident, and their number continues to grow.</li></ul><p> </p><ul><li>Access to Work, which offers eligible disabled people a grant of up to £59,200 per year to fund support above the level of reasonable adjustments, to ensure that their health condition or disability does not hold them back in the workplace. Last year we spent £129 million on Access to Work grants, helping over 36,000 people stay in employment.</li></ul><p> </p><p>The Intensive Personalised Employment Support Programme (IPES) will launch by the end of 2019. It will provide highly personalised packages of employment support for disabled people with complex and multiple barriers to work who are at least a year away from moving into work without the support on the programme.</p><p> </p><p>Our Jobcentres offer tailored and personalised support from Work Coaches and Disability Employment Advisers, backed by the Personal Support Package which is a 4-year, £330 million package of employment support targeted at claimants with disabilities and health conditions.</p><p> </p>

star this property answer text <p>DWP does not track individual Disability Confident employers’ workforces. However, last year we published the results of survey research, commissioned from Ipsos MORI, which explored the effect that signing up to the Disability Confident scheme has had on employers’ recruitment and retention attitudes and practices with regards to disabled people.</p><p> </p><p>The researchers interviewed employers of all sizes, ranging from very small organisations with low levels of staff turnover to large companies employing thousands. Across all employers interviewed, half said they had recruited at least one person with a disability, long-term health or mental health condition as a result of joining the scheme. Among larger employers, nearly two thirds reported the same.</p><p> </p><p>The full report may be viewed here: <a href="https://www.gov.uk/government/publications/disability-confident-survey-of-participating-employers" target="_blank">https://www.gov.uk/government/publications/disability-confident-survey-of-participating-employers</a></p><p> </p><p>Last year we also published the ‘Voluntary reporting on disability, mental health and wellbeing: A framework to support employers to voluntarily report on disability, mental health and wellbeing in the workplace’. This framework was developed in partnership with large employers and expert partners (including leading charities) to support organisations to record and voluntarily report information on disability, mental health and wellbeing in the workplace.</p><p> </p><p>The government believes that transparency and reporting are effective levers in driving the culture change required to build a more inclusive society. star this property answer text <p>Government set out a ten year change programme, to improve disability employment, in the Command Paper “Improving Lives: the future of work, health and disability” (2017). This describes actions across welfare, workplace and health settings.</p><p>Recent steps taken include:</p><ul><li>holding a consultation on how employers can best support disabled people and people with long-term health conditions to stay in and thrive in work;</li><li>supporting disabled people into work through initiatives like the Work and Health Programme and Personal Support Package, and introducing the new Intensive Personalised Employment Support programme, which will be in place by the end of 2019;</li><li>from April 2019, we introduced an enhanced Disability Employment Adviser and a new Disability Employment Adviser Leader role, in total more than 800 individuals supporting Jobcentre colleagues to provide high quality services to disabled people and those with health conditions;</li><li>using an Innovation Fund funded by DWP, DHSC, and NHS England to test initiatives to support disabled people and those with health conditions to get into, and remain in, work;</li><li>introducing, in November 2018, a voluntary reporting framework to support employers to record and voluntarily report information on disability and mental health in the workplace;</li><li>providing support for nearly 34,000 disabled workers last year through the Access to Work scheme; and</li><li>engaging with employers through the Disability Confident scheme.</li></ul>
